* The Staff of Centre:
In mottoes of neat but effect, the Center has not aimed at widening regular staff bat mainly
developing collaborators. To date, the regular staffs in the center just consist of one Director
who is a multi-position Professor, two Vice Directors who are one Assistant Professor and one
multi-position Doctor, and five researchers including ones who also respond for stationary. The
others are collaborators who are scientists belonging to many fields of science in I-IAU and
become fond of centre through many years.

* Specialization and experience of regular staffs and collaborators
100 percent staffs and collaborators are scientists who currently are lecturers and
researchers at HAIl. The Center has gathered many scientists of different Fields in
agriculture development area (see the list). More than 70% staffs and collaborators have
been over 15-year experience, presided and participated in many research project of
HAIl, held management position at HAIl. They have been project leaders, secretary of
project or consult specialists for many projects in Centre. The young researchers of
Center have employed following the fields of HAIl and now have been conducting the
research project in the Centre under the employ-contract scheme for research centers of
HAIl
* Management structure of Center
* The purpose of Center:
- Sustainable Agriculture Research Development Centre (SARDC) is a research
and education Center of HAIl. The Center was spontaneously founded since
1996, taking sustainable agriculture development of nation as the aim of the
action.
- Relying on internal capacity, together with widening cooperation relation within
and outside country to make the Center become the institution of researching,
transferring technology, educating university graduation, post-graduation and
strengthening researchers on agriculture sustainable development lining multi-
field and inter-field approach.
- Parallel with the activities of research, graduation, consulting and supplying
services the Center pays suitable concern to short training courses for employee,
disseminates the information and knowledge of environment and natural
resources conservation and of sustainable development to pupil, student and
community
- Conducting assigned research project at State, Ministry level and cooperation
research program with international institutions on the fields of land use,
environment conservation and sustainable agriculture development.
- Building data base, editing and writing literatures for researching, lecturing and
training on the fields of sustainable agriculture development. Some of special
subjects have been built for specific purposes of graduation at HAIl.
- Calling sponsor sources within and outside nation, making scholarship Rind

II. THE CONTENT OF PROJECT
Scientific and practical base for building project
(I) Social-Economic conditions of Dang Xa, Gia Lam, Hanoi
* Being a purely farming commune in pen-urban, belonging to the areas of safe vegetable
production of Ha Noi, Da Xa has built 100 million VNDI ha safe vegetable area under
the guideline of commune, co-operative and unions.

* In Dang Xa, the farmers have a well-off living; they have experience of vegetable
production and ability for applying new technology for safe vegetable production.
* In Dang Xa, the problems that impact on environment and vegetable production have not
yet implemented the solution of using organic waste and agriculture waste which could
create organic fertilizer for producing high quality of vegetable, could make environment
green, clean and beautiful for new urban landscape. The rubbish dumps near the village,
the road, the waste of vegetable, maize, and straw on the field have been pollution
sources for environment, and disease sources for vegetable.
(2) Building the model of producing organic fertilizer by bio-technology at commune level
aim at dealing with:
* Satisfying the demand of farmers in self producing organic fertilizer by organic waste
and agriculture waste adapting to local conditions
* Producing good quality fertilizer, shortening composting duration and saving expensive
equipments in production
* Solving pollution environment in local area where the waste are increasingly and have
no place to hide
* Producing safe organic fertilizer with quality, economic for agriculture production,
especially for organic agriculture production.
* Educating, promoting farmers participate in collecting and separating household organic
waste and agriculture waste to supply material for organic fertilizer production, and
helping farmer real understand and integrate to "waste economy".
(3) The project has contributed for solving urgent problems as following:
* Managing the source of household organic waste and agriculture waste: the community
collect and separate organic waste and agricuJture waste at beginning (at household or in
the filed)
* Applying the model of organic fertilizer production by organic waste and agriculture
waste on microbio-technology with small scale to produce organic fertilizer in rural
areas.
* Organizing the specialize training courses for participants. The studies and experiments
of project aim to strengthen knowledge and production and management ability for
beneficiaries.
(4) The creatives of these solutions have been shown as following:
* Educating, disseminating and promoting community participate in collecting anti
separating organic waste and agriculture waste at household or in the filed to produce
organic fertilizer and reduce environment pollution in rural areas
Micro-organic fertilizer production of Song Gianh Company, Tien Nong Company, Cia
Thuy Co-operative and some of waste processing companies in the city ... have collected and
disposed organic waste to micro-organic fertilizer. However, they are still tattered, especially
their processing have not yet separated waste, there's much of solid mixture and they have not
yet succeeded on collecting and separating organic waste and agriculture waste at origin. So,
they have not yet saved the labors, and it is costly in processing waste.
* Producing organic fertilizer by advance technology but in small scale at
commune/village level: Adapting to investment and management ability of local
production and producing organic fertilizer with high quality for beneficiaries who are
vegetable farmers.
Currently, the Government has invested for waste processing manufacture, producino organic
fertilizer with advance technology and large scale in the cities, not concerned to small scale,
adapting for waste processing in rural area. Processing organic waste and reproducing to organic
fertilizer for vegetable which greatly contribute for safe vegetable production in pen-urban have
not been concerned yet.
* The project will help the farmers take part in "waste economy", changing organic
waste and agriculture waste which have been buried into worth fertilizer, reducing
fillIand area.
(5) The project will directly impact on rural community:
* In the commune where the project has been conducted, the farmers will live in cleaner,
safer living environment.
* The farmer households who have safe vegetable production areas in the commune will
have adding bio-organic for production or selling this organic fertilizer to near by
com in u n e.
(6) Requirements of success
* Encourage the community's willingness and enthusiasm in taking part to the project's
activities, particularly in separation of organic waste
* Construct small scale stations of organic waste processing which is available for the
adaptation of rural community by using biotechnological techniques.
* Contribute to environmental solutions and precise farming development through
reducing area of rubbish field and increasing the use of compost for farming practices.
(7) Additional explanation
7.1. Project impact
Project's activities will result to positive effects on households where organic waste composting
stations are located. These effects are presented in two aspects as follows:
In economics aspect:
* To supply a low-cost and safe compost for fruit trees and vegetable production in
suburb areas
* To reduce area of rubbish filed, and household cost-saving for agricultural inputs
through organic waste and agricultural waste comosting at commune.
* To construct a low-cost of composting station with advanced techniques that allows to
reduce the composting time and to increase the compost quality.in comparation with the
old traditional composting technique
* To reduce labor cost and other investments on waste treatment and waste composting
based on community management.
In social aspect:
* To improve farmers' awareness on environmental and landscape protection in suburbs
and rural area
* To promote the use of compost for clean/safe vegetable production by supplying
trainings, meetings, and demonstrations.
7.2. Project expansion
JThe idea of building a waste processing station based on rural community management is
assured to gain the success in application in rural area not only because of the above logical
project's content but also from the increasing requirements including:
* Suburbs in Vietnam are coping with a bottle neck of solid and agricultural waste
treatment. The construction of large waste processing stations or the expansion of
municipal environmental protection factories is irrelevant for solving rubbish in these
areas. Meanwhile, area for waste treatment purpose is very limited. Therefore, the
suitable solution of this problem is really questionable.
* According to the report of Ministry of Agricultural and Rural Development, Vietnam is
largely lacking of compost due to many reasons, particularly from the farmers'
avoidance of traditionally producing compost at household level. In addition, there is an
increasing situation that farmers often fire by-products in their fields after harvests which
would lead to the increase of green house effects. Therefore, an advanced techniques is
required to meet the demand of compost application and rural environmental protection.

This project will be ended in 1 year with the following activities:

IV. STAKEHOLDERS' BENEFIT AND PARTICIPATION
I. Project's beneficiaries
Households in Dang Xa commune will be the project's beneficiaries. They will together
cooperate with the project implementing institution for activities listed above, and finally
benefit from project's performance. For instant, those households in Dang Xa commune are
highly appreciate to participate in this project since they are expecting to have a waste
processing station based on experience of 2 years of cooperation with SARDC in applying
compost for clean vegetable production. In detail project beneficiaries in Dang Xa commune
are including:
* 1931 households with 8000 members (95% of them are farmer households) will
be benefited from cleaner environment and self-producing compost for vegetable
production.
* The agricultural cooperative of Dang Xa commune will manage the operation of
the waste processing station to supply compost for farmers within Dang Xa and
communes nearby.
* The communal women Union (14 subunions ) and commune schools
2. There is no beneficiary in building project proposal.
3. Participants' contribution
* Households will participate in collecting and separating organic waste from families'
garbage, public areas, and cultivation fields
* The communal farmers' association and women union will support the agricultural
cooperative to transport collected organic wastes to the composting station.
* Two people from the agricultural cooperative will cooperate with technical staff in
composting organic wastes at the station.
* The cooperative will deliver compost to households producing vegetables, and
cooperate with technical staff to build demonstrations on compost application
* Communal authority, Cooperative, Farmers Association, Women Ilnion, communal
extensionist, and project' staff will regularly monitor the project's activities, as well
as organize meetings and trainings to improve the community's capacity in
maintaining and expanding project's results.
4. Project's Transfer and Maintenance
At the end of the project, the processing station will be transferred to Dang Xa commune, and its
operation will be maintained by:
* Communal environmental staff and women Union will manage and monitor the
collection and separation of organic wastes.
* The Dang Xa agricultural cooperative will manage the operation of composting
station following transferred technological procedures, and deliver the produced
compost to farmers
* The Communal Farmers' Association and extensionist will support farmers in
applying compost for vegetables production.
S. Participants from Dang Xa commune are not included in the submission of
the Project's Proposal.
They will only participate in the implementation stage if the project is approved (as indicated in
section lV.4). The key local person that SARDC contacts with is Mr. Nguyen The [liep - I-lead
of Dang Xa Agricultural Cooperative.
6. Project implementing institution
SARDC has carried out a research on compost production procedures and compost trials for two
years in some vegetables production areas of Hanoi. Preliminary result from this research has
indicated that it would be and should be applied in rural area. Therefore, SARDC is highly
appreciate to be funded by the Program of "Action for Environment" to construct a complete
demonstration of compost production, delivery, and application at communal level.
SARDC will provide trainings for local members on technical procedures and participatory
methods as well as promote the participation of different actors within local community to
ensure the success of the project.

After ending the project, SARDC's staff and researchers will continue to contact and support for
local community in maintaining the compost production.
V. The Project Budget
