City Council Meeting

Regular Session

October 25, 2010

6:30 P.M.

Mayor Scott Staggs called the meeting to order. Those present were: Tom Bischof, Donna Deardorff, Patricia Wilson, Michele Douglas and Robin Northern. The meeting was opened with the Pledge of Allegiance.

Public comments: Ken Kingree, Ken Allen and Dave Dalton from the Park board were present and asked about applying for a park grant through Dell Consulting for paving of the City Park. Mr. Kingree stated the grant would be a 55/45 match grant therefore the City would only have to pay 30 percent and match 25 percent through in kind labor. Mr. Kingree also stated this would bring the Park into Americans with Disabilities Act compliant. Ald. Deardorff moved to have Dell Consulting apply for the Park grant up to $40,000. Ald. Wilson seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Douglas – aye.

Roger and Robin Bollinger were present without their attorney Marcus Glass and asked what the City wanted to do regarding W. Sykes Street. Mayor Staggs stated the council would be discussing this in closed session. City attorney Robin Northern stated without their attorney present it couldn’t be discussed with them and that she would call Mr. Glass and let him know what the City wanted to propose.

Robert Hanner was present and asked about driving four wheelers on City streets. Mayor Staggs stated he was checking with other city’s on this issue.

Mr. Hanner then stated he had signed a complaint about dogs running loose. Officer Wheetley stated he had picked up several dogs, but as soon as they were put in the dog pound someone was let them loose.

Approve minutes: October 12, 2010 – Ald. Douglas moved to approve regular and closed session minutes. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Douglas – aye.

Merchant License: None

Building permits: (2) Ronnie W. Stevens – 388 Guiling, Bloomfield, MO. Ald. Bischof moved to approve both permits.

Old bus: Ald. Deardorff stated there was a drainage problem in front of Consolidated Plastics on J Highway. It was decided to have the police department talk to the owner and have Dennis Pleasant see if anything could be done.

New bus: It was decided the street department would pick up limbs the last week of the month from residents right of ways starting November and going through March.

Mayor Staggs read proposed Ordinance #3236 Bill #3236: Qualifications For Police Officers And Section 200.280: Training Required For Police Officers Of The Municipal Code Of The City Of Bloomfield, Missouri.

Ald. Bischof moved to dispense with the second reading. Ald. Douglas seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Douglas – aye.

Ald. Bischof moved to approve Ordinance #3236 Bill #3236. Ald. Douglas seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Douglas – aye.

Officer Cody Wheetley was present and stated Dell Consulting had informed them there was a federal grant coming up for police cars that would be a 45 percent match for the City. Officer Wheetley stated we would need to have a public hearing on this first before they could apply for it. It was decided to have the public hearing November 22nd at 6:00 p.m. before the regular council meeting.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn and go into closed session pursuant to Section 610.021 sub-section 2 and 3. Ald. Bischof so moved. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Douglas – aye.

Mayor Staggs stated there was a committee formed of all four of the aldermen to set forth policies and procedures for fire department personnel.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn the meeting. Ald. Douglas moved to adjourn. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff –aye, Ald. Wilson – aye, Ald. Douglas – aye.
