WINTER VOLLEYBALL LEAGUES By-Laws

MEMBERSHIP

Any organized team in Amarillo or surrounding area is eligible to enter as a team at the discretion of the Parks & Recreation Dept., (P.A.R.D.) providing it subscribes to these rules and regulations:

ELIGIBILITY

Each team must submit a completed roster to the Parks & Recreation office no later than: October 22, 2010 at 5:00 p.m. An entry fee will be assessed each team and shall be due on or before the entry deadline. Any team registering after the deadline will be required to pay a $25.00 late fee. NO GUARANTEE OF GETTING INTO A LEAGUE AFTER DEADLINE DATE. Teams may carry as many players as desired. After seven on men and women’s and eight on mixed teams, an additional players fee of $15.00 each will be charged.

These fees do not cover insurance. Players play at their own risk. The entry fee will be used to pay for referees, plaques, sanction fees, administration cost, scheduling, equipment, gym fee and office supplies. It is mandatory that the entry fee be submitted by the deadline date. NO EXCEPTIONS!!!!!!!!!

Managers, coaches and players are responsible for eligibility, and all matches in which an ineligible player is used shall be forfeited. Any violations of this procedure will subject that player with suspension from play. If there is a change of managers during the year, please advise the P.A.R.D. office so that your team will receive all necessary correspondence. MUST supply an e:mail address to the P.A.R.D. office.

A player may play with only one team in any given league on a given night. No player may transfer to another team after he/she has played any league match unless he/she receives the approval of the Athletic Supervisor. A new player's fee of fifteen dollars ($15.00) must be paid. After a player plays in five (5) matches he/she cannot transfer under any circumstances. Each case must be presented to the Athletic Supervisor for approval.

Minimum age for men's, women's and mixed leagues will be sixteen (16) years of age. Waiver sign by parent to play under minimum age.

RANK OF YOUR TEAM

EACH TEAM SELECTS ONE OF THE RANKS LISTED BELOW ACCORDING TO THEIR PLAYING SKILLS AND INTERESTS. ONCE THE SCHEDULE HAS BEEN PRINTED, NO TEAM MAY CHANGE RANK. HOWEVER, IF A TEAM IS FOUND TO BE TOO STRONG FOR THE RANK THEY HAVE SELECTED, THEY MAY BE MOVE UP TO THE NEXT HIGHER RANK. PLEASE BE REALISTIC ABOUT THE ABILITY OF YOUR TEAM. DO NOT OVER ESTIMATE OR UNDER ESTIMATE.

RANK (1)

RANK 1: This group is for players who have the skills and ability to play top caliber competitive volleyball, and who are interested in practicing and developing their skills to a high degree. The ball must be handled in a manner acceptable by current U.S.V.B.A. (International) standards. All current U.S.V.B.A. (International rules and interpretations will be strictly enforced.

RANK (2)

RANK 2: This group is for players who may not have quite reached the skill level necessary to play in Rank 1, but who are interested in attaining that level sometime in the future. Referees will give some latitude in ball-handling skills, provided the player is making an attempt to play the ball correctly. No latitude will be allowed in other rules.

RANK (3)

RANK 3: This group is basically for players who have the ability and desire to play competitive volleyball, but do not have their skills developed to the point where they are able to play Rank 1 or 2, but are working to advance to rank 1 or 2. Players are trying to develop their skill levels, and have the desire to play above the level of pure recreation. Referees will allow latitude in ball handling.

RANK (4)

RANK 4: This group is basically for players who have the ability and desire to play competitive volleyball, but do not have their skills developed to the point where they are able to play Rank 2 or 3. Players may or may not be trying to develop their skill levels, but must have the desire to play above the level of pure recreation. Referees will allow latitude in ball handling. The serve may be received with the hands in the overhead position if handled cleanly, but any ball handled in the underhand position must be bumped.

RANK (5)

RANK 5: This group is primarily for players who want to play recreational volleyball. Referees will call ball handling errors if the ball is physically grabbed, lifted, or thrown. The serve may be received in the overhead position with the hands, but any ball handled underhand must be bumped. The ball may not be spiked in Rank 5. Serves in Rank 5 must be a straight underhand serve with no comment on speed or arch. NO OVERHAND OR SIDE ARM SERVES.

No players who have played high school varsity or college volleyball should play in Rank 5.

Kicking the ball in Ranks 3, 4, 5 are not allowed in P.A.R.D. league play. The leg or foot can legally contact the ball as long as it is not deemed by the official to have been kicked. If the player was making a kicking motion, any contact with that leg below the knee will be a fault.

HONOR CALLS

Since there is only one official, players in all divisions are requested to aid the referee by giving honor calls on net touches, touching the ball, and calling the line when it is not possible for the referee to call it. The referee will call all line calls whenever possible. A team is responsible for calling the line on their side of the net. Players are asked to call these infractions on themselves or their teammates, BUT may not call infractions on opponents, and may not ask the referee to question the opponent as to whether or not they committed the infraction. The referee may question either team's players about infractions.

PROTESTS

Protests are only allowed on illegal players. No protests are allowed on official's judgments or rule interpretations. Protests must be made during game. If a player is suspected as being illegal, the referee must be notified at that point and identification shown. Otherwise, there is no way of knowing if the player is illegal or not. If player is found to be illegal, both games in the match will be forfeited if player participated in both games.

All protests will be acted upon by the P.A.R.D. and must be made in writing within twenty-four (24) hours of the protested game. Protests must be accompanied by a twenty-five dollar ($25.00) protest fee, which will be returned if the protest is upheld.

GAME TIMES

Game Times: 7:00, 7:30, 8:00, 8:30, 9:00, 9:30, 10:00 and 10:30. (Possible 6:30)

ALL PLAYERS MUST BE AVAILABLE TO PLAY FIFTEEN (15) MINUTES AHEAD OF GAME TIME IN CASE PREVIOUS MATCHES FINISH EARLY!!!!! IF A TEAM HAS FOUR (4) OR MORE PLAYERS AVAILABLE, TEAMS MAY BE REQUIRED TO START PLAY TEN (10) MINUTES PRIOR TO SCHEDULED TIME, AND MAY NOT BE GIVEN PRACTICE TIME IF THE COURT HAS BEEN AVAILABLE FOR AT LEAST FIVE PRIOR MINUTES.

League plays 2 games = one match. All scoring will be rally scoring. In rally scoring every play results in a point for one of the teams. Each game will be played to a 15 minute time limit (win by one) or 25 points win by two with a cap of 27, whichever comes first. Net serves will be a live ball.

GAME BALLS

Game ball will be furnished by the City (for the 2010 season) or each team can agree on a ball to play with.

ALL TEAMS ARE EXPECTED TO PROVIDE A VOLLEYBALL TO WARM UP WITH. PLEASE DO NOT ASK THE OFFICIAL IF YOU CAN USE THE GAME BALL TO WARM UP.

GYMNASIUMS

PLEASE notify all members of your team, your family members, and any spectators that they are not to bring any food or drink (especially alcoholic beverages) into the school gymnasiums. This applies to all schools. Do not drink on school parking lots (in or out of cars) or litter school parking lots with beer cans. These are the rules of the Amarillo Independent School District. We will lose our rental privilege at any gym in violation of these AISD rules. With limited gym space, this will mean that your team will be without a place to play if the food/drink alcoholic beverage rule is not observed. If team members or friends feel they need to drink before, between, or after games, they need to leave the school property. Also there is a Texas State Law that prohibits smoking in public schools. Please Do Not Smoke in the gym foyers, gyms, or restrooms.

Any teams who have children with them should see that they are supervised so that they won't be running around disturbing other teams or custodians. Teams may be penalized by official if teams do not control children. Children should be seated in the stands with an adult at all times.

CANCELLATION OF GAMES:

For Indoor Play:

The rule of thumb on cancellation of games due to bad weather is that if school was canceled for the day of the scheduled games, the volleyball games will also be canceled. If the weather front comes in during

or after school, those games will be played. If there is any doubt, please call 378-4289, after 4:00PM.

CONDUCT

Each coach will be responsible for their team's conduct and actions while playing in the P.A.R.D. volleyball leagues. Any team, player, or coach, if their behavior or actions are detrimental to the league, may be suspended from the league at the discretion of the Parks and Recreation Department.

No drinking of alcoholic beverages allowed on courts before, during, or after games. Any player deemed to be under the influence of alcohol may be ejected from games.

Officials may warn (yellow card) teams about offensive language or conduct. Players that persist in using offensive (profane) language or conduct after being warned may be ejected (red carded).

Any damage done to the facilities will be grounds for suspension and person or persons causing the damage will be billed for the damage.

BLOOD RULE

A player, coach, or referee who is bleeding or who has blood on his uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time that is considered reasonable is left to the referee's judgment. Uniform rule violations will not be enforced if a uniform change is required. The referee shall:

A.  Stop the game and allow treatment if the injured player would affect the continuation of the game.

B.  Immediately call a coach, trainer or other authorized person to the injured player.

C.  Apply the rules of the game regarding substitution, short-handed player and re-entry if necessary.

MISCELLANEOUS

ALL RINGS WITH STONES NEED TO BE REMOVED BEFORE PLAY SO AS NOT TO DAMAGE GAME BALL OR CAUSE INJURY TO AN OPPONENT OR TEAM MEMBER.

It is the responsibility of each coach to verify the results with the official after each two game match.

Any rule or rule interpretation not covered under the following PARD Volleyball rules will be played under the official 2010 United States Volleyball Rules as approved by the United States Volleyball Association.

ROSTERS

Players must be added to a roster 24 hours before they are eligible to play in that league. Games can be protest and won if players are not on rosters. Teams may carry as many players as desired. After seven on men and women’s and eight on mixed teams, an additional players fee of $15.00 each will be charged.
