1.  Lt. Mike Erhart with the Sarpy County Sheriff’s Department will provide a monthly service report

2.  Conduct a Public Hearing for an application for a preliminary and final plat (Lots 1, 2, and 3, Polson Estates) of a subdivision located in Tax Lot Q, Section 26, Township 13 North, Range 11 East of the 6th P.M. in Sarpy County, Nebraska, consisting of approximately 28.43 acres, more or less, and generally located at 16715 S. 156th St., and for waivers to the subdivision regulations pertaining to design standards and required improvements as identified

3.  Conduct a Public Hearing for an application for a conditional use permit filed by Silex Group, LLC, applicant, and Clarence O. Keyes, Trustee of Clarence O. Keyes Living Trust, property owner, for a concrete and asphalt recycling and distribution plant to be located on property zoned Agriculture Residential and legally described as the NE ¼ of the NE ¼ of Section 11, Township 13 North, Range 11 East of the 6th P.M., Sarpy County, Nebraska, and generally located on the southwest corner of the Capehart Road and Highway 50 intersection

4.  Conduct a Public Hearing for an application filed by H&T Development, LLC requesting a change of zoning classification from R50 Two-Family Residential to R92 Single-Family Residential on Lots 102, 103, and 104, Southcrest Hills, a subdivision in Sarpy County, Nebraska, and generally located at 910 – 1002 Maple Street, Springfield

5.  Consider approval of Resolution 2012-35 approving a preliminary and final plat (Lots 1, 2, and 3, Polson Estates) of a subdivision located in Tax Lot Q, Section 26, Township 13 North, Range 11 East of the 6th P.M. in Sarpy County, Nebraska, consisting of approximately 28.43 acres, more or less, and generally located at 16715 S. 156th Street, and authorizing the Mayor to sign a Developer’s Agreement

6.  Consider approval of Resolution 2012-36 approving a conditional use permit for Silex Group, LLC, applicant/tenant, and Clarence O. 8.  Kevin Carlson, Springfield Legion Baseball Parents – Review bid for the installation of a sprinkler system at the Buffalo Park baseball field

9.  Consider approval of Resolution 2012-37 modifying the Conditional Use Permit for Insurance Auto Auctions, Inc., applicant, and Cornhusker Development, LLC, property owner, for an auction house that warehouses sale items and sells items within the auction facility and/or outside of the auction facility, but on the premises, located on property zoned Light Industrial and legally described as Lot 1, Springfield Business Park

Approve Ordinance No. 828 amending Springfield Municipal Code §6-101 Animals; Definitions; §6-112 Animals; Vaccination Required, and §6-113 Animals; Dogs and Cats; Revaccination Required, and enacting Springfield Municipal Code Sections §6-114.02 and §6-132 through §6-144; Defines Unusual Animals and Livestock Prohibited; Defines Procedure on Determination of Potentially Dangerous Animals, Reckless Owners and Impoundment of Certain Animals; Repeals Ordinances in Conflict; Provides for an Effective Date

MINUTES

A regular meeting of the Mayor and Council of the City of Springfield, Nebraska was held at 7:00 o’clock p.m. at City Hall on October 2, 2012. Present were Mayor Mike Dill; Council Members: Bob Roseland, Randy Fleming, Dan Craney, Chad Nolte. Absent: None. Roseland arrived at 7:02 p.m. Notice of this meeting was given in advance by posting in three public places, one of the designated methods of giving notice. Notice of this meeting was given in advance to the Mayor and all Council Members and a copy of their receipt of notice is attached to these Minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the public. The Mayor publicly stated to all in attendance that a current copy of the Nebraska Open Meetings Act was available for review and indicated the location of such copy posted in the room where the meeting was being held.

Agenda Item 2. A Public Hearing of the Springfield City Council was opened at 7:03 p.m. to consider an application for a preliminary and final plat (Lots 1, 2, and 3, Polson Estates) of a subdivision located in Tax Lot Q, Section 26, Township 13 North, Range 11 East of the 6th P.M. in Sarpy County, Nebraska, consisting of approximately 28.43 acres, more or less, and generally located at 16715 S. 156th Street, and for waivers to the subdivision regulations pertaining to design standards and required improvements as identified. Council reviewed the staff report prepared by David Potter, City Planner with JEO Consulting Group. No one from the public spoke in opposition to or in favor of the application. Motion by Nolte, seconded by Fleming, to close the Public Hearing. AYES: Roseland, Fleming, Craney, Nolte. NAYS: None. Public Hearing closed at 7:04 p.m.
