GUIDELINES FOR CITRUS FRUIT EXPORT TO SPECIAL MARKETS 2017/2018: REGISTRATIONOF PRODUCTION UNIT (PUC), PACKING HOUSES (PHC), AND INSPECTION POINTS

1. Steps to follow when registering for exports of Citrus fruit to the Special Markets namely: China, EU, Iran, Japan, South Korea, Thailand, Philippines andthe USA

1.1.Only Production Unit(s) and Packhouse (s) registered with the Department of Agriculture, Forestry & Fisheries (DAFF) Directorate Food Safety and Quality Assurance(DFSQA) with be approved codes (PUC and PHC) are allowed to register for Special Market(s).

1.2.PUC and PHC can be verified at the following website:

  • Branches
  • Agricultural Production, Health & Food Safety Branch
  • Food Safety and Quality Assurance
  • Food Business Operator Codes
  • FBO Codes (PUC’s/PHCs)
  • Registration of a Food Business Operator Code or online:

If the code is approved,the next step can be followed:

1.3.Download the special market registration documents at the following website:

  • Branches
  • Agricultural Production, Health & Food Safety Branch
  • Plant Health
  • Exporting from SA
  • Phytosanitary Registration for special export marketsor

1.4.The Production Unit registration documents must be couriered (not faxed, emailedor posted) to the Department of Agriculture,Forestry and Fisherieson or before (Date to be confirmed). The physical address is as follows:

1.5.DAFFDirectorate Plant Health (DPH) will draft a registered list of PUC/PHC and send to Industry and DAFF website for verification by producers and packers

1.6. DPH will incorporate changes and send the verified list to Directorate Inspection Services(DIS) for verification and inspection.

1.7.DirectorateInspection Services (DIS) will evaluate and inspect the production unit(s) for compliance. During this time PUCs that will be marked “Pending” it will mean that registration is pending the results of inspection/evaluation by DAFF: DIS.

1.8.After evaluation, only accepted or complying PUC will be updated on DAFF website accordingly and a word “TRUE” will appear. For rejected or unregistered PUC, a word “FALSE” will appear.

1.9.Incomplete, incorrect, illegible and rejected registration documents will not be processed.

NB: THE TARIFF IS R101. 00 PERFBO (PUC/PHC/IP) per special market, PACKHOUSES THAT ARE

LOCATEDWITHIN THE FARM MUST ALSO PAY R101.00per special markets.

Tariffs shall be deposited to Department of Agriculture, Forestry and Fisheries, bank accountas indicated below:

Please make sure that you:

  • Pay the tariffs and clearly state the PUC or PHC on the proof of payment as reference
  • Keep a copy of the whole registration document and records of the Courier Service used to send the documentation
  • Clearly indicate the PUC, PHC and inspection pointon the application forms

2. REGISTRATION OF PRODUCTION UNITS

Information regarding the registration of production units (farms) for the 2017/18export season for your attention and relevant actions.

2.1The following points on the registration document are of the utmost importance:

Registration of a production unit will NOT be considered if:

a).The PUC is not allocated yet (PUC that is not appearing in the current FBO registration list) DAFF website:

b).The registration document is illegible (information to be typed or completed in clear block letters),

c). Information is insufficient or incorrect, or

d).Documentation is received after the closing date,

e).Documentation is faxed / e-mailed

f). There is no proof of tariffs payment

2.2All pages are to be signed at the appropriate places, and initialized at the bottom of each page were there space for signature is not provided

2.3DAFF shall not be held responsible for any financial or other losses as a result of non-compliance by the producer, packer or the exporter for providing incorrect, insufficient and/or illegible information.

2.4No notice will be given to successful applicants. It is the responsibility of the producers and relevant role player(s) to ensure that the information displayed in the 2017/2018database is correct. Should you have any queries, you are welcome to contact the above-mentioned officials.

3. NB: The following appendices must be completed and the copy must be kept in the farm(s). If this information is requested at any time, Producers or farm(s) managers must provide it.

a.APPENDIX A: to be completed by all producers applying to participate in the EU citrus programme.

b.APPENDIX B: to be completed by all producers applying to participate in the SOUTH KOREA citrus programme.
