Citizens Present: Mary Walker, Sue Wilcox, Ashley Stobb, Sam Marwitz

Chairman Schroeder called the regular monthly board meeting to order with the Pledge of Allegiance at 6:30 pm.

Clark moved, seconded by Jon to approve the Agenda. Motion carried.

Roll Call: William Schroeder, Jon Conway, Clark Cupery Kelly Schaller, Kris Conway.

Open Meeting Law compliance check: Meeting agenda was posted on August 31, 2017 in the Town of Fort Winnebago Internet Calendar, W7660 State Road 33, Portage, WI, and the meeting notice was published in the Portage Register Government Meeting Column.

Clark moved, seconded by Jon, to approve the July 3, 2017 Town Board Meeting Minutes as printed. Motion carried.

Jon moved, seconded by Clark, to accept the Treasurer’s Report as prepared. Motion carried.

Old Business

a) Plan Commission Items submitted to Columbia County have been approved.

b) Fire Department Agreement. Townships in August sent a letter to the City of Portage requesting a meeting, the City has not replied as of date.

New Business

a) Columbia County Traffic Safety Commission August 17, 2017 Letter, Military Road Speed Complaints.

Clark moved, seconded by Jon to place a 55 mph speed zone sign on Military Road near Garrison Road for eastbound traffic in Fort Winnebago Township. Motion carried.

Citizen Input -

  • Sam Marwitz presented information requesting to build a 60x30 metal poll shed to be utilized as an agriculture building on his property. Bill indicated since this is not an agenda item, the Board cannot take any action on this request at this meeting. Sam had various documents to share with the Board: State letter releasing the old road bed to landowners, flood plan map, map showing the proposed building meets all county set back requirements. Sam has been working with the Columbia County Zoning on this building request. Town Clerk will put this on the October 2017 Monthly Board Meeting Agenda.
  • Mary Walker said thank you for cutting down the tree impairing vision at the intersection.
  • County F intersection was swept.

Communications

  • Bill reported the seal coating has been completed. Bill looked at all the completed road work.
  • Bill received a resident complaint regarding a property in Red Bird with unlicensed vehicles, and no cut lawn. Bill notified Columbia County Zoning.
  • Bill notified Columbia County Zoning regarding the trailers in the Saddle Ridge Maintenance property.
  • Bill sent in the State the Road Certification documentation.
  • Engineered Storage LLC, Hwy 33 ERN number has been ordered, State approved site plan, and construction has begun.
  • State of Wisconsin Demographic Services Center January 1, 2017 Township population estimate is 822, down 3 persons since 2010 Census.
  • WisDOT LRIPWeb Application Request Access Form has been submitted. New Web base application for Town Road Improvement Program requests.
  • Wisconsin Dept. of Revenue 2017 State Apportionment Report. Town of Fort Winnebago 2017 Total Equalized Value $77,835,100, up $2,242,500 from 2016.

  • Town of Fort Winnebago has 681 voting age population.
  • September 27 Town will be swapping out the old M100 voting equipment for the new DS200 election equipment from the County Clerk.
  • The AutoMark voting equi9pment will be upgraded the week of September 4th.
  • Legislation LRB-1890 and LRB-3323 related to in-person absentee voting and counting of absentee ballots is currently being considered. The two bills are for the Absentee Voting Efficiency Option (AVEO). State Senators and Representatives are interested in hearing from local officials on this topic.
  • Pipeline Awareness brochures received. Bill is filling out various surveys on the pipeline in the township.
  • CenturyLink Certificate of Liability Insurance received.

Clark moved, seconded by Jon, to pay the monthly bills as listed. Motion carried.
