2016 Emission Report Guidance

Replace Discontinued SCCs with Active Ones

This help sheet should only be needed if you need to replace discontinued SCCs. If you do not find your facility on the list of affected facilities, no replacements are needed unless you find that one you are using does not accurately reflect operations.

Step 1: Is your facility using discontinued SCCs?

An Excel file is available at the link provided with the following information:

  • Facilities Affected – A list of facilities that have a discontinued SCC associated with an operating emissions unit.
  • Affected Facility EU SCC List –The list of facilities above also including the emissions unit and SCCs used.
  • Active SCCs – A list of all active SCCs that are available to choose in Air Services.
  • Discontinued SCC Mapping – A list of all discontinued SCCs with their replacement mapping.

Please review the Facilities Affected table and determine if your if your facility is currently using a discontinued SCC. If so, you will need to know the emission unit(s) and related process ID(s) for the remaining steps in this help sheet by reviewing the Affected Facility EU SCC List tab. The list that is provided shows both the discontinued SCC and the replacementSCC that can be used in its place. Thereplacement SCC is only suitable for use provided the original discontinued SCC was accurate to describe the operations it represented. If the discontinued SCC was not a correct, please search the active SCCs now available to find an accurate one. DAPC is recommending that you do not start your 2016 Emissions Report until all updates to the Facility Profile have been made and discontinued SCCs removed or replaced.

Locate Discontinued SCC Information

In this example, the facility has several discontinued SCCs in the table identified above. For P925,Process Name ‘P925 – BF Slips GB’ the suggested replacement SCC is 30301510 for the discontinued SCC 030300826. This was determined by reviewing the Facilities Affected tab, and then finding the emissions units and processes in the Affected Facility EU SCC List tab. You will need to know the Ohio EPA EU ID and the Process Name to locate it in Air Services.

Step 2: Replace a Discontinued SCC in the Facility Profile

1)Make sure you do not have any “Facility Profile Change” tasks listed in your “In Progress Tasks” area. If you have any “Facility Profile Change” tasks present, please delete them to minimize work. This may involve deletion of other dependent tasks such as permit applications in order to remove the Facility Profile.

2)Go to the “New Tasks”area and create a “Facility Profile Change” task. At this time, DO NOT create your emissions report.

3)Refer to the spreadsheet withthe EU(s) and SCC(s) that need to be changed. You will find that the Ohio EPA EU ID and Process Name can be used in the facility tree on the left to navigate to the SCC that needs to be replaced.Click on the Process Name (single light blue gear). On the right the processand SCC information will be displayed. You will see red text that indicates that this particular SCC is no longer valid.

4)Click on the “Edit” button so you can enter or select a new active SCC. You will see options to select an SCC using cascading levels or to search by keyword. If you have located an accurate SCC in the spreadsheet provided you can simply enter it in the available field. When you have finished click “Save”. Note: If there SCC has more than one piece of control equipment or egress point, you will see the flow percentages presented. If you do not, you will not see this information.

5)Repeat tasks4 and 5 for any additional affected processes (SCCs) in the Facility Profile.

Step 3: Create the 2016 Emissions Report

DO NOT PERFORM THIS STEP IF YOU HAVE NOT COMPLETED STEP 2 FOR ALL DISCONTINUED SCC(s).

The emissions report can only reference an SCC that is represented in the Facility Profile. If you do not overwrite the SCC and you instead choose to add a new SCC in the profile, then you will have to dissociate or “unhook” all control equipment and egress details before you can properly re-associate the equipment to the new SCC. If you choose to create the 2016 report from the 2015 emissions report, the Process & Emissions Detail page information will not convert the discontinued SCC(s) to the new report. However, if you wish to see the data submitted you can access any previously submitted reports by clicking on “Emissions Reports” bullet on the left menu on the Air Services home page.

1)Once you have finished replacing the discontinued SCCs, validate the profile then create the facility emissions report for the 2016 reporting year. This is done by going to the “New Tasks” area at the bottom of the Air Services Home page, and clicking on the hyperlinked task, “Fee Emissions Report (can also include EIS and ES)”.

2)If you created your report by copying from the previously submitted version, the SCCs you replaced will appear the list with a caution triangle (). You must remove the deprecated SCCs by clicking the “Delete Period From Report”button after you have selected it. In a future version of Air Services, these will automatically be deleted from the report if the SCC is not present in the Facility Profile.

You will see the following pop-up displayed. Click on ‘Delete Period’ button.

3)Complete the Process and Emissions Detail page for each process in the 2016 Emissions Report.

4)Go to the Emissions Report Summary level to click thethe“Validate” button on the fee emissions report.

If you have not removed all discontinued SCCs from this report, you will see errors listed as shown below. For each of those you must follow the instructions as described above.

Once you have resolved all of items with a severity of “ERROR” you will receive a message displayed indicating that validation was successful. At that time, if the emissions data is accurate for the reporting year, the report may be submitted, by clicking the “Submit” button that will appear.
