  4. E-Commerce and Refunds: alerting patrons that Refunds are dependent on local library policy. Committee members agreed and looked at the available online instructions and screens to choose optimum locations to add a line about refund eligibility.

IN THE online LINKcat Help instructions (also available from the patron’s “my summary” page through the “What’s this?” link), modify the first paragraph to read as follows.

LINKcat now accepts online payments via credit card!

“Be Aware: Refund eligibility for Lost Item payments is determined by the library that owns the item.”

To get started, go toand log into your LINKcat account with yourLogin(library card number) andPassword/PIN.

ADD THE “Be Aware” sentence as a second bullet point in the section about the Payment options screen:

  • The Payment Options screen will appear.
  • Click the Pay With Credit/Debit Card link to pay the full balance.
  • NOTE: When making an online payment, you must pay the full balance. Contact your local library for other payment options.
  • Be Aware: Refund eligibility for Lost Item payments is determined by the library that owns the item

On the patron’s my summary/Fines tab, add the sentence underneath the Pay Now (What’s this?) hyperlinks

Fines and Charges

Amount
You owe / 25.59 / in outstanding charges.

Pay Now(What's this?)

Be Aware: Refund eligibility for Lost Item payments is determined by the library that owns the item.

CONTACT ENVISIOWARE and ask if the following sentence can be added to the Payment Options screen, in between the Fines fees line and the pay with credit card line.

Fines/Fees Owed: $25.59

“Refund eligibility determined by owning library.”

  1. Recent issue about request to transfer patron record from one individual to another. Do we need a policy? Application as contract between patron and libraries in system. Discussion. Consensus was that we do need to make a statement that patron records, and barcodes, are not transferable. Barbara Henderson moved to add the line “Cards/Patron records are non-transferable” to the existing Patron records policy after the first sentence. Seconded by Jo Clark. The policy will read as follows:

“Only one active barcode is allowed per patron record. CARDS/PATRON RECORDS ARE NON-TRANSFERABLE. Only one patron record is allowed for each patron. Exceptions are allowed for non-individual patron categories like library Book Groups, Homebound facilities or internal Inter Library Loan records.”

Further discussion: Can/should the line be added to the application/registration form? If a library wishes to make an individual exception, on a case-by-case basis, they should have something allowing that written into their local library policies. Before writing up or allowing an exception, check the patron privacy section of the WI State Statues to make certain to not conflict with law. Jeff referenced Act 207 and how that required Madison staff to review how and when other family members or guardians could monitor the patron records of children over 16.

  1. Certification for library staff. Discussion of the Certification pathway. If staff are unable to complete the pathway for this year they can complete next year. After certified there are only 2 minimum “maintenance” sessions that have to be attended each year. All training and workshops, since the initial Train the Trainer sessions are being counted but only the most recent session, per person, will display on the spreadsheet. We are only tracking the certification pathways for the Module Contact at each library and/or other staff that libraries have requested be added. All staff can attend the training sessions but only one staff person per module per library needs to complete the pathway.
  1. New libraries: Rome and Randolph. Rome is linking items to bib records in LINKcat. Their Go Live date is Jan 2, 2016. Randolph is a migration of data and records and their Go Live date is Dec. 1, 2015.
  1. Patron category: Does your library change their juvenile patrons to Adult at 18 or at a younger age? Half of the libraries present at the meeting said that they change the patron category when the patron turns 18, some change at 16. Also some libraries wait to change the patron category if the patron has charges as a juvenile and the library does not want to send to collection agency just because they turned 18. Discussion about how SCLS staff used to run a report of patrons that had a patron category of Juvenile but a birthdate that made them 18 or older. Sent the records extracted in lists to the libraries to review and change the records. Now libraries can use the Advance Patron Search feature to find these records and then use the Borrower Cart feature to batch change the records themselves. Heidi will write and post the instructions for this specific task (changing JU to AD), post them in the Circ Manual, Circulation Web page and probably blog post them as well.
