PAYMENT OF OVERTIME TO STAFF MEMBERS

ON ACCOUNT OF DEMONETIZATION

We reproduce hereunder the full text of our letter No.GS/KOL/42 dated 04.05.2017 addressed to the Circle Development Officer, State Bank of India, Local Head Office, Kolkata on the captioned subject, the contents of which are self explanatory.

PAYMENT OF OVERTIME TO STAFF MEMBERS

ON ACCOUNT OF DEMONETIZATION

With deep regret and concern, we have to inform that despite the fact that payment of overtime wages on actual basis on account of Demonetization for 10th, 11th, 12th and 13th November 2016 and thereafter upto December 2016 was given top priority by you as per the guidelines issued by the Corporate Centre to the Circles to pay overtime wages for extra work beyond stipulated working hours on actual basis and as per the provisions of Award. But still good number of employees in different Modules are yet to be paid their legitimate dues where already four to five months have elapsed.

  1. You may please recall that the matter came up for discussion in the Circle Consultative Meeting held on the 2nd March 2017 and a clear directive was given by the Circle Chief General Manager and other CMC members to settle the issue immediately. But it is disheartening to note that no serious steps have been taken down the line for its immediate settlement thus depriving the legitimate right and claims of the staff members. It needs to be mentioned here that the cumbersome process adopted by the Circle for ratification of amounts claimed by employees at various tiers is the main cause for its delay. Despite mails with clear directives issued from your desk, the matter has not been taken up seriously at the Branch / RBO level. In some of the branches where our members had to overstay on few occasions in the month of November & December on account of Demonetization and it was simply not possible to requisition or issue Office Orders at the material time for overstaying to tackle huge rush of customers and over pressure of work, the Branch Heads are now showing reluctance to approve overtime wages in absence of any directives from the Controllers although log out time & CCTV footage clearly establishes the work done by various staff members beyond working hours. This is simply not acceptable and not justifiable too.

We strongly feel that a fresh communication is required to be send to all branches/ RBOs / ZOs to dissipate any information gap and also to do away with various tiers for approval/ confirmation which is complicating the process, so as to complete the entire process in the month of May 2017 itself. Although the numbers are not huge enough but growing resentment and dissatisfaction among the members who are deprived of their legitimate payment is pressing us hard and demotivating the members as also bringing down their morale.
  1. In view of the above, we request you to give this issuetop priority and arrange for payment of overtime wages to each of the staff member who had contributed in the Demonetization process for the interest of the Bank and the Nation by overstaying beyond working hours and are actually eligible for payment of overtime wages as per their log out time & CCTV footage, by adopting a simpler and expeditious process.
