Sub: -Agenda for Discussion in the Circle Council Punjab.
Sir,
I am submitting the Following agenda items for your kind consideration and discussion in the circle council meeting. You are requested to fix earliest suitable date.
1.Uniform implementation of Chandigarh CAT decision in case of cable splicer.
Hon’ble CAT Chandigarh Bench in case No.TA.No.07-PB-2010(CWPNo.18460/2003 has passed aJudgment on 26-05-2010.Vide this judgment the Hon’ble CAT has quashed the orders of BSNL issued vide No.27-11/2000-TE-II dated 17 Sept2003. This order is regarding counting of past service in the cadre of Cable splicer’s. this order says that that the effective date for placing in the OTBP/BCR scale of Pay shall be from 26-09-2000, where as earlier orders issued by the DOT on 26 sept.2000) says thatTelecom mechanic Promoted from the Cadre of Cable Splicer, the effective date for placing in the OTBP/BCR scale of Pay shall be from the date of completion of 16 years of service including service rendered as Li, Si, Wireman. On the basis of No.27-11/2000-TE-II dated 17 Sept2003 recoveries were made from the Cable splicer’s who opted for telecom Mechanic cadre in year 1999.It is also worth mentioning here that the high court has not granted any relief to the BSNL in this connection and the payment of recoveries has been made at Patiala SSA. There for it is requested that judgment of Hon’ble CAT Chandigarh Bench be implemented uniformly in Punjab Circle.
2. Non availability of Telephone sets & Cable in Punjab
The matter of non availability of Telephone sets & 5, 10, 20 pair cable has been brought to your kind notice and even discussed several times still there is no procurement of these items. Number of advice notes for provision of new telephone connection are pending almost in all the SSA. New T/Set should be purchases immediately.
3.Provision of GSM connection in place of WLL Connection.
Kindly refer to Circle council agenda item No.1 vide which it was demanded that the WLL connection provided to line staff should be replaced by GSM Mobile connection as the Network and connectivity of WLL is very poor. The meeting took place on 26-06-2010. Also refer to our verbal discussion on the subject on 16-11-2010. Himachal Pradesh has ordered to replace the WLL mobile by GSM mobile. Orders in this connection were issued on 07-08-2010 and service mobile connections were provided under Plan 325 rental Free with CUG facility. Later on the same has been converted into Plan STV-175 with free SIM and unlimited free calls on LSA net. Under this plan talk value of R s. 100-00 on other net work is also being given in H.P.Circle Recently Andhra Pradesh Circle ha s also taken a decision in the regard. There for it is demanded that some similar plan should be chalked out to provide GSM Connections to the staff who are provided with WLL Mobile Connection in the interest of service.
4. Empanelment of Hospital for indoor treatment
In some of the SSA no hospital is empanelled and the staff is facing difficulties in getting indoor treatments. For example there is no hospital empanelled in Bathinda and Sangrur SSA. The major hurdle in empanelment is the IT certificate. Patiala SSA has demanded that they should be allowed to empanel the hospitals without this certificate. Remedial measure in this connection should be taken immediately
An other problem in this connection is non clearance of pending bills of the Hospitals. Due to this DMC Hero heart Centre has discontinued the empanelment and refused empanelment in the future. The matter is very serious and should be taken up on priority basis.
5 Holding of DPC for the appointment on compassionate ground.
The DPC for the appointment on compassionate was held in the year2009. Numbers of cases are pending due to non holding of DPC. It is requested that the same should be held without further delay.
6. Non supply of uniform items to the eligible staff
This issue was discussed in the last Circle council, review committee meeting and several times there after. It is learnt that the uniform items have been procured by the Jalandher SSA, but the same are not being distribute due to the reasons best non to the Jalandher administration. It is requested that the supply should be ensured without further delay.
7 Minimum wages to the contractor labour in Punjab.
This issue was brought to notice of the Administrations as well your good self, but the problem remains unsettled. As per the BSNL Co. guidelines all the labor laws are to be insured in this regards. Facilities like minimum wages, as approved by the Govt. of India and endorsed by the BSNL CO. Minimum wags are not being paid in almost all the SSA,s Instructions of the BSNL CO were circulated by the Circle office, but the same are not being implemented. Suitable mechanism should worked out.
8 Non implementation of the decision taken in the last Circle council meeting regarding extension of pensionary benefits to the retired employees on increment granted in lieu of grade IV.
The decision of Circle Council has not been implemented by Patiala SSA in case of Shri Jiwan Singh retired Sr.SS. Wrong information as demanded by Shri Jiwan Singh Under RTI act has also been given by the Patiala administration .The case should be looked into and justice should be delivered.
9.Non-Payment of interest on GPF refunded to the staff recruited by BSNL
The amount of GPF recovered by the BSNL was refunded to the staff recruited by BSNL, but the payment of interest was not made .The same should be made at an earliest.
10.Payment of conveyance charge to the staff engaged in installation of BSNL BB
The staff posted in Udaan & Vijay are being paid considerable conveyance charge to meet with the costs of petrol etc, But the staff posted for the provision of BSNL BB are not being paid reasonable conveyance charge. A uniform policy should be formulated to pay conveyance charge to this staff.
11.Non settlement of medical bills claims of the staff.
A good number of Medical claim bills of the staff are pending in the Circle office, the same should be cleared speedily.
12. Net work problem in Punjab Circle.
The matter has been discussed several times, but still a lot of improvement is required. This problem invites special attention at the higher level. Non maintenance of the towers is creating such problems. The matter should be looked in to seriously, so that the complaint of the public are addressed and the services of BSNL are expanded.
13. Representation of candidate for review of JAO Part –II result.
A number of representations are lying in the circle office. The representations of the candidates should be forwarded to the corporate office.
14. Closure of CTO Ludhiana on Sunday.
CTO Ludhiana is remains opened on Sunday. Telegram is not a viable business in the present scenario. Opening CTO on Sunday is wastage of mendays and administrative expenses.
