“Dust Explosion – A Preventable Accident at Work Place ”
Under a surface-controlled combustion, the latent heat energy of a solid combustible material is released gradually due to the limited surface area in contact with oxygen. When the same mass of the material is grounded to fine powder, the total surface area of all particles exposed to the air is vastly larger when compared to the material’s original solid form. When the powder is mixed with air to form a dust cloud in the presence of an ignition source, the material will release its heat energy and gaseous reaction products within a very short time, causing a rapid increase in air pressure. Such a phenomenon is called a dust explosion.
Many combustible materials such as coal, sawdust and magnesium are known to be able to generate a dust explosion. However, many materials that are generally considered to be incombustible, such as grain, flour, sugar, powdered milk and pollen, and even powdered metals such as aluminium, titanium and iron, can form explosive dust cloud under permissible conditions. Furthermore, dust explosion often but not always take place in an enclosed location, and that makes it deadly OSH hazard when the necessary conditions for a dust explosion occur in a work place involving workers.
At this Seminar, the Speaker will address the mechanism of the dust explosion phenomenon, quote several notable industrial accidents involving dust explosion, and discuss the main principles in designing and operations risk control safe guards against dust explosion in powder processing facilities.

Speaker Profile
Dr. Vincent Ho has written articles on dust explosion and appeared on TVB demonstrating the phenomenon. Dr. Ho is a career risk management and safety professional with over 30 years of experience in transportation, nuclear and defense industries specializing in risk assessment and management, fire risk analysis, safety governance, corporate/enterprise risk management, and risk-based decision analysis.
Dr. Ho is the Chairman of the Hong Kong Association of Risk Management & Safety and the vice chairman of the HKIE-Mechanical, Marine, Naval Architecture and Chemical Division. Dr. Ho had also served as the President of the International Association of Probabilistic Safety Assessment and Management, the Chairman for the HKIE Safety Specialist Committee, and the Chairman of the Institution of Occupational Safety and Health (Hong Kong Branch). Professionally, Dr Ho is the China and International Business Safety Manager of MTR, overseeing safety governance of all growth business and operations. He received his PhD and MBA from the University of California, Los Angeles. Dr. Ho also lectures in Risk Management and Decision-Making at the Hong Kong University of Science and Technology.
