1. Project Content

Harbin constructs the project, eases congestion in metropolitan areas and reduces carbon emissions, by using the GEF grant. The project includes four aspects and 10 subproject. The four aspects involve the city public transport priority development, traffic demand management, related personnel quality training and ability development, and the project result monitoring and evaluation.

1.1 Set exclusive bus lane along the selected routes

The main task of this project is to integrate the road network reconstruction projects in Harbin. 123 km exclusive bus lane will be planed and constructed on 36 urban roads contains three longitude lines and six latitude lines bus corridors and main passenger flow corridors in 2016. These bus corridors include XinYang Road, DongDaZhi Street and XiDaZhi Street, YouYi Road, HongQi Street, ZhongShan Road, HeXing Road. Gradually open the converse bus lane on the sections which have great transit trip demand and densely passenger volume in GuoGeLi Street and ShangZhi Street by traffic sign, traffic marking and other relevant facilities. There is 6km bus lane as the auxiliary construction of this project. The construction projects will investment $571,000 provided by the local governments in total.

1.2 Purchase big capacity environmental buses

The main task of this project is based on the construction of exclusive bus lane system. The project will purchase 300 big capacity environmental Compressed Natural Gas (CNG) buses fit for the exclusive bus lane, in order to improve the supply ability of the transit, the public transit trip contribution rate and reduce carbon emissions effectively. The total investment is $23,800,000, all supported by the local governments.

1.3 Improve accessibility of the transit

The main tasks of this project are compiling Road Network Planning of Public Transport in Harbin,Transit Hub Construction and Traffic Plan in Harbin,Special Program for Construction oftransit station infrastructure in Harbin, Intelligent Public Transportation System Plan in Harbin etc. Implement the transit-oriented road network reconstruction projects under the guidance of these plans. Optimize the ground transit network, establishing multi-level and integrated transit network pattern to make the urban area tightly aligned with suburbs. Strengthen operations between the various modes of transport integration in the system of urban passenger transport; adopt agile public passenger transportation service. Open the tour itinerary based on the layout of the tourist attractions in Harbin to connect the prime attractions, external traffic hub in urban, the business center and the Recreational Business District (RBD) etc. Finally, make the public transport synthesis on time rate above 85%. This project is soft scientific topic, the total investment is $298,000, all donated by GEF.

1.4 Establish the public transport dispatching center

The main task of this project is to construct and improve the follow-up project based on the first-stage project of the intelligent public traffic system. Compare the real-time operation data with quality evaluation index by the quality evaluation system to evaluate and improve the whole operation service quality of the transit in Harbin. Plan and optimize the road network of public transport through computer-assisted planning system to improve the covering rate and expand public transit service area. It can also put the public transit scientifically and reasonably and promote the share rate of public traveling by the public transit. Moreover, this project provides conditions for public reduce the private car trips. It will carry out cost-benefit analysis to provide technical support to government on the development of public transport policy by comprehensive operations analysis system. Furthermore, the dispatching center will combine ITS, public transportation IC card system, transit hub station and the video monitor system in transit depots. The total investment is $612,000, all donated by GEF.

1.5 The study on urban development guided by transportation

The main task of the project is establishing scheme and promoting the implementation about developing the valuation of urban traffic, carbon emission right, the transport supply policy and traffic regulation policy. The high occupancy vehicle (HOV) and the feasibility and modalities of the setting of radiation tidal lane of urban expressway and main road will be also studied in this part. Then, optimize and adjust the passageways of the urban expressways and main roads, improve the function of road network and channeling schemes. Afterwards optimize the setting of traffic signal and increasing traffic capacity. This part also contain the optimization of the setting of traffic sign in complex sections , improving and enhancing the function of the traffic marking system and developing traffic accident emergency disposal system. This project is soft topic research, total investment is $300,000, all donated by GEF.

1.6 Improve the synthetic supervision and service platform of taxi

The main task of the project is the construction and improvement of the future work, based on of the construction of first-phase project. To integrate, design and develop the business application systems by a thorough analysis of the requirement of management and services of the taxi industry. The developed application systems including: the GPS vehicle monitor system, the intelligent transportation system, the comprehensive operation analysis system, the dynamic supervision inspection system, the on-line business management, the service quality supervision evaluation system and the information publishing management system. For enhancing market supervision, dynamic transportation and electric hailed a taxi service, equilibrium the market transportation capacity, decreasing empty driving and reducing Carbon emission. The total investment is $610,000, all donated by GEF.

1.7 Carry out data center construction and data resources integration

The main mission of this project is to perfect construction of the transportation data center. According to data specification, using data integration and exchange platform collect, integrate and exchange the data of existing business application system and form underlying database and various subject databases of the transportation sector. Keep the data sources original and unique, and ensure information resources exchange smoothly in every system while resources are in the whole process of the collection, processing, transmission as well as analysis, management and sharing, and achieve goals of knowledge management and decision support; provide technical support for public transit priorities polices and transportation demand management. The total investment will be $889,000 and all from grants of GEF.

1.8 Carry out quality training for relevant staff

The main mission of this project is to carry out targeted quality training which is aimed at the actual situation of technology team, management team, companies and drivers, travelers mainly composed of passengers. Improve the technical ability to work, and do better technical preparation for subsequent development. Realize trade management work transition from experience management to scientific management, from static management to dynamic management, and from verified management to quantitative management. Put policy measures about cutting congestion and reducing emissions into practice in respect of administration; train and correct drivers’ behavior specifically; carry out environmental awareness work on cutting congestion and reducing emissions in multiple channels and modes, and enhance travelers’ awareness of cutting congestion and reducing emissions and improve the capacity of consciously taking part in it cutting congestion and reducing emissions. The total investment will be $112,000 and all from local governments.

1.9Study traffic impact analysis

Combining the trait of Harbin as the north cold areas city, the main mission of this project is to analyze basic content, main technical point and the traffic flow forecast methods of urban construction project of traffic impact analysis, and to establish evaluation index of traffic impact, and to analyze and describe the process of the Fuzzy synthetic judge of traffic impact. Develop focused researches on key techniques of studies range and determine the scope, traffic demands forecasting and determination of the threshold, which well influence assessment. Realize traffic influence supervision and evaluation pass moving forward through the implementation of traffic impact assessment system. This project is soft topic and total investment will be $291,000 and all from grants of GEF.

1.10Establish supervision and evaluation system of project results

The main mission of this project is to establish supervision and evaluation system of carbon dioxide reduction in Harbin, using data sources from Knowledge data of detection and analysis of urban traffic carbon emissions which is established by China's Ministry of Transport. We integrate the project of cutting congestion and reducing emissions into supervision and evaluation system of carbon reduction and achieve lasting supervision and evaluation. The total investment will be $150,000 and all from local governments.

2 Selection of Environment Influence

Among the project of “easing traffic congestion in big cities, and reducing carbon emission” constructed by Harbin using GEF grant, only the “setting up bus lines along the selected lines” project refers to little building project.

Set up bus lane along selective route. Plan to complete 6KM bus lane reconstruction project through transforming traffic signs, traffic line markings and relevant facilities on the road with high bus travel demand, heavy traffic flow and good road condition. Because purchasing time of GEF project plan is non-construction period in Harbin winter, timelines of reconstructive engineering expect to start in May 2013 and end in 2014. In order to achieve the demonstration effect, concrete positions will be chosen as typical sections combining current traffic situation of Harbin city and project plans.

The implementation of this renewal project belongs to small-scale civil engineering projects with no relocation, and specific situation depends on the scene and work plan. The principle for selecting projects is not to have immediate impacts, such as demolition, noise and dust, on environmental section, for instance, historical and cultural site, school, hospital, kindergarten and so on. Because the projects are small in scale, short in duration and road improvements are based on erecting traffic signs and drawing line markings, limited effect there will be on regular traffic, safety of pedestrians and store's routine business and large quantities of waste water, spoil and residue will not have. Limited construction impacts may include traffic disturbance, pedestrians, small amounts of spoil and garbage, noise and dust and so on, which are all common impacts of civil constructions and can be avoided by good construction managements.

3 Mechanism of Environmental Management

Professional agencies which come from Harbin Urban and Rural Construction Committee and work on highway and bridge maintenance and construction, or other specialized construction units, will be in charge of the construction organization of renewal project, and these agencies/ units complete with professionals responsible for environmental management. These agencies have been engaged for long time on construction projects of urban infrastructure and have got mature managerial experience of urban construction environment, so they have the ability to complete the engineering tasks in accordance with the requirements of environmental protection. As project entrusted owner, Harbin Urban and Rural Construction Committee will require construction units to strictly follow rules of General-purpose Environmental Management Measures during Construction period, and carry out construction following the environmental influence principles of controlling and reducing scope of work, decreasing the construction period, controlling noise and dust to their best. Regional Project Management Office of Easing Congestion in Metropolitan Areas and Reducing Carbon Emissions (Harbin) will make a good job of environmental management and supervision and checking during construction.

4 Monitoring and Reportingof Environment

Based on the engineering characteristics of easing the congestion and reducing the carbon emission project of GEF, Harbin Urban and Rural Construction Committee and communication bureau of Harbin set up environmental monitoring program of construction and operation period in relevant projects by obeying the requirements of Environmental supervision system and Environmental supervision procedures of Chinese environmental protection departments, and also Environmental Management System (ISO14001).

4.1 Environmental monitoring program content

(1) The management office in Harbin of easing the congestion and reducing the carbon emission project by GEF coordinates the municipal environmental protection department and set up specialized project environmental management agencies. The construction units provide a guarantee in the funds and personnel.

(2) According to construction plans and the specific content of this report, environmental management systems, environmental monitoring programs, training programs, pollution prevention and control measures are developed for the proposed project.

(3) Based on training programs, organize construction staff involved in project to environmental awareness training, operational capability training, and skills training of the pollution prevention measures.

(4) A clear division of responsibilities to the people, the day-to-day management (including on-site supervision and inspection) according to plan, monitor the implementation of the proposed project's environmental impact. Designate a person solely responsible for handling environmental complaints from the public and environmental management comments and suggestions.

(5) A rapid response pathway should be established to adopt effective measures to smooth channels of information for society and the public, especially on the environmental complaints that may arise.

(6)The municipal environmental protection department which is a leader organizes the monitoring units to implement periodic independent monitoring according to the monitoring plan, and monitoring results are reported to the relevant departments and timely feedback to the project construction unit in accordance with prescribed procedures.

(7) To rectify reproduction of the construction and operation of environmental law or nuisance problems in a timely manner. To develop preventive measures. If necessary, to amend the relevant management practices in order to meet the needs of environmental management and environmental construction.

(8) To establish a sound project environmental management, file management system. To make the management of vital records in the process of environmental management in accordance with the requirements of the project file management, such as monitoring reports, public complaints, treatment deadline, the rectification.

(9) Environmental management agencies review the implementation of the work on a regular, and prepare of the proposed project environmental monitoring report which is submitted to the relevant departments. According to review comments of "Environmental Monitoring Report” of the proposed project and complaints on environmental issues that may exist, the municipal environmental protection department improves the relevant part of the management and monitoring procedures in order to better environmental management.

4.2 Environmental Monitoring Report

The construction period of this project is from Oct. 2012 to June 2017. The project includes the reconstruction of exclusive bus lane, establishment of traffic channelization and signs and markings, construction of intelligent traffic system, construction of public transportation infrastructure. According to the requirements of the construction project environmental regulations and the World Bank operational policies, the project environmental management agencies should prepare to “stage report of environmental monitoring”. The environmental protection department convinces that all environmental protection measures are carried out to implement the already approved by the environmental management plan. For adverse environmental impact is foreseen in the project plan, develop and adopt special measures of protection.

The content of “stage report of environmental monitoring” includes setting of environmental management institutions, the progress of the construction, the main contents and methods of construction, the environmental impacts and mitigation measures, as well as the implementation of the measures, and the residents' complaints and resolve the situation as necessary.

In addition to the above monitoring report, the construction unit must prepare environmental monitoring daily and monthly, and reports to higher authorities and local environmental protection department.

In the project construction period, submit “stage report of environmental monitoring” to the World Bank twice a year. The submitted date is determined in the project agreement.

5 The Budget of Environmental Management

In Harbin’s easing the congestion and reducing the carbon emission project by GEF, reconstruction of exclusive bus lane and part of the public transport infrastructure project involve the environmental monitoring. 123KM exclusive bus lane will be built in Harbin in 12th five-year-plan of China based on the goal of “the views of the priority development of urban public transport implementation in Harbin”. By design of this project, 6KM exclusive bus lane in Heping Road is suggested as supporting project. However, exclusive bus lanes plan has not yet been determined and there is no specific plan of engineering. And therefore specific environmental management funds could not be expected.The civil engineering of exclusive bus lane and bus infrastructure is extremely small scale.Involved in environmental management measures are measures to strengthen civil construction and construction site management. Project office in Harbin, as the owner, will guarantee that the costs of civilization construction, environmental management measures are included in the cost of the project, the tender documents, and the engineering contract.
