Child Sexual Exploitation – How to Report
When making CSE referrals to Sefton both the CSE 1 & 2 forms are to be completed and emailed to CSE Business Information Analyst () and an online referral is to be made via the following link -
There are plans for the CSE 1 & 2 forms to be embedded into the Sefton referral webpage in the future.
Following the referral being made the case will be referred by Sefton’s Customer Access Team to either MASH (for cases that are not open) or to the allocated worker. If there are CSE concerns present then a CSE strategy meeting will be held by Sefton that includes children’s social care, police and any other relevant professionals.
During the CSE strategy meeting a discussion takes place in regards to the child/ young person/ referral and the Signs of Safety (past harm, current worries, complicating factors, what’s going well, what needs to happen) completed. The CSE 2 is the re-scored and a decision is made by all professionals in attendance as to whether CSE has been identified and if the case should progress to MACSE (Multi-Agency Child Sexual Exploitation monthly panel) or Pre-MACSE (intel gathering meeting attended by the Chairpersons of MACSE, DI & DS of the CSE team and CSE Business Information analyst).
It is also decided in the CSE strategy meeting as to whether a s47 Investigation/ Children and Families Assessment/ Police investigation needs to be undertaken. I have attached a blank copy of the strategy document for you to look at.
Referrals should be made to Sefton if concerns are in relation to a young person who is looked after by another local authority but is placed in Sefton. From this they will arrange a CSE strategy meeting, if appropriate, with the child’s allocated social worker from the other authority.
