Illinois Conceal Carry Training Course Syllabus

This is not an NRA-endorsed class.

Absolutely No Live Ammunition in the Classroom!!!

Course Length: Sixteen hours minimum, fourteen-hour classroom and four-hour range time.

Course Goals: To develop Illinois concealed carry candidates who possess the knowledge, skills, and attitude necessary to become certified for the application for the Illinois Conceal Carry Law.

Course Objective: During Course all participants must demonstrate safe gun handling at all times to pass.

Instructors: Hanson and Schmidt Conceal Carry instructors are NRA Certified Pistol instructors as well as Illinois State Police Certified for the Illinois Conceal Carry Permit Process.

Text: There is no text for this course but you are strongly encouraged to bring writing materials to keep notes. (There will be an examination given during the first day’s session.)

Lesson 1 Firearm safety: NRA basic pistol safety equivalent (8 hours)

Lesson 2 Federal and Illinois Law: Overview of laws concerning conceal and carry and they effect a permit holder. (4 hours)

Lesson 3 Range and Qualification: Range rules, standard operation procedures, and qualification in the shooting requirements to receive your Illinois conceal carry permit. (4 Hours)

What you Bring: / First Day: (Classroom) A safe attitude, a desire to learn, an open mind, writing materials, prescribed medicines if needed;
Second Day: (Range) A safe attitude, a desire to learn, an open mind. Your pistol or revolver with at least 100 rounds of ammunition and your cleaning kit. A copy of this syllabus. Review the Standard Operation Procedures before you come to the range.
What I will provide: / First Day: (Classroom) Various learning and training aids, Enthusiasm and a safe learning environment. Examination materials, Pizza lunch and beverages.
Second Day: (Range) Safety glasses and earplugs, a 22 cal. pistol (if needed) with thirty rounds of ammunition, and a NRA B27 target.
Notes: / This is not an easy class to complete. You must exhibit safety at all times, and be able to shoot reasonably well (Your attitude and participation will determine whether or not I approve your application for certification as an Illinois Conceal Carry Permit Holder.)

Standard Operation Procedures

CLASSROOM (DAY 1):

1. Training Officer in Charge:

a. Oversees and assists in training activities inside the classroom

b. Assists in instructional training

c. Assures safe classroom practices, e.g. makes certain that there is no live ammunition in classroom; no handguns brought into classroom other than those authorized for teaching purposes

d. Guarantees that all training material is covered

e. Sets expectations and provides site orientation

f. Emergency Response procedures covered

g. Obtains additional personnel needed to assist in training

h. Provides for a clean, safe, comfortable environment

i. Prior to using firearms in demonstrations, verify empty and flagged

j. No live ammunition in classroom; verify that dummy ammunition only is used

2. Instructors:

a. Provide approved training covering various materials

b. Assist in demonstrations and classroom activities

LIVE FIRING AT RANGE (DAY 2):

1. Set Up:

a. General range inspection. Checks out range for safety issues, cleanliness, ventilation

b. Appropriate, safe targets. E.g. appropriate backers, height, frames, color coding (if necessary)

c. Provides for pistols and ammunition-not to be uncased until appropriate time

d. When firearms are ready to be used, confirm empty and flagged

2. Personnel:

a. Range Officer (not necessarily the Training Officer in Charge):

Responsible for the overall operation of the range before, during and after live firing

In charge of the training activity

Provides line orientation, reinforces Emergency response procedures

Oversees and Calls the line

1. Provides the explanation of commands

2. Calls the commands

3. Calls for the number of rounds to be loaded (loaded into magazines, but not inserted or loaded into cylinder but not to be closed)

4. Calls the cease fire-HOWEVER, anyone can call a cease fire

5. Utilizes a whistle to signify commence firing

b. Range Safety Officer (RSO)

Responsible for the safe operation of the range to include conducting a safety orientation before each scheduled live-fire exercise

Ensures that all personnel comply with the safety regulations and procedures prescribed for the conduct of live-fire exercise

Will be responsible for making certain that all guns are unloaded, cylinders open, magazines out and flagged. Single action revolver cylinders rotated to confirm empty.

Has no other duties

c. Instructor Assistants (IA)

Ensures that all shooters observe safety regulations, procedures and assists shooters having problems

Students will be acting as an IA when not firing during qualifications.

3. Commands

Simple, standard fire commands are needed to avoid confusion and misunderstanding during live-fire exercises

Cease fire

When the cease fire command is given, all shooters will stop immediately, keeping their firearm point in a safe direction, finger off the trigger and await further commands

Anyone may call a cease fire on the range

The following are general commands used on the line and may be altered when necessary:

Shooters to the Point-on hearing this command shooters will go to the firing line to their designated positions

• HOT Range-eye and ear protection required on all shooters, instructors and range personnel. Live ammunition is available to firearms and firing will shortly commence

•COLD Range-all shooters to safe line; line has been verified to confirm that all firearms are empty and flagged; eyes and ears can be removed.

•SAFE Range-Only when the range has been verified as Cold can shooters be instructed to go downrange to retrieve targets

Issue (number) rounds of ammunition-obtain the necessary rounds of ammunition from the box

• Load -load magazine but do not insert; load cylinder but do not close

• Make ready-insert magazine and release slide; close cylinder

Ready on the firing line

Commence firing when you hear the whistle

• Stand clear-students will move back 3 feet behind firing line with firearms safe state

•Clear on the firing line

• RSO walk the line-the designated Range Safety Officer(s) walks the line and reconfirms that all firearms are safe

COURSE OF FIRE (to be utilized through all live firing exercises):

There will be three segments:

•Fire 10 rounds at 5 yards

• Fire 10 rounds at 7 yards

• Fire 10 rounds at 10 yards

For each segments:

• Same target used

• Load 10 rounds only

• Firing

• Cease fire

• Critiqued by Instructor

• NRA B27 Target moved to next measurement

•You must score 80% accuracy.

RELEASE, WAIVER, INDEMNIFICATION, HOLD HARMLESS,

AND ASSUMPTION OF THE RISK AGREEMENT

WHEREAS, in consideration of being permitted to attend a course for instruction in firearms, for the instruction in firearms, for use of premises, and for other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, Undersigned agrees to the following:

Undersigned agrees to indemnity, hold harmless and deem Chicagoland Conceal Carry Institute, its owners, and instructors from any and all fault, liabilities, cost, expenses, claims, demands orlawsuits arising out of, related to or connected with: Undersigned’s presence at and/or participation in the course of instruction; the discharge of firearms by Undersigned; Undersigned’s presence on or use of the range, buildings, land and premises (“Premises”); and, any and all acts or omissions of Undersigned present or future. Undersigned’s participation in this training does not guarantee any certification or permit of any kind from Chicagoland Conceal Carry Institute.

Undersigned furthermore waives for himself/herself and for his/her executors, personal representatives, administrators, assignees, heirs and next of kin, any and all rights and claims for damages, losses, demands and any other actions or claims whatsoever, which he/she may have or which may arise against Conceal Chicago, its owners, and trainers (including but not limited to the death of Undersigned and/or any and all injuries, damages or illnesses suffered by Undersigned or Undersigned’s property), which may, in any way whatsoever, arise out of, be related to or be connected with: the course of instruction; the Premises, including any latent defect in the Premises; Undersigned’s presence on or use of said Premises; Undersigned’s property (whether or not entrusted to Instructor); and, the discharge of firearms. Instructor shall not be liable for, and Undersigned, on behalf of himself/herself and on behalf of his/her executors, personal representatives, administers, assignees, heirs and next of kin, hereby expressly releases the Instructors from any and all such claims and liabilities. Undersigned hereby expressly assumes the risk of taking part in the course for instruction in firearms and taking part in the activities on the Premises, which include, but are not limited to, instruction in the use of firearms, the discharge of firearms and the firing of live ammunition.

Undersigned hereby acknowledges, and agrees that Undersigned has read this instrument and understands its terms and is executing this instrument voluntarily. Undersigned furthermore hereby acknowledges and agrees that he/she has read, understands and will at all times abide by all range rules and procedures and any other rules and procedures stated by the Instructor. Undersigned expressly agrees that this instrument is intended to be as broad and inclusive as permitted by law and that if any provision of this instrument is held invalid or otherwise unenforceable, the enforceability of the remaining provisions shall not be impaired thereby. No remedy conferred by any of the specific provisions of this instrument is intended to be exclusive of any other remedy, and each and every remedy shall be cumulative and shall be in addition to every other remedy now or hereafter existing at law or in equity or by statute or otherwise. The election of any one or more remedy hereunder by the Instructor shall not constitute any waiver of Instructor’s right to pursue other available remedies. This instrument binds Undersigned and His/Her executors, personal representatives, administrators, assignees, heirs and next of kin.
