Overview of Risk Management

Mission Statement

The Risk Management faction of the Chi Chi chapter is dedicated to protecting the safety and well-being of each member of the chapter, along with each individual associated with it. We will attempt to assure the safety of all aforementioned by maintaining a satisfactory knowledge of the Chi Chi Risk Management Policy, a congenial disposition in all interactions on the job, and a deep sense of personal responsibility that encourages the execution of what is right, and not what is easy or agreeable. These goals can be attained through the values and ideals of Sigma Chi, including but not limited to Friendship, Justice, and Learning, as well as the everlasting importance of accountability over blind loyalty.

Responsibilities

As maintained by the Balfour Leadership Training Workshop “Roles and Responsibilities” worksheet, the responsibilities of the Risk Manager are as follows:

•Develop and implement the chapter’s safety and risk management plan.

•Correct, or cause to be corrected, any risk issues or conditions that directly violate, or are anticipated to violate, the policies, rules or regulations and laws of the host institution, state or federal government or the Sigma Chi Fraternity.

•Secure the assistance of chapter brothers, Executive Committee, Chapter Advisor, House Corporation.

•Conduct and coordinate the safety education of brothers, pledges and chapter employees.

•Hold himself and every member of the chapter accountable for honoring the Sigma Chi Oath of Conduct.

•Compile an updated Emergency Contact Checklist.

•Execute, with the House Manager, the House Safety Checklist at least 2 times a

year.

•Ensure, with the Social Chair, that the Top 10 Party List is followed.

•Ensure that the Crisis Management policies are known and followed.

•Identify, and make known among the chapter, the brothers who have had CPR and First Aid Training.

•Identify and contact university and community support for medical and substance abuse in case of need.

Responsibilities cont.

Although the House Manager is the designee as the Emergency Coordinator by Birmingham-Southern, the Risk Manager should have a grasp on the responsibilities of the position should the House Manager not be available during a time of crisis. The Birmingham-Southern Emergency Response Manual describes the following as responsibilities of the Emergency Coordinator:

•Emergency Preparedness

•Ensure that evacuation information is posted on each floor of the building.

•Ensure that the location of the area in the building designated for use

during tornado warnings is posted on each floor.

•Establish a site away from the building for gathering and head counts

during evacuations. The site location should be posted in the building with other emergency information. As a general rule the site should be at least 100 feet from the building. See page 14 for current locations.

•Ensure that persons in the building are familiar with fire safety measures. (Fire alarms and pull stations, fire extinguishers, etc.)

•Emergency Situations

•CALL CAMPUS POLICE AT EXTENSION 4700

•Coordinate informing all individuals in the building of an emergency.

•Evaluate the impact the emergency has on the building’s activity and take

appropriate action. This may include ceasing operations and initiating

building evacuation.

•Maintain contact with emergency operations.

IMPORTANT: Inform anyone in the area you supervise to conform to building evacuation guidelines during an emergency and to report to a pre-designated campus assembly area outside the building or emergency site where a head count can be taken.

Orientation of Successor

An orientation period of the successor to the Risk Manager position should take place to ensure that the new officer is prepared and fully aware of the responsibilities and competencies necessary to successfully protect the safety of the chapter. The retiring officer is responsible for preparing and verifying the new officer. Necessary preparations include but are not limited to:

•Read the Chi Chi Risk Management Binder. Familiarity with this piece of literature will allow for a reputable knowledge in the Chi Chi Risk Management Policy, as well as policies of Birmingham-Southern College and the Risk Management Foundation.

•Understand the responsibilities necessary. The new officer should realize the severity of a mistake within risk management and should be prepared to fulfill each responsibility to the best of his ability.

•Create an attainable goal for the year within risk management. Even with the realization that a fraternity Risk Manager’s main goal is a year of safe, accident-free behavior, a goal should be created to improve the position. Whether it’s adding to or refining this literature, making improvements to the house, or acquiring first aid equipment for the house, any reasonable goal will work to further the position and the well-being of the chapter.

•Update this binder yearly. Telephone numbers, officers, deadlines, and risk management policy will all change from year to year. This literature should stay annually updated in order to prevent outdated information from being consulted in a time of crisis.

  1. ALCOHOL POLICY | THE LAW | THE STATE OF ALABAMA
    Alabama Laws Prohibit:
  2. Persons under 21 years of age from attempting to purchase, purchasing, consuming, possessing or transporting alcoholic beverages.
  3. Public intoxication as evidenced by boisterous and offensive conduct or endangerment of self, others or property.
  4. Driving while under the influence of alcohol or controlled substances.
  5. Unlicensed sale, or possession for sale, of any alcoholic beverages.
  1. THE RULES
    Birmingham-Southern College Alcohol Policy:
  2. Consumption and distribution of alcohol must be within state laws, local laws, and College policy. Consumption of alcohol by and distribution of alcohol to those who are not of legal age is prohibited.
  3. The serving, consumption, or possession of alcoholic beverages is prohibited in the following areas of the campus: the Academic Quadrangle, all buildings in which regularly scheduled classes are taught, Yeilding Chapel, Norton Campus Center, Rush Learning Center, Phillips Administration Building, Stockham Woman’s Building, Meyer Planetarium, all areas adjacent to the above enumerated buildings, and at all athletic sites. Consumption of alcoholic beverages in all other areas must be discreet and inconspicuous and in conformity with state and local laws. Any alcoholic beverages which are being consumed in these areas must be in containers which are opaque and which are not identifiable as holding alcoholic beverages.

C. Public intoxication and/or disruptive behavior related to the consumption of alcoholic beverages will be considered a violation of this policy.

D. Failure to comply with the directive of a member of the College’s staff in regard to compliance with this policy will also be considered a violation of this policy.

  1. Upon three violations of this policy (a student can accumulate three violations in one incident) in one academic year, the student may be brought before the Social Council by the Office of Student Development.
  2. A student who has violated the College’s alcohol policy may be required to enter a program which provides professional help for alcohol abuse.
  3. An organization which sponsors an event where alcoholic beverages may be present must provide non-alcoholic beverages and food at the event.
  4. There may be no mention or reference to alcohol in the advertisement of any event.
  5. For any campus event (at which alcohol may be present), identification (Student I.D.
    and/or Driver’s License) will be checked upon entering the building. Only those of legal age will be permitted to take alcoholic beverages into an event. Reasonable limits will be set concerning the amount of alcohol an individual will be permitted to bring into the facility. No glass containers may be taken into an event by anyone.
  6. Compliance with the alcohol policy of Birmingham-Southern College is considered to be part of the student’s obligation under the Code of Student Rights and Responsibilities. Failure to comply with the policy will be considered to be a violation of that Code and will result in either a fine being levied and filed in the Office of Student Development or in the filing of charges with the Social Council.
  7. Providing a student I.D. or Driver’s License to another person for purposes of possessing, purchasing, or consuming alcohol is prohibited.
  8. Using or attempting to use a fraudulent or altered Driver’s License or other false form of identification to possess, purchase, or consume alcohol is prohibited.
  9. Beer kegs or large distribution containers are not permitted on campus.
  10. Driving under the influence of alcohol on campus may result in, but is not limited to,
    the following sanctions.
    - The student’s car keys will be confiscated immediately.
    - The student must pay a cash fine of $100.00.
    - The student must participate in an alcohol program as specified by the Office of
    Student Development.
    - Failure to submit to an alcohol breath test will result in further disciplinary action.

3. ILLEGAL DRUG POLICY
Possession or use of narcotic, mind-altering or other illicit drugs, except on prescription of licensed physician, or the sale or distribution of such drugs is prohibited by the College.
Where there is reasonable cause to believe that drug abuse is occurring in College facilities, such

facilities may be entered for investigation at any time and without notice by an official of the College.
Charges made for possession or unlawful use, or sale or distribution of drugs on campus will be handled by the Associate Vice President for Student Development. The College may report to the civil authorities anyone charged with violation of drug laws. In all such cases, the College will be concerned with the guarantees of legal due process with respect to any member of the College Community.
When disciplinary action is taken in cases of alleged drug abuse on or off campus, such action may or may not be concurrent with any action pending by the civil authorities.
The College will cooperate with civil authorities in the enforcement of drug abuse laws on and off campus.
While the College prohibits the use, possession, or sale of drugs by its students, and
its regulations are consistent with civil laws, the College will undertake an educational approach with respect to drug abuse. Any student who voluntarily submits himself or herself or who is referred by others for counsel and help with the problem of drug use, will be assisted. A student who has violated the College’s illegal drug policy may be required to enter a program which provides professional help for drug abuse.

Crisis Management Plan

Chain of Command

In times of crisis, a leader is necessary in order to make those important decisions which will make or break the safety and well-being of the person(s) at risk. A leadership chain of command allows for a concrete and understandable guide to which officer possesses the authority to make those important decisions. In a case where the highest ranked officer is not present or capable of making decisions, the list will dictate the officer next in line to do so. The chain of command is as follows:

All building evacuations will occur on notification by the Building Coordinator, Campus Police, or by individual choice when the emergency dictates. When notification occurs, leave by the nearest marked exit and alert others to do the same. In the event of an evacuation, all persons present in the fraternity house should report to Bruno Drive, as stated by the Birmingham-Southern Emergency Response Manual. This location will allow the Emergency Coordinator (House Manager) to conduct a head count, figure out who is not present, and give further disaster-specific instructions. If the House Manager or Consul is not present, the Risk Manager should take responsibility as the Emergency Coordinator. Keep streets, fire lanes, hydrant areas and walkways clear for emergency vehicles and personnel.

In the event of a campus-wide evacuation, the notification will be announced by Campus Police or the Emergency Director. All persons are to vacate immediately the area in question and relocate to another part of the campus or location as directed.

Specific disaster instructions will be elaborated upon in later sections.

BASIC PROCEDURE:

  1. In the case of a fire, remain calm. Panic will only cause confusion.
  2. If the fire alarm has not been yet been sounded, sound the alarm.
  3. Call 911, no matter how minor you consider the fire to be. Do not take time to assess the size of the fire beforehand.
  4. Find a fire extinguisher and find the Consul or an Executive Board officer.
  5. Check as many rooms as you can without sacrificing your own safety to ensure that all

members have evacuated the house. Shut all doors to all rooms on the way out.

  1. Once clear of the premises, report to the designated evacuation grounds for the Sigma Chi house on Bruno Drive for further instructions and roll-taking.
  2. Once you have exited the house NEVER go back in to attempt to rescue anyone.

IF YOU ARE IN A ROOM WHEN THE FIRE ALARM SOUNDS:

  1. Feel the doorknob to see if the heat is intense. If hot, do not open it.
  2. If the doorknob is cool and you think it is safe, open the door slowly with your shoulder against it to see if the fire is in the hallway.
  3. If possible, it is best to crawl out of the building to avoid toxic fumes that fill the highest levels of the air.
  4. Cover your face with a cloth, preferably damp.
  5. If the fire is in the hallway exit through a window, but be sure to crack the top of the window first to let the smoke draft out. Most people are injured/killed by smoke before they have the chance to jump.

6.Once clear of the premises, report to the designated evacuation grounds for the Sigma Chi house on Bruno Drive for further instructions and roll-taking.

7.Once you have exited the house NEVER go back in to attempt to rescue anyone.

IF YOU ARE AN EXECUTIVE BOARD OFFICER:

  1. Gather all other Executive Board Officers.
  2. Divide up the officers to accomplish the different tasks listed below. Do not perform tasks that will sacrifice one’s own safety.
  3. Call emergency contact list located in the back of this guide.
  4. Turn off electricity and gas.
  5. Move cars out of the way for fire engines to get in.
  6. Search all floors and rooms of the house for stranded members.
  7. Account for all members in the parking lot behind the Chapter House.

BSC’s Guidelines concerning surrounding sirens

At this time, when the NWS issues a TORNADO WARNNG, it is done so for entire counties in Alabama. While the potential tornado may be across the county from BSC, the campus will initiate the tornado plan immediately. Helpful items to take to your safe area would be a radio (battery powered preferably), and a flashlight if available.
