I. CALL TO ORDER
The City Council of Chester, Illinois, met in regular session on Monday, July 18, 2016, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 7:02 p.m.

IV. READING OF MINUTES OF PREVIOUS MEETING
Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Rader, Allison, Geisen. Nays: None. Absent: Alderman Clark. Motion carried.
V. CORRESPONDENCE
The following correspondence was acknowledged:
· Chester Area Christian Food Pantry, Inc. newsletter dated July 13, 2016
· Monthly Water Plant report provided by Tim Crow
· Tax Revenue report for the month of June provided by Bethany Berner
VI. REPORTS
Treasurer:
Financial reports for the month of June were included in the agenda packets. Treasurer Clendenin noted that the City’s various funds are remaining stable through the ongoing budget crisis.
City Clerk:
Raffle license applications for the Chester Eagle’s Club Aerie 3252 were presented by the City Clerk. Alderman Crossland moved to issue the licenses and to waive the fidelity bond required of the raffle manager. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Geisen, Ohlau, Platt, Blechle, Crossland, Rader, Allison. Nays: None. Absent: Alderman Clark. Motion carried.
Cemetery & Finance Committee (Chairman Platt):
Chairman Platt advised that the committee met prior to the council meeting to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Rader. UPON ROLL CALL: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Rader, Geisen, Allison. Nays: None. Absent: Alderman Clark. Motion carried.
VII. PUBLIC DISCUSSION
Beautification-Tourism Committee:
Brenda Owen, Chairman of the Beautification-Tourism Committee, addressed the council regarding the partnership between the Beautification-Tourism Committee and River City Renewal. These two groups will work on getting various buildings added to the historical registry list. Chairman Owen noted that River City Renewal will be paying all expenses associated with the registry process.
Chairman Owen asked the council if anything can be done to protect 1006 State Street from demolition. Mayor Page stated an asbestos inspection has been done and the city is currently waiting on the report from Quality Testing and Engineering, Inc. Mayor Page noted that the council plans on demolishing the building as early as the next council meeting.
Presentation for Kyle Landon:
Mayor Page presented a proclamation and key to the City of Chester to Kyle Landon in recognition of his outstanding academic and athletic accomplishments. Kyle received a silver medal in the men’s high jump in the 2016 USA Olympic Trials in Eugene, Oregon.

Purchase of new gas meters:
Alderman Ohlau advised that an additional 240 gas meters need to be purchased to stay in compliance with the mandatory ICC meter replacement. Alderman Ohlau moved to purchase 240 gas meters for $25,682.40 from Utility Sales and Service, Inc. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Rader, Geisen, Allison. Nays: None. Absent: Alderman Clark. Motion carried.
X. ADJOURNMENT
At 7:20 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Rader seconded the motion. VOTE: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Rader, Geisen, Allison. Nays: None. Absent: Alderman Clark. Motion carried.
