JOB DESCRIPTION

JOB TITLE: Deputy Chief Executive

SALARY: £27,000 per annum (pro-rata)

STATUS: Full or Part-time

RESPONSIBLE TO: Chief Executive Officer

RESPONSIBLE FOR: Supporting the Chief Executive with operational management and future development of CCIL, its staff plus buildings and resources.

LOCATION: Cheshire Centre for Independent Living Headquarters (within Cheshire)

HOLIDAYS: 25 days leave per annum pro-rata

OBJECTIVES:

To support the Chief Executive and where required to lead and be responsible for the successful development of Cheshire Centre for Independent Living (CCIL) within a strategic policy framework agreed by the Board, to ensure that the following accountabilities are well managed.

1.  To deputise for and represent the Chief Executive as and when required.

2.  To support the Chief Executive to lead CCIL in the pursuit of its mission and objects ensuring that the highest standards of integrity, openness and professionalism are maintained.

3.  To ensure the effective promotion of the organisation and the communication of its role to a wide audience.

4.  To be responsible for staff leadership, management and administration of designated elements of the organisation and the execution of the policies of the Board.

5.  To ensure that the Board receives appropriate advice and information on all relevant matters to enable it to fulfil its governance responsibilities.

6.  To establish and annually review with the Chief Executive strategies for effective fundraising and commercial development of the organisation and to take overall responsibility for the growth, development and sustainability of the organisation.

7.  To work with and advise the Chief Executive and Board of Directors on developments regarding policy and practice in the area of support to disabled people.

8.  To ensure adherence to and implementation of the CCIL’s philosophies, aims and objectives and all policies and procedures.

9.  To ensure that the organisations Business Plan is delivered effectively and to provide quarterly reviews and reports on performance against key performance indicators.

10.  To be assist the Chief Executive with the financial management of the organisation and to ensure that expenditure is controlled in line with budgets as approved by the Board.

11.  Identify, develop and maintain policies in relation to the operational services and human resources to ensure that innovative solutions and legislative requirements are met.

12.  Liaise and network with statutory authorities and voluntary organisations at local, regional and national levels to facilitate integrated and cohesive Services.

13.  Provide leadership to the management team, keep under review and appraise the work of staff reporting directly the Deputy Chief Executive.

14.  To investigate, resolve and report to the Board complaints received.

15.  To undertake any other duties so directed by the Board and within the scope of this post.

Experience and Knowledge

·  Management experience essential: including budgetary control and staffing responsibilities

·  Demonstrable success at management level

·  Experienced in strategic planning and implementation of substantial programmes of activity

·  Demonstrable commitment to achieving positive outcomes for disabled people

·  Proven understanding and experience of partnership and collaborative working
