Minutes of the Parish Council meeting held on Wednesday 14 December 2011 at 7.30 p.m. in the Committee Room at the Village Hall.

PRESENT: - CLLR. G. ELLIS (CHAIRMAN) CLLR R. CORBETT (JOINT VICE-CHAIRMAN), CLLR. R. WORTH, CLLR. P. CULPIN, CLLR. D. SMITH, CLLR. M. TUGWELL, CLLR. H. HICKSON AND THE CLERK MRS J. KETTLE.

12.1  APOLOGIES. Cllr’s J. Cheyney (Joint Vice Chair), B. Large & Cty Cllr F. Hindson were received.

12.2  DECLARATIONS OF INTEREST. Cllr D. Smith and the Chairman, Cllr. G. Ellis have declared their interests in 2, Raebarn Close planning application.

12.3  PUBLIC SESSION. The Chair of Cherry Tree Pre School informed CPC that the group are proposing to relocate from the Village Hall to the Scout Hut on the Recreation Ground. All bodies have been informed of this and all are happy with the proposal. The Scout Hut requires renovation at a considerable cost and funding to support this renovation will be sought. The Chairman informed them of the lease arrangement that CPC has. No objections from CPC were raised although car parking could be an issue.

Mr A. Kettle informed CPC that he had mown the Play Area in readiness for winter and raised maintenance issues that were required. CPC thanked him for this. Mr A. Kettle stated that he is willing to mow & strim the Play Area for the next year for some financial reimbursement and added that it took 2 ½ hours approximately to mow and strim the area. CPC thanked him for this offer.

Mr B. Frampton remarked on the poor state of the river Itchen from The Teazles to Cheriton House front gate. It was agreed that CPC would write to the Environment Agency to express the need for maintenance along this stretch of river and Mr Frampton was encouraged to write also.

Cllr H. Verney updated CPC with ongoing items including the hedge to the right of the New Cheriton crossroads on the A272 that requires removal and the cutting back of Yew Tree Cottage hedge.

PLANNING

11/02206/SFUL – Street record, Freeman’s Yard – Amendment to the design of the approved 4 bedroom dwellings on plot 6 (Ref 09/02590/FUL) to increase the living area at ground floor and reposition vehicular access to the plot and its garaging arrangement – CPC has no objection providing that there is enough room to swing round in this garage from the back road – Awaiting WCC’s decision.

11/02001/SFUL & 11/02085/SLIS – North End Farmhouse, Alresford Rd – Conversion and extension of barn and cart shed to provide a two bedroom dwelling – Site Visit requested by CPC to establish an Access & Design supporting vehicle & pedestrian alterations declared in this application – Application permitted.

11/02299/SLIS – Brandy Mount Cottage, Brandy Mount – Demolition of dining room toilet, reception stairs and first floor bathroom; new ground floor toilet in rear extension; new ensuite shower room to bedroom 1 and new bathroom and nursery in former bathroom; new stairs from reception to 1st floor in the same location as the existing stairs – No objections from CPC – Application permitted.

11/02354/SUL – White Oak House, Alresford Road – Amendment to Planning Permission 10/01926/FUL – To extend the proposed double garage and add a summerhouse to the rear – No objections from CPC – Application permitted.

11/02347/SUL - 6 Raebarn Close – Side infill extension to bungalow to join dwelling to existing detached double garage - No objections from CPC – Application permitted.

11/02433/SFUL – Street Record, Freeman’s Yard Lane – Amendment to the design of the approved three and four bedroom dwellings on plots 13 & 14 (Ref 09/02590/FUL) to create 1 five bedroom dwelling – No objections from CPC – Awaiting WCC’s decision.

Three copies of letters of objection have been received in connection with this application.

Mr T. Waldron @ Highways has found that the green outside Old Rose Cottage does not belong to anyone and therefore has placed a Tree Order on the Willow Tree to crown lift the tree, which has been completed.

11/02836/SFUL – 2, Raebarn Close – Two single storey side extensions, porch extension and internal alterations – No objections from CPC – Awaiting WCC’s decision.

Cllr P. Culpin and the Clerk have been to see the Show Home on Freeman’s Yard and found it very nice although urban. The Social Housing looked great.

12.4  APPROVAL OF MINUTES – 03.11.11. These were approved and signed by the Chairman.

12.5  MATTERS REVIEWED FROM 03.11.11.

WCC re Cllr H. Hickson’s Member Interests form and noting the full complement of councillors for CPC.

Mr & Mrs W. Beardmore-Gray thanking them for storing the sandbags for Cheriton.

Caroline Mekky @ HCC re the bus service. Copied to Alresford Surgery, Cty Cllr F. Hindson & Cllr H. Verney. This has been forwarded to Colin Wright, Principle Transport Officer @ HCC for his attention & Stagecoach. A reply states that Taxishare service is available on Tuesday’s only and the Alresford & District Voluntary Group can offer transport too.

Mr H. Verney with regard to not notifying CPC of street road signage which he is instigating and involving the Clerk without prior notice. Copied to Mr A. Rutter @ WCC. Mr A. Rutter has replied that it is up the residents to change postcodes if need be. The sign “New Cheriton”, which is in Kilmeston parish can be removed if requested by Kilmeston PC and Cllr H. Verney.

12.6  DRAINAGE FROM FREEMAN’S YARD. Mr P. Aust @ WCC has investigated and reported to CPC that the area for the drainage pipe to go downstream of the bridge at the end of Freeman’s Yard Lane and found it a problem. Cllr H. Verney updated CPC that the drain at the bottom of Freeman’s Yard would be re-routed to downstream of the bridge and is seeking to use part of the £25k from the developers of Freeman’ Yard to achieve this.

12.7  DIAL-A-RIDE. The Chairman informed CPC that he has been made aware that this scheme can be used where a bus service used to run and providing you call in advance a service will be provided. It was agreed to ask HCC’s Public Transport to advertise this scheme on the bus stops signs throughout Cheriton.

12.8  THE OPEN RIVER AT RIVERSIDE. No news to report.

12.9  HONARARIUM FOR PLAY AREA MAINTENANCE. It was agreed to write to Mr A. Kettle asking him for his ideas on the remuneration required for his offer.

12.10  TOILET OF THE TENNIS CLUB. Various finding opportunities have forwarded to the Tennis Club.

12.11  CORRESPONDENCE.

It was agreed to ask the village if they wish to have a beacon as part of the Queens’ Diamond Jubilee celebrations on Monday June 4 2012.

Mr P. Lawrence has copied CPC with a list of requirements that he feels should be dealt with by the Environment Agency.

Mr & Mrs D. Wright attended the Passenger Transport Forum and apart from PC’s setting up their own public transport there was nothing else to report.

The Localism Bill has been given Royal assent.

The Chairman attended meeting for the WCC budget informing CPC that WCC were no increasing the Community Charge this coming financial year, the workforce has been reduced by 10% through natural wastage and more flexibility of work and has saved £1million through changing the refuse collection.

Mr P. Aust @ WCC has informed CPC that they will be clearing the ground close to the Rectory in readiness for vehicle access the The Goodens treatment plant. The Recreation Ground Committee have been informed and are to be asked to monitor this.

The Chairman & Cllr B. Large are to attend a meeting arranged by Bramdean & Hinton Ampner PC with SDNP Area Manager, Nick Heasman to seek the removal of the Cycle Loop signs on Friday 16th December 2011 @ Sheep Dip, Hinton Ampner.

It was agreed WCC to write and object to have reflective lines on rural roads that are part of the “Winchester District Cycling Strategy” consultation document, stating that they are urbanisation and it would be waste of financial resources.

Mr D. Pain with a representative from Bishops Sutton has informed CPC that he attended a workshop in London on Tuesday 13 December 2011 with Mr. G. Hollingbery MP on the registration of private sewage systems, which is currently suspended. Defra, the Environment Agency, NFU and other bodies were present. It is hoped that in the New Year this will be abandoned.

Mr T. Waldron @ HCC’s Highways has been asked to clear the soak-aways on Hill Houses Lane and the drain at the bottom too.

1.  It was agreed to continue with Mr P. Bridges who would charge in 2012, £130 per cut of the village green. The alley charge cost would remain at £10.

2.  The Tree Removal Order for the Goat Willow has been granted by WCC. It was agreed to inform the owners of Styal Cottage, Willow Cottage and Little Itchen that CPC will arrange the work provided that between them they meet the full amount and to give them a time limit for completion of this. Cheapest quote is £175 + VAT from Mr J. Gordon.

3.  Mr B. Newson has repaired the North End notice board at no cost to CPC.

4.  It was agreed thank and pay Mr. T. Butcher £100 for all his past work.

5.  Correspondence has been to Eloise Appleby @ HCC confirming that CPC have already supported a previous grant application for disabled facilities of £2,500 for Village Hall in December 2004.

6.  Cllr. H. Hickson has been booked onto the Core Skills course on 23 February 2012.

7.  Grants from HPFA of £1,500 and the Open Space fund of £10,000 in respect of the permanent cricket net, goal post with integral rugby kickbar have been offered. S & C Slatter Ltd, the chosen company, have been informed and the other companies who were unsuccessful informed too. The cost has risen from £13,730 to £14,610 + VAT. It was agreed to ask Mr P. Greenwood, Treasurer of the Recreation Ground Committee to meet the extra £110 to cover the shortfall in respect of the current economic climate. It was also agreed that when the work was completed satisfactorily and when the grants had been received, CPC would pay this invoice.

8.  It was agreed that Prospect Fencing would repair the Village Green posts & chains at a total of cost £113.59 inc. VAT, which includes an opening chain at the War Memorial. It was agreed to ask Prospect Fencing who has quoted either £59.52 or £87.40 inc. VAT for a repair the Play Area fence, which is dependant upon what is found below ground. CPC will be invoiced on completion of the work for both these repairs.

9.  Possible costs involved with the transfer of the Village Hall have been circulated.

10.  Winchester Citizens Advice Bureau has thanked CPC for the donation of £50.

11.  A VAT refund of £3043.13 has been requested.

12.  CPC agreed that the precept would remain at £9000 for the coming financial year. This decision will be sent to WCC and notices to be displayed in the shop and on the notice boards explaining CPC’s decision.

13.  Cheriton Village Hall Committee has supplied the net amount for the Evesons Fuel invoice in accordance with the Audit Committee.

12.13  COMMITTEE REPORTS

a)  PARISH LENGTHSMAN. No news to report.

b)  VILLAGE HALL. No report given.

c)  RECREATION/PLAY AREA. Mr T. Butcher has informed CPC that he no longer wishes to mow and maintain the Play Area and the key to the shed which houses the mower and strimmer has been collected by the Clerk.

Cllr R. Corbett has kindly removed the waste bin from the Play Area and signage for the location of the nearest waste bins have been erected.

Cllr R. Corbett stated that a new hedge for the boundary is to cost £1089, a grant from SDNP has been offered of £817 leaving £273 to be paid by the Recreation Ground Committee.

d) SOUTH DOWNS NATIONAL PARK. Cllr. H. Hickson is to update Cheriton’s listing of the SDNP Hierarchy study of Cheriton and pass this to the Clerk on completion to return to the SDNP.
