Mr. Charles Everette Vaughan, Jr., is the Director of EMS Programs for Palm Beach State College in Florida. He manages all department personnel and the department budget; maintains required accreditations; markets advanced EMS courses; and evaluates program outcomes. From 2003 to 2012, Mr. Vaughan was the Emergency Management Operations/Planning senior manager for the Palm Beach County Division of Emergency Management. As such, he coordinated: the operations of the county Warning Point and Emergency Operations Center (EOC); risk shelter; disaster tracking software (EM/2000, WebEOC); information and planning; the county’s 9-1-1 system and implementation of NG 9-1-1; the 2010 CEMP revision with Hazard-Specific Annexes; and multiple disaster deployments and EOC activations.

From 2000 to 2003, Mr. Vaughan was the director of Operations for the Virginia Department of Health (VDH), where he coordinated health and medical response during States of Emergency; wrote procedures and guidance documents to support Emergency Support Function #8 response; represented VDH on committees regarding emergency management and disasters; and served on multiple disaster deployments and EOC activations.

From 1991 to 2000, Mr. Vaughan was the EMS Program representative for the Virginia Office of Emergency Medical Services. He inspected EMS agencies for state regulation compliance; conducted EMS investigations; offered technical assistance to EMS agencies statewide; reviewed grant applications for the Rescue Squad Assistance Fund; and coordinated EMS test sites for the certification exam.

Mr. Vaughan is a state certified instructor (EMT, Advanced Life Support, Mass Casualty Incident Management); a J. Sergeant Reynolds Community College adjunct instructor, EMS degree program; and adjunct instructor for Palm Beach State College’s EMS degree program, where he wrote the Emergency Management Program curriculum, and Community Emergency Response Teams. Mr. Vaughan is also an adjunct faculty member for the University of Richmond. He is currently a volunteer with the Southside Rescue Squad (life member), and he served as the Special Projects manager for Lifeline Ambulance Services in Christianburg, Virginia.

Mr. Vaughan holds an A.A.S. in emergency medical technology from Tidewater Community College in Virginia Beach, Virginia. He holds a B.A.S. in emergency services management and a master’s degree in disaster science (emergency services management) from the University of Richmond. He is a member of the Florida Emergency Preparedness Association; the International Association of Emergency Managers; the Golden Key Honor Society; Palm Beach County Fire Chief’s Association; National Association of EMS Educators; and Florida Association of EMS Educators.
