DESIGNATION: PREMISES MANAGER

Purpose of Job

To be responsible to the Headteacher for the maintenance, cleaning, security, heating, health & safety, and other general site services within the premises. Responsible for the supervision of Premises/Casual Assistant(s).

Specifically:

  1. To be responsible for the planned and ad hoc maintenance and upkeep of the premises – the buildings, their non-curricular content, grounds and grounds equipment – including determining in accordance with established guidelines whether repairs / maintenance should be undertaken locally or to commission contract services; to liaise with appropriate staff in the Children’s Services directorate and other departments of the Council on all aspects of maintenance.
  1. To be the client side supervisor of contracting staff ensuring that contract specification is achieved and that any errors or omissions are remedied speedily, and to undertake the direct repair of fabric, services and fittings within agreed competence levels.
  1. To be responsible for ensuring the safe and efficient operation of all premises related mechanical, electrical, heating services and other plant. To take appropriate action to ensure and monitor proper safe levels of lighting, heating and ventilation; to maintain and monitor fuel efficiency records as necessary.
  1. To ensure that the cleaning of the premises is in accordance with agreed specifications, either monitoring the performance of contractor staff or allocating and managing staff under the postholder’s control; to undertake / manage arrangements for day-to-day cleaning not in the agreed contract and where variations to contract are required; to undertake / manage high level cleaning not in the contract.
  1. To liaise with the relevant sections with regard to queries concerning the level of service provided; to contribute to the monitoring and regular review of all major contracts and services provided to the institution, and to undertake the appropriate administrative processes for specifying and letting minor contracts in accordance with established guidelines.
  1. To be responsible for the overall security arrangements of the premises including ensuring that staff are aware of the Council’s guidance and procedures on security and the use of alarm systems; that there is an appropriate system of keyholding management;that periodic reviews of site security are conducted and the appropriate progress action is followed through; to liaise with staff in the directorate and Borough Treasurer’s department as appropriate. To arrange for the carriage of all monies to and from banks as required in accordance with Council procedures.
  1. To be responsible for maintaining the premises in a safe and healthy condition, ensuring the maintenance of fire and other safety equipment and of first aid and emergency equipment; the safe storage of any potentially harmful materials and that there is appropriate and effective signposting.
  1. To operate the school’s administrative systems with regard to the ordering of stock, the checking of invoices, the monitoring of budgets, the preparation of estimates and undertaking stock checks within the postholder’s sphere of responsibility.
  1. To ensure that appropriate arrangements are made and records maintained for authorised users of the site’s facilities and buildings, including the movement of furniture where required and arranging for access to the site by authorised persons.
  1. To manage and operate systems of staffing cover for lettings and other out-of-hours usage of the premises.
  1. To input data to the computerised systems in accordance with agreed procedures and to interrogate and update the systems when necessary.
  1. To promote the Council’s Equal Opportunities policies and Environmental Strategy in a manner compatible with the duties of the post.
  1. In discharging the duties of the post to have due regard to the provisions of the Health & Safety at Work legislation.
