APPENDIX A: REVISION HISTORY 146

5.1 Introduction

This document describes the ISDN circuit switched supplementary services that are implemented in the AM part of Local 7.2 in Telia's ISDN. The commercial offer of ISDN supplementary services may differ from what is technically implemented, i.e. all services described in chapter 5.2 may not be offered commercially, and, if offered, some of the subscription options and user procedures described may not be offered.

The functionality of the supplementary services may be reduced when interworking with ISDNs in other countries, or ISDNs belonging to other operators in Sweden. Furthermore, if another operator is used for carrier selection purposes, the functionality may also be reduced. Also in number portability cases when a user is being ported into Telia’s ISDN, the functionality may be reduced.

5.2 ISDN Supplementary Services description

Generally, where a supplementary service exists as an ETSI standard, the Telia implementation is fully compatible with the ETSI standard. Deviations, if existing, are listed per supplementary service below.

In addition to the ETSI supplementary services, Telia’s ISDN also offers some Telia specific supplementary services that are included in the description below.

The ETSI documents can be accesses via the ETSI Home Page. The ETSI Home Page can be found at http://www.etsi.org/

5.2.1 Advice of Charge at call set-up time (AOC-S)

5.2.1.1 ETSI reference

ETS 300 178, October 1992 (Stage 1).

EN 300 182-1, September 1999 (Stage 3).

5.2.1.2 Description

The AOC-S supplementary service provides the served user with information about the charging rates at call establishment. In addition, the served user will be informed if a change in charging rates takes place during the call.

The charging information can be sent for all calls, or on a per call basis. The charging information given relates to the charges incurred on the network to which the served user is attached.

5.2.1.3 Differences compared with the ETSI standard

Stage 1

(The references below are to sections in the ETSI standard.)

·  Subclause 6.3.1. Concerning exceptional procedures for activation, the ETSI text says ”Not applicable”. There is, however, one exceptional case. This case is when the served user attempts to activate the AOC-S supplementary service on a per call basis when it is provided for all calls automatically. In this case Telia’s ISDN will accept the activation request without sending any error message to the served user. The activation will be handled as if it were on a per call basis and not as if it were on an all calls basis.

·  Subclause A.2.3.3 (Annex A). The charging rate ”special charging code N” is not supported in Telia’s ISDN.

·  Subclause A.3.1 (Annex A). For the traffic case ”operation of supplementary services” Telia’s ISDN does not support the charging rate ”duration rate (price per time unit and time unit)”.

·  Subclause A.3.1 (Annex A). For the traffic case ”user-to-user information transfer”, Telia’s ISDN does not support the charging rate ”flat rate”.

Stage 3

No differences identified.

5.2.1.4 Applicability

The AOC-S supplementary service is applicable to the basic access and to the primary rate access. It applies both to an S/T reference point (e.g. single basic access application) and to a T reference point (e.g. private network application).

The AOC-S supplementary service applies to all circuit switched bearer services and teleservices.

The AOC-S supplementary service can be provided on a per ISDN number basis or it can apply to the whole access.

5.2.1.5 Subscription options

The service has two subscription options:

I Activation mode.

Possible values:

- For all calls automatically

- On a per call basis

II Presentation of fixed fee

Information about “fixed fee”, received in addition to a current tariff. “Fixed fee” can be either duration rate fee or flat rate fee.

Possible values:

- Send fixed fee

- Send no fixed fee

5.2.1.6 Capabilities

·  The maximum number of Charged items that can be sent to the served user during the call establishment phase is 10.

(A Charged item is a call related item for which a separate charging rate applies; e.g. call attempt, basic communication, transfer of user-to-user information, etc.)

5.2.1.7 User procedures for registration/erasure, acti- vation/deactivation, invocation and interrogation

A Functional protocol

According to ETSI procedures.

B Keypad signalling procedures

Not applicable.

5.2.2 Advice of Charge at the end of the call (AOC-E)

5.2.2.1 ETSI reference

ETS 300 180, October 1992 (Stage 1).

EN 300 182-1, September 1999 (Stage 3).

5.2.2.2 Description

The AOC-E supplementary service provides the served user with charging information for a call when the call is terminated.

The charging information can be sent for all calls, or on a per call basis. The charging information given relates to the charges incurred on the network to which the served user is attached.

5.2.2.3 Differences compared with the ETSI standard

Stage 1

(The references below are to sections in the ETSI standard.)

·  Subclause 6.2.3. According to the ETSI text, a request for AOC-E Activation on a per call basis may only be given when originating a call. However, for keypad signalling in Telia’s ISDN, it is also possible to request AOC-E during the call.

·  Subclause A.2.3 (Annex A). The billing identification types ”reverse charging” and ”credit card charging” are not supported in Telia’s ISDN.

·  Subclause 6.3.1. Concerning exceptional procedures for activation, the ETSI text says ”Not applicable”. There is, however, one exceptional case. This case is when the served user attempts to activate the AOC-E supplementary service on a per call basis when it is provided for all calls automatically. In this case Telia’s ISDN will accept the activation request without sending any error message to the served user. The activation will be handled as if it were on a per call basis and not as if it were on an all calls basis.

Stage 3

A Functional protocol

No differences identified.

B Keypad signalling procedures

The charging information can be sent in either (subscriber option):

1.  Charge advice information element

2.  Display information element (Default)

3.  Keypad information element

4.  Charge advice information element and Display information element

The charging information will be sent in the first release message from the network; i.e. the DISCONNECT, RELEASE or RELEASE COMPLETE message.

The format of the Charge advice information element is as follows:

Bits
8 / 7 / 6 / 5 / 4 / 3 / 2 / 1 / Octets
Charge advice Information element identifier
0 / 0 / 0 / 1 / 1 / 0 / 1 / 0 / 1
