Project Abstract(Provide a brief description and purpose for this project)
Replace the HSD Income Support Division (ISD), Integrated Services Delivery System (ISD2) that was built in 1987 with a replacement system. The new system will determine program specific eligibility and distribute benefits to better administer assistance programs and comply with current and future federal requirements for over 700,000 clients who receive Food Stamps (SNAP), Energy Assistance, Medicaid, and Cash Assistance.

Justification for Change in Certification (Include budget adjustment request; Business Value and/or program Results)

  1. In September, 2010 HSD requested$125,000to be taken from the base budget. HSD is now requesting these funds be taken from Children's Health Insurance Program Reauthorization Act (CHIPRA). HSD is not requesting in increase in funding only a change in funding sources.
a)HSD will use $50,000.00 of the CHIPRA budget for the Procurement Specialist contract.
b)HSD will use up to $75,000.00 of the CHIPRA budget to support maintenance and operations changes to Phase One of Yes-NM, Am I Eligible.
