Minutes of Uphall Community Council – Wednesday 21st May 2014

Uphall Community Education Centre

1. Declaration of Interest

To be declared throughout the meeting as the needs arise.

2. Attendance and Apologies

Present: Irene Bishop (chair), John Campbell, Jeanette Cumberford,David Flight, Fraser Graham, Tatsuya Haddow, Irene Jones, Lynne McEwen, Gerald Paisey,, Cllr Janet Campbell

3. Bangour Village : Stewart Adams, NHS Lothian spoke of future plans for Bangour Village. There was discussion on housing and infrastructure plans, also of the impact on the area. 500 houses in total are planned for the area, with various developers being involved. There will be implications for education and transport.

4.. The minutes of the April meeting of the community council were agreed, proposed by Jeanette Cumberford seconded by Gerald Paisey. It was noted that the AGM was held on 16th April.

5. Matters arising from previous minutes :

Meg and Irene had met with Eddie Arnold regarding Facebook and this will be taken forward.

Bus access to health centre: this may be considered internally but will depend on other bus connections.

Newsletter has been printed and available for distribution.

6. Reports

6.1 Police : PC Vince Manning will be unavailable for community council meetings until August due to commonwealth games duties. PC Sid Shaw will attend in his place.PC Manning has visited Uphall Primary school talking to primaries 4,5,6 and 7 on Internet safety. He is willing to talk to parents on the same issue. It was reported a National Doorstep crime/Bogus workmen campaign ran from 7th to 18th April in the area.

6.3 Planning : East Main Street : planning for 5 flats behind Aldos. It was agreed to look at the plans in more detail.

6.4 BUTCM:

The baton relay on 15th June will start from Albyn Park Broxburn going through Goschen to Uphall.

It was agreed that Broxburn and Uphall Community Councils would purchase flags.

6.5 WLACC : Minutes available.

WLACC have asked if community councils would host meetings of WLACC. Due to time commitments Uphall Community Council declined to be part of this.

6.6 St Johns Hospital

Meeting had given details of planning at Bangour Village and also Blackburn Partnership Centre.

Upgrade of the maternity unit is on target.

The garden is being relocated due to the building of the MRI scanner

7. GrowScotland/Garden

Lynne and Irene attended the GrowScotland workshop at Oatridge College. This focused on improving local communities by encouraging growth of plants and flowers in any possible areas.

Fruit trees were recommended for growing as a quick and effective way of growing in an area.

It was decided to develop a sensory area in the community garden. Irene will contact Binny plants for advice.

The excellent poster on Growing Your Community will be displayed on the community notice board.

8. Correspondence

Ecclesmachan Community Council : planning a cycle path towards Ecclesmachan and Threemiletown. Survey forms are available and these will be issued at the community centre AGM.

From Cllr Diane Calder : The taxi/shuttle bus to the Western General hospital is ceasing to run from 16th May. She has written to Transport Cabinet Secretary Keith Brown on this matter.

From James Millar: detailing baton relay arrangements for 15th June

Noise Action Week : 19th to 24th May.

9, Suggestion box : This will be placed at the Community Council notice board.

10. The Community Council agreed to look at the Age Friendly initiative that seating be available in each shop in the Main Street
