Title IIIA: English Language Acquisition, Language Enhancement, and Academic Achievement / Title IIIA Services will be offered through a consortium. Services provided by CESA 10 will include delivering ongoing, systematic professional development and resources to participating public schools and to identified private school students. Services included may provide:
• instructional resource materials for teachers
• instructional materials to help accelerate the English acquisition of LEP students
• professional development designed to improve the instruction and assessment of LEP children
• professional development focused on instructional strategies for classroom teachers and paraprofessionals
• bilingual educational assistants to provide academic support for Limited English Proficient (LEP) students
Services may be provided through:
• an ELL consultant who will provide onsite support
• electronic newsletter with strategies and tips for classroom teachers as well as important information for coordinators
• onsite courses/book studies offered for credit
• Cray Academy Summer Institute Sessions
• professional development sessions offered during the school year
• resources and technical assistance to meet the requirements for serving LEP students
Services will be assessed through an annual CESA evaluation process, professional development evaluations, and district feedback. Consortium members agree to provide access to Metritech data for consortium evaluation purposes.
Instructional Services Leadership will provide technical assistance and coordination of consortium activities. /
- Districts that do not receive an allocation of $10,000 or more must participate in a consortium to access funds.
-Districts must complete required allowable activities form specifying, by object, how funds will be spent. Title forms need to be submitted on a quarterly basis along with a year-to-date expenditure report for claiming.
-Districts with fewer than 15 LEP students and an allocation of less than $1,000 will be able to access services and professional development.
- Districts with an allocation of greater than $10,000 may choose to participate in consortium activities by contributing 5% of their Title III allocation.
A portion of unspent consortium funds may be returned to districts at the end of the school year. Any remaining consortium funds will be carried over into the next year with the under-standing that it will be spent on services described.
The district will participate in the Title IIIA Consortium for the 2009-2010 school year.
