STIPULATIONS

  1. Certificate programs must satisfy the requirements of U.S. Code and WisconsinSAA policy. Certificate programs will be evaluated individually and may be approved for veterans’ benefits if:

Credits could be counted toward fulfillment of an approved degree program, or

Credits are required for a permit or license to practice a profession by the State of Wisconsin, or

Credits are necessary to secure employment in a chosen occupational area.

  1. Changes to administration, curriculum, faculty, location, program, ownership and/or policy that affect the education or benefits of veterans or other eligible persons that are certified for veterans’ benefits must be reported by the post-secondary institution to the SAA (38 CFR 21.4203 and 38 CFR 21.4204).
  2. Full Time study is deemed to be 12 undergraduate credits.
  3. Independent Study (including distance education and online programs) is approved based on the requirements of 38 CFR 21.4267 and amendments accruing to Public Law 107-103. It must lead to a college degree or certificate at an accredited IHL.
  4. Non-matriculated students are not approved for veterans’ benefits (38 CFR 21.4200(o)(1)).
  5. Practical Training (may be referred to as internship, externship, or practicum) is specifically approved if it meets the requirements of 38 CFR 21.4265(c)).
  6. Programs that do not lead to an educational, professional, or vocational objective in preparation for employment are not approved for veterans training (38 CFR 4252(b)).
  7. Remedial and Developmental Courses are approved if evidence is maintained in the veterans’ files documenting a deficiency and requiring the course(s) be completed prior to entry into a specific program (38 CFR 21.4200(s)(t)).
