CENTRIC - CENTRE OF EXCELLENCE IN TERRITORIAL MANAGEMENT AND CADASTRE

Outline

Starting from such a complex scenario, CENTRIC aims at the creation in Romania of the new Centre of

Excellence on territorial management and cadastre. The Centre will focus on related domains of great scientific, technological and economic relevance, such as: airborne and satellite imagery, 3D/4D geospatial big data analysis and analytics, linked geospatial data (regarded as important topic for National Mapping and Cadastral Agencies - NMCA), photogrammetry, surveying, simulation, feature extraction, land classification, change detection and territorial monitoring from remotely sensed data.

In fact, nowadays, high-resolution satellite data and technologies for generating, maintaining and using 3D/4D geoinformation have rapidly grown and matured and many European governments and administrations are now

starting to adapt and offer new forms of geo-data for better management, planning and understanding of the territory. Many local municipalities have their own 3D city models, and governmental organisations are increasingly enforcing their use. Further, different companies are providing services for creating or disseminating high-quality models whereas RTD centres are investigating new 3D/4D technologies (sensors, platforms and algorithms) and geospatial applications.

Through significant know-how transfer from leading RTD institutions in Europe involved in the project,

CENTRIC Centre of Excellence will ensure scientific excellence and a strong positioning of Romania within theaforementioned domains, also through support of a very large network of institutions of excellence which havedeclared their support to the project.

Partners type and roles of interest

The call is divided in 2 phases. We already received to implement the first phase of the project (1year to carry out a feasibility plan and to develop a business plan). In the second phase the creation of the centre of excellence is financed (7 years, about 15 Mio Eur) restricted to partners financed in the first phase.

We are concluding now the first phase of the project, during which a feasibility study and a business plan have been developed. We are now drafting the proposal fpor the second phase, that is the actual creation of the centre of excellence.
