NOFA not yet released. Barbara Hodas (DMA) sent information regarding Transitional Housing which was discussed during New Business.
August CoC Meeting Review
Minutes not available for distribution; Brian Miller leaving DCED contracted position; CoC received draft budget from DCED, which helps to explain where we stand financially—2012 planning grant underspent and returned to HUD. Grantees carved that funding out of their budgets to provide funding. CoC Board is working on a method to track funding and make sure funds are being spent. Continue to work on clarifying the role of DCED staff vs volunteer board members.
General Meeting on Monday, October 19
General CoC meeting will be held at the Chateau Resort in Montour County from 11-2, registration 10:30; working on agenda for meeting. Coordinated Assessment is likely to be large portion of discussion during meeting. A flyer with additional information is forthcoming.
Update on Ranking Committee – Marilyn Shearn
Committee has not met since June, latest information is e-mail results from Barbara. Per the email, unit utilization has impacted ranking, so it was removed as a criteria for ranking. Committee may be reconvened if reallocation is needed during Renewal Application process.
· Ranking Results E-mail—data reflects ranking with unit utilization criteria removed. Data also reflects that our RHAB prioritizes Transitional Housing—Cumberland/Perry Counties considering converting bricks & mortar TH into a PBHCV and voucher style RRH.
Update on Coordinated Assessment – Weston Brehm
Reviewing information collected through survey at meeting on 9/15; will report at next RHAB meeting. Folks should review the Prezi slideshow and provide feedback to Weston prior to the 15th, if possible. We will discuss further at the 10/8 RHAB meeting.
Point-In-Time Discussion – Summer Count Debrief
Official Count will take place late January 2016, our RHAB has agreed to conduct every year, even though HUD requires every other year count. Northumberland and Cumberland Counties participated in Summer count. Summer count is beneficial in many ways because it allows community/grantees to engage with observers and identify where homeless often are, but may not be there on the day(s) of the count.
HMIS Board/Data Management Outcomes Committee—first meeting occurred, second scheduled. Purpose is to review HMIS Charter and identify barriers, gaps in resources, and best practices for HMIS and data management.
DV forms—CAPER forms being redesigned—should grantees be keeping track of the same historic data? Follow up with DCED.

General Discussion / New Business
· Transitional Housing E-mail—HUD is encouraging grantees to be strategic about funding transitional housing programs—some grantees in RHAB have already agreed to convert to RRH
