Q2 / In a Joint Venture, where there is a lead partner and sub partner applying, at Q2.2, do you require details of the constitution and proposed percentage of shareholdings for the sub partner(s) or just the lead? / Please refer to Page 3 of Document C – Tender Questionnaire
Q3 / Question 5 requires information regarding the curriculum and competencies required to develop a training programme for the Workplace Health Champion. Does this mean information about what we consider to be an appropriate curriculum and necessary competencies for the employees who will receive this training, or does it refer to our own competency as an organisation(s) to deliver the training? / Question 5 of the Tender Questionnaire refers to both aspects of developing a training curricula and ensuring competency i.e. what needs to be in the training curricula and then following training the competencies expected from those who will receive the training. It is also expected that organisations tendering for this work will have access to trainers who have the experience and skills needed to deliver effective training to workplace champions.
Q4 / With reference to the Levels of engagement, is it expected that the organisations engaged at Level Three will have completed Levels One and Two, and those at Level Two will have completed Level One? Or, can organisations be recruited for Levels Two and/or Three without having engaged at the lower level(s)? / It is required that an evidence based approach will be used to improve health and well-being within the workplace. This involves working with businesses to assess what has already happened and what needs to be in place to move forward. The recommended approach is the WHO Model, this involves obtaining written commitment from management, meaningful employee engagement and then implementation of an action plan, these key stages in progression should not be bypassed if workplace support is to be effective and sustained. If an organization has already implemented significant action they can progress more quickly through the Stages.
Q5 / The tender references a need to demonstrate provision of the service in keeping with equality principles. Thinking particularly of two of the groups mentioned, the travelling community and the homeless, is it expected that the Service will address this through engaging with organisations with equal opportunities policies etc. in place? If not, could you please clarify how it is imagined that these groups would access a workplace-based programme? / Yes, it is expected that businesses engaged with workplace health and well-being programmes will promote best practice in terms of equality and will seek to address the needs of vulnerable workers through policies which value diversity.
Q6 / The tender references signposting businesses to existing PHA service. Is there an existing catalogue or otherwise of currently commissioned PHA programmes for use by employers and/or services available generally within the community? It is also recommended that when the tender is awarded contract holders should contact the relevant PHA Health Improvement Local Office to discuss locality plans and identify action which links to workplace health.
