Central Scheme – Housing Scheme to Beedi workers :

(being implemented by Government of India)

INTEGRATED HOUSING SCHEME, 2004, FOR BEEDI WORKERS/IRON/MAGANESE/CHROME ORE MINE WORKERS [ IOMC] AND LIMESTONE & DOLOMITE MINES WORKERS [LSDM]

This Scheme comes into effect from 01-07-04.

This Scheme has been devised by integrating the earlier Schemes, namely, (1) Build Your Own House Scheme; (2) Group Housing Scheme; (3) Housing Scheme for Economically Weaker Sections of Beedi Workers.

Under this Scheme -

A subsidy of Rs. 40,000/-, per house, or 50 per cent of the actual cost of construction per tenement, whichever is less, is made available to the beneficiary;

A subsidy of Rs. 5,000/-, or the cost of repair/renovation/alteration, whichever is less in respect of each tenement will also be paid after 15 years of construction of a house.

Conditions for eligibility:

Any beedi worker engaged in beedi industry for more than one year with monthly income not exceeding Rs. 6,500/-. The beedi worker should not have a house of his own or in the name of his spouse or any dependent.

A Co-Operative Group Housing Society formed by the beedi workers and registered with the Registrar of Co-operative Societies. Other conditions are the same as above.

Cost:

The cost of the land plus the cost of the building portion including labour cost should not be more than Rs. one lakh per tenement.

Land:

In the case of individual workers, the house may be constructed on the land owned or possessed by him jointly/severally with other members of his family. The plot area should not be less than 60 square yards. However, subsidy may be granted with the plinth area of their constructed house is around 20square meters.

The workers who do not have land or plot may form a registered Co-operative Society & obtain requisite land, either from the State Government or through Housing Board.

Mode of Application:

The application in the prescribed form for the grant of subsidy is to be submitted by the individual beneficiary or the Group Housing Society to the Welfare Commissioner of the Region. The application should be enclosed with the following documents:

Full particulars of site and other documentary evidence to prove the ownership over the land; Site Plan; Blue Print of the tenement; Xerox copy of the approved plan by the local authorities; Plan, standard, specification of the house, where the land is owned by the individual worker;

Xerox copy of the certificate of Registration of the Society by the Registrar of Co-operative Societies of the State concerned; Whether the tenements will be constructed as separate single units or in multistoried buildings; the total number of tenements to be constructed; estimated cost of construction of each tenement, along with the details mentioned above, where the land is owned by Group Housing Society.

A house should provide for a room, kitchen, sanitary facilities, smokless chullah.

Under the Group Housing Scheme, the accommodation should consist of one room, a closed area for the kitchen, a bath-room and a latrine.
