Important Notes for the Scope Writer:

a)The Technical Description of Work for deliverables identifies the technical deliverables and is typically written by the Central Engineering Department, Mines Technical Services, or an outside Consultant, but may also be written by other Vale personnel, where required. This Technical Description of Work will be appended to the Scope of Work.

b)Application:

  1. This document is intended to be used for Construction and Maintenance Services contracts. Not to be used for Design Build (“turn-key”) contracts;
  2. This document is written from the perspective of hiring a general contractor who may sub-contract for specific services, etc.

c)Delete these instructions before publishing this Scope document.

d)Text in blue italics is guidance for the Scope writer. Either delete or edit all blue italics as required (revise the wording and change to non-italicized black font), as appropriate.

e)In order to preserve document numbering, do not delete any of the numbered sections or sub-sections of this document. Where sections or sub-sections do not apply to the work, simply mark them as N/A (Not Applicable). Where sub-sections are added at the 4th Level (e.g. 3.5.4.1), use the standard Word “Heading 4”

f)This document must be issued as part the Scope of Work document (including Contract Specific Requirements), edited to suit the work.

g)Do not contradict or include items that are covered in the Procurement documents or the other Contract documents.

Where appropriate issue a memo to Vale Procurement with the Requisition for this Work, outlining any special requirements for the Work:

  1. Intellectual property rights
  2. Non-disclosure agreements
  3. Invoicing requirements
  4. Type of Contract (Lump Sum, Cost Reimbursable, or combination of)
  5. Special Terms and Conditions / Supplemental Terms and Conditions
  6. Special requirements during Procurement process (e.g. Presentations of proposal)
  7. Proposal clarification meetings
  8. Cost breakdown as applicable:
  9. As-Built
  10. General Review of Construction
  11. Expenses (i.e. Travel, equipment, testing, etc.)
  12. Commissioning Assistance
  13. (break down further by discipline for large projects)
  14. All inclusive rate schedule breakdown for the hourly rate and all reimbursable expenses

Unless noted otherwise in the contract documents, provide all necessary labour, materials, equipment and services required to perform the Work.

Temporarily remove existing civil, mechanical, structural, electrical & instrumentation components or equipment required to complete the work. Reinstall all such items required to complete the scope of work.

All work shall be done in accordance with the applicable Vale Standards available on Vale’s Consultant and Contractor website (

This section is only to be used for Construction and Maintenance Services Contracts.

Delete the “N/A” and add content to each subsection, as required.

Number all sub -sections (do not use “bullets”). Use the standard Word Heading Level 4 and adjust the formatting as necessary.

Addition guidance:

Consider including in the description of the following:
The Work includes all mining related activities required for completion of the project. This includes any rehabilitation of existing ground support, drilling, blasting, mucking of new excavations / raises and installation of new ground support as per MTS layouts. This also includes drilling of boreholes for purpose of backfill, dewatering, cables, etc.

Drawings provided by Valeare intended to represent the general arrangement of the work and may not show all the details of the existing building(s) and any existing components within the work area.

Do not deviate from the design drawings unless authorized in writing by the Engineer of Record.

Only include material / equipment specifications that are not covered under Vale Engineering Standards.

List or refer to the specifications for the equipment to be supplied by the Contracting Party.

3.3.2Material Specifications

List or refer to the specifications for the material to be supplied by the Contract.

3.3.3Vendor Data Requirements

Specify format and content required for submittals for equipment / material data to be supplied by the contractor for equipment/material that requires the approval of the engineer.

3.3.4List of Custom Specifications

List any detailed/specific information pertinent to the Work that is not otherwise specified in the Drawings, Appendices, Contract-Specific Requirements, etc.

Include any sequence of work requirements related to the engineering deliverables.
