Center City Council
July 6, 2015
Regular meeting of the Center City Council was called to order by Mayor Sandy Olin at 7:00 pm at the Betty Hagel Memorial Civic Center. Present were Council members Eric Casson, JD Hanson, Dallas Morast, Keith Erhardt, and Auditor Terrie Nehring.
Hanson moved to approve the minutes from previous meeting. Morast seconded the motion, roll call voting, all voting aye, motion carried.
Bills on hand were presented for payment. Erhardt moved to approve and pay bills, seconded by Hanson, roll call voting, all voting aye, motion carried. Bills are Ameripride $84.80, BHG Inc $391.41, Corner Express $244.68, D & E Supply $272.40, Dakota Supply Group $769.79, Dave’s Sales and Service $64.35, Haag Signs $3,697.52, ND Dept of Health $20.00, S & M Lawn Service $265.00, Sletten Excavating $6,666.46, SBM $111.75, SW Water $6,429.69, Swanston $68.98, Ulteig Engineering $1000.00, Visa/Security First Bank $65.22, Waste Management $4,032.54, WRT $296.93.
Personal Appearances
Dave Hilliard with the Sheriff’s department was present. Junk Car Ordinance being enforced is nearly complete.
Zeke Norris requested rental of the Civic Center from 9 PM to 9 AM. General discussion.
Old Business
A Windhorst hearing continuation. General discussion followed. Erhardt made a motion to dismiss the complaint against A. Windhorst due to compliance. Casson seconded the motion. Roll call vote, all voting aye. Motion passed.
Tarped car general discussion. Cannot be in town tarped for more then 120 days.
Review of junk car ordinance. General discussion followed. Penalty section of ordinance discussed.
ETS Bid. General discussion followed. Ulteig will contact ETS.

Casson sprinklers to baseball diamonds. General discussion.

Erhardt: selling one of the 4-plex. General discussion.Flood zoning was discussed. Ulteig engineering will look at this and do what’s needed to get a flood certification. Erhardt motioned to approve surveying the Hazel Minor addition. Dallas seconded the motion. Roll vote, all aye, motion passed.
Erhardt asked if auditor should be put on housing authority accounts. Mayor said yes.
Morast will email about Quality Asphalt. Problematic ditch was discussed.
City lots surveyed.
Ask Incorporated inquired about property boundaries.
M. Yantzer has requested the City start mowing said lots.
Ulteig Engineering sewer improvements. General discussion. New section has two major sags.
Windhorst grass is so high on Vickie VanHousing and ambulance asking if city can cut the grass on there one lot.
New Business
Wolfies Bar undocumented street usage. General discussion. Undocumented street usage will be enforced in 2016.
Community Club street dance request for 2016 for June Friday and Saturday.
Spraying of leafy spurge on east side of river discussion.
2” meter for fairgrounds bill full amount to fair board.
Revise building permits. General discussion.

Hanson motioned to delegate hiring authority to hiring committee to hire whomever they deride starting immediately. Erhardt second, roll vote Hanson, Erhardt, Casson, vote Aye; Morast Nay, motion passed.
