3.  Float Requirements

Melton City Council, in conjunction with Djerriwarrh Festival Ambassadors, have acknowledged our growing community and agreed that, in order to ensure the longevity of the fabulous and unique Street Parade, floats entries should:

·  celebrate local identity and culture.

·  demonstrate who you are.

·  be creative, colourful and engaging.

·  reflect your community group.

Street Parade entries are subject to approval. You must provide a description in Section 2 about how you will interpret and implement the float requirements to be successful.

PLEASE NOTE:
The Djerriwarrh Festival Street Parade is a celebration of community and should not be entered for the purpose of business promotion or financial gain.
4.  Award category details

PARADE AWARDS

As part of the street parade, selective awards are given in recognition for the hard work and commitment demonstrated by participants.

Judging will occur in the assembly area before the commencement of the parade.

Parade winners will be announced on the Main stage at Melton Recreation Reserve, during the activities on Saturday 18 November 2017. There will be no presentations for the winners on the Main Stage.

Most Outstanding Achievement Award

The Grand Champion of the street parade.

Most Entertaining Award

The most fun and colourful/entry.

Best Community Award

The float that strongly demonstrates true community spirit.

Best Walking Entry

Best walking entry is for the best demonstration of skills such as gymnastic, dancing, music, sport or classroom activities.

Creative Community Award

This award is for the float that best demonstrates and embraces creativity and innovation.

5.  Less Waste and Litter Event details
Melton City Council constantly works towards minimising any negative impact community events have on the environment, in particular, in terms of waste reduction.
Our research and evaluation has shown that the majority of waste and recycling is generated at our events comes from food and drink purchased and consumed on site at events.
Therefore, we ask for your commitment to assist us with better serving our environment by reviewing the packaging you use when selling your products.
Please note that the following items cannot be used at any Melton City Council community events:
·  polystyrene products.
·  plastic bags.
·  soft plastic wrapping.
6.  Checklist

Your application will be deemed incomplete if the checklist is not completed.
I confirm that a representative from my organisation will be present at the Djerriwarrh Festival Parade Briefing and Information Session Tuesday, 17 October 2017 from 6.00pm to 7.30pm.
I acknowledge that a photographer and videographer will be present at the event and consent, on behalf of our entry and participants (children and adults) that images may be used for promotion of future festivals and other forms of marketing conducted by Melton City Council.
7.  Agreement
I have read and agree to abide by the Conditions of Entry and certify that the information provided is correct. I understand that non-compliance with the Conditions of Entry may result in permission to participate being withdrawn. I confirm that by signing this form that I am the designated contact for the event and will be at the event and contactable on Saturday 18 November 2017.

8.  Conditions of entry

1.  All Djerriwarrh Festival Street Parade groups must hold a current Public Liability Insurance Certificate valued at no less than $10 million, a copy of your current Public Liability Insurance "Certificate of Currency" must be attached to this Application Form when returned.

2.  As part of Melton City Council’s risk management plan, it is compulsory that all applicants are represented at the Djerriwarrh Festival Parade Briefing and Information Session on Tuesday, 17 October 2017 from 6.00pm to 7.30pm.

3.  All entries should be appealing to the spectators and display of the float requirements/criteria is compulsory.

4.  All floats should be decorated and staffed to an acceptable standard, and be ready to parade before entering the marshalling area. The entry of undecorated commercial vehicles used solely or primarily for the purpose of business promotion is not permitted. NB: Emergency Service Organisation vehicles are exempt.

5.  Groups wishing to take part without building a float may be a walking group. Walking groups are encouraged to chant, dance, cheer, or perform to demonstrate the identity of their organisation.

6.  The representative/person who signs the consent form must be present at the Djerriwarrh Festival site and during the street parade and be available on their contact mobile number for event day.

7.  All street parade participants must comply with the instructions and directions of the festival volunteers, parade marshals, council officers and emergency services officers.

8.  Any motorised vehicle used in the parade must be registered and roadworthy. However, exemptions apply to non-operational vehicles such as antique vehicle entries. A permit for these vehicles must be obtained from VicRoads, the appropriate authority. Visit vicroads.vic.gov.au for more information. Unregistered vehicles may be required to undergo a Police inspection on the day of the Parade.

9.  All drivers of motorised vehicles must have a full Victorian drivers licence.

10.  Mobile phones are not to be used by the driver of vehicles/floats, a ‘spotter’ sitting the passenger seat of motorised vehicles is highly recommended.

11.  Street parade entrants acknowledge that all rights in relation to any photographs, films, videos or sound recording of the Djerriwarrh Festival, or any part thereof the entertainment stage(s) or performers, are the exclusive property of Melton City Council and that without the written consent of Melton City Council no street parade entrant is able to make any photograph, film, video or sound recording.

12.  Please be aware that Melton City Council will commission professional photography and videography for the Djerriwarrh Festival. Your photo may be taken during the course of the event and any images captured will not be used for commercial purposes although images taken at the Djerriwarrh Festival may be used in future Melton City Council event publications and promotional material.

13.  A maximum allocation of 5 car spaces can be entered per business/community group, this includes trailers.

14.  Assembly times will be staggered to allow semi trailers, tray trucks, vans, cars and walking group’s easy access to the assembly area. If you do not arrive by the designated time you will automatically be placed at the rear of the parade.

15.  Multi-vehicle entrants MUST all enter the parade assembly area at the same time.

16.  All participants involved in the street parade do so at their own risk. The Melton City Council does not accept responsibility for injuries sustained by or to participants. It is incumbent on the participants to ensure that they have adequate footwear and clothing to suit the activity undertaken and climatic conditions of the day.

17.  No act shall be permitted that may endanger the safety of any person. If participants are standing in a motorised float, a safety rail must be provided to prevent them falling from the float.

18.  Goods, pamphlets or items to be distributed from or around moving vehicles are strictly prohibited.

19.  Slow moving vehicles or participants who refuse to comply as instructed, will jeopardise their place in the Street Parade.

20.  The distance of the floats shall be kept at a safe distance, with no overtaking permitted.

21.  No child is permitted to sit on a float driver’s knee during the parade.

22.  Possession or consumption of alcohol is prohibited.

23.  There shall be no glass used in the float display in any form.

24.  Foul language, fighting or swearing will not be tolerated, and will result in immediate removal from the Street Parade.

25.  The organiser reserves the right to refuse entry to participants at any time.
