MINUTES OF PROCEEDINGS OF MONTHLY MEETING HELD ON 15th MAY, 2015 AT 2.30 P.M.

Mayor, Councillor Andrew McGuinness, Presiding.

Present:

Councillors:Matt Doran, Michael Doyle, Peter ‘Chap’ Cleere, Kathleen Funchion,

David Kennedy, Joe Malone, Malcolm Noonan, Patrick O’Neill.

Apologies: David Fitzgerald, Breda Gardner and Patrick McKee.

Also Present:Mr. Simon Walton, A/Director of Services, Mr. Brian Tyrrell, Senior Executive Officer, Mr. Kieran Fitzgerald, Senior Engineer, Mr. Seamus Foley, Senior Executive Engineerand Ms. Catherine Cooney, Staff Officer.

Notice dated 8th May, 2015 convening a Monthly Meeting for this date was read.

Seconded by: Cllr. Joe Malone

And Agreed:

“That this meeting adjourn for a period of ten minutes as a mark of respect to the late Nicola Tyrrell, 15, Thomas Square, Kilkenny, beloved daughter of Noel and Martina who died on 7th May, 2015.”

The resolution was respectfully put to the meeting and respectfully passed in silence, all present standing.

  1. (a)Confirmation of Minutes of Special Meeting of Municipal District of

Kilkenny City held on 10th April, 2015 having been previously circulated were tabled for confirmation, it was

And Resolved:

“That the minutes as presented to this meeting be and are hereby adopted”.

(b)Confirmation of Minutes of Monthly Meeting held on 17th April, 2015

having been previously circulated were tabled for confirmation, it was:

And Resolved

“That the minutes as presented to this meeting be and are hereby adopted”.

2.Matters brought forward by direction of the Mayor.

(i)The Mayor praised all involved in organising or participating in the Darkness into Light event.

(ii)The Mayor suggested that plans be initiated to investigate a possible twinning arrangement with Malbork in Poland.

It was agreed to set up a twinning committee to advance the proposal.

(iii)Members agreed to display a plaque recently presented to the Mayor with the 1916 Proclamation inscribed thereon.

It was agreed to erect the Plaque in the undercourt of the Town Hall.

3.Community Involvement in Roadworks Scheme:

Seamus Foley, Executive Engineer made a presentation to members explaining the basis for the scheme, its success to date, and the successful outcome of local involvement in the scheme.

Mr. Simon Walton, A/Director of Services also advised members of the substantial benefit accruing to local community.

Members generally welcomed the scheme and thanked the Engineering staff for their support for the scheme.

4.2016 Commemorations - Progress to Date:

Mr. Brian Tyrrell, Local Co-Ordinator provided a presentation to members on progress to date of the 1916/2016 Commemoration referring to the set up of the seven member local committee and concentrating on the outcome of the public meeting held on 28th April, 2015.

5. Presentation on Kilkenny County Council Arts Programme:

Ms. Mary Butler, Arts Officer addressed the meeting and provided a comprehensive report on activities under the Arts Office Programme. Ms. Butler referred to specific strands of the Arts Programme including:-

  • Rhyme Rag
  • Arts Links
  • Open Circle
  • Artist Community Supports
  • Annual School Subsidy

Ms. Butler also provided statistics in relation to levels of activity and engagement and reminded members of the need to maintain commitment to budgets and finance for the Arts Programme.

Members thanked Ms. Butler for her presentation.
