PRSCompetition’sStandardsandPrinciples

1.Safetyisthefirstandhighestprioritybefore, during, andafterallPRScompetitionsandiseveryone’sresponsibility. Anyonewhoobservesanunsafeactcancalla ceasefireatanypointduringthecourseofanevent.

2.PRS competitionsaredesignedtotesta shooter’sabilitytoshootaccurately,correctforenvironmentalfactorseffectively,andsolveproblemsquickly.

3.Eachcourseof fire ataPRS eventwillbeverypracticalinnatureandrelativetocommonaspectsoflong-rangeprecisionrifleengagements.

4.A highlevelof professionalismandsportsmanshipisexpectedateachPRSevent. Allparticipants, toincludeMatchDirectors, RangeOfficers, shooters,andspectatorswillbetreatedwiththeutmostrespectatalltimes.

5.Cheatingof anykindwillnotbe toleratedatPRSeventsandwill resultinanimmediatematchdisqualificationandincertaininstancesmay be groundsfor expulsionfromthe Series.

6.PRS coursesof fire(COF) are individualeventsdesignedtotest a shooter’sindividualskillandability.Therefore coachinga shooterwhiletheyareconductinga stageisprohibited. Assistancebeforeandafter a stageisnotonlyauthorizedbutencouragedespeciallyfornew shooters.

Chapter1-Safety

Thefollowingrulesaredesignedtoprovide asafeshootingenvironmentforallinvolvedinaPRSCompetitionandarenotsubjecttodiscussionordebate. Itiseveryone’sindividual responsibilitytoread andfullyunderstandthe PRSSafetyStandards;ignoranceisnotanexcusefor asafetyviolation.Itismandatorytheserulesbe readbyaMatchOfficialpriortofirstroundsgoingdownrange.

1.1GeneralSafetyRules

1.1.1Keepmuzzles pointedina safedirectionatalltimesregardlessof thestatusof theweapon. Donotpointanyweaponat anythingyoudonotwishtodestroy.Thisisconsidered“flagging”andwillnotbe tolerated.

1.1.2Keepyourfingeroffthetriggerandoutside the triggerguarduntilyouarereadytoshoot.

1.1.3AllPRSeventswillberunoncoldranges.Acold rangeisdefinedaskeepingfirearmsunloadeduntilitisthecompetitor’sturntoshoot.

1.2SafetySOPForthe Conductof aMatch

Thefollowingrulesapplytoallparticipantsof a PRSevent. Theydonotapplytoashooterwhoisactivelyshootinga COF.

1.2.1Whileconductinganymovementwitha firearmat a PRS, the participantwillensureallof theirweaponsarepointedina safedirectionatalltimes.

1.2.2Allparticipantswillensurealloftheirweaponsare clearedwith themagazineoutatalltimes.

1.2.3Nopersonshallconsume or be undertheinfluenceof alcoholorfacultyalteringdrugssuchascommonnarcoticsduringthematch.Anypersonfoundtobeimpairedandunsafeasa result of legitimateprescriptiondrugsmaybe directedtostopshootingandrequestedtoleavetherange.

1.3SafetySOPFortheConductof a COF

Thefollowingrulesapplytoshooterswhoare activelyparticipatingina COF.

1.3.1Boltswillremainopenuntilthe ROgivesthecommandof“Loadandmakeready.”

1.3.2If there isnomovementinvolvedtothefirstfiringpoint,uponMD’sstagedesignanddiscretion, riflesmaybe ina “Hot”statusmeaningaroundinthechamber,magazineinserted,boltclosed, andweaponon“Safe”.Itistheshooter’sandRO’sresponsibility tofullyunderstandtheCOFandhow topreparetheirriflepriortostarting.

1.3.3Alltransitionsandmovementsduringacourse of firemustbe donewithopenboltsandanemptychamber.

1.3.4The180degreerulemustbeadheredtoatalltimes. Noshooterwillpointtheirmuzzleanymore than90degreesoff of thedirectionof fireineitherdirection.

1.3.5NegligentDischarges (ND’s) are takenvery seriouslyat anyPRS event.AND isdefinedasanyroundunintentionally dischargedfromafirearmduringa transition, movement, and/orweaponsmanipulation;or a roundintentionallydischargedduringa ceasefireperiod.

1.3.6AccidentalDischarges(AD’s) are alsotakenseriously. AnADis definedasanyroundunintentionallydischargedfromafirearmdue toamechanicalfailure. Theparticipantwillbe removedfromthe eventuntilheor shecanrepairthefirearmtosafe workingorder.

1.4PenaltiesforSafetyInfractions. Thepenaltieslistedbelowshouldbe followedascloselyas possible. However, MD’smay, whenthesituationwarrants,issueamoreseverepunishmentthanwhatiscalledforintherulebook.

1.4.1Firstoffenseflagging willresultina warning. SecondoffensewillresultinastageDQ. Thirdoffensewillresultina removalof theoffendingshooterfromthe competition.

1.4.2AnyonefoundviolatingtheColdRangerulewillresultinanimmediateMatchDQ.

1.4.3Anyshooterdeemedtobe intoxicatedbyanysubstancewillreceive animmediateMatchDQ. Thedeterminationof a participanttobe intoxicatedislefttothejudgementof theMatchDirector.Theshooterwillnotbepermittedtodrivefromtheeventwhilestillintoxicated.

1.4.4Movementortransitionduringa COFwitharoundinthechamberor aclosedboltwillresult ina warning.A secondoffensewillresultina stageDQ. Thirdoffensewillresultina removaloftheoffendingshooter fromthe competition.

1.4.5Firstoffenseofviolatingthe180degreerulewillresultinawarning. Secondoffensewillresultina stageDQ. Thirdoffensewillresultinaremovalof theoffendingshooterfromthe competition.

1.4.6A ND willresultinanimmediateMatchDQ

1.4.7AnAD willresultina zeroforthestageonwhichtheincidentoccurred.Shooterswillhave anopportunitytorepairtheirriflesandcontinueonwiththecompetitionbutwillreceivenopointsforanystagestheydidnotcompleteasmechanicalfailuresarenotgroundsfor a reshoot.If theincidentwasdeemedgrosslyunsafe,suchasanaccidentallydischarged roundimpactingoutsidetherangefan, the MD mayremove theshooter fromthecompetitionandissueamatchDQ.

Chapter-2MatchConduct

Thefollowingchapterdescribestheconductof PRSMatches.Someitemsareruleswhichmustbefollowedtoensurematchstandardsaremetandothersareguidelineswhichshouldbefollowedbutmaynotbepossibleduetoextenuatingcircumstances.

2.1MatchDirector’sResponsibilities

2.1.1The MDisoverallinchargeof thePRS event.

2.1.2MD’smustprovide aMatchBookwhichaccuratelydescribeseachCOF.

2.1.3MD’swillensuretargetryisingoodworkingorder. Anytargetpast600yardsmustbereactiveandhavetwospottersobservingthetarget.

2.2RangeOfficer’sResponsibilities

2.2.1RO’sare responsible for allaspectsof the COFtheyare running. They musthave a completeunderstandingof exactlyhow thestageistobe executed.Any questionsregardingtherulesofthestagemustbe addressedwiththeMD priortothestartofthefirstshooter.

2.2.2RO’smusthavea fullunderstandingof theofficialPRSRulesandSOP’s.

2.2.3RO’smustensure the rulesarethe exactsame for each shooter.

2.2.4AStageBriefwillbeconductedpriortothestartof eachstageandallquestionsmustbe askedandansweredpriortothestartof the firstshooter. RO’swillpointout eachtargettotheshootersexcepton“blind”stagesinwhichcasenoshooterwillbe toldthelocationof anytarget.

2.2.5Ifatanypoint duringtheCOFtheRO observesanunsafeact, he mustcallacease-fire.

2.2.6ItisuptotheRO/MD’sdiscretionastohow proceduralfaultswillbehandledbutmustbe thesame for everyshooter.

2.2.7RO’swhoarespottingduringa COFare onlyrequiredtocall“Impact.”“Impact” istheonlywordthatshallbe usedtolettheshooterknow thetargethe/shewasengagingwas struckwithabulletandwillbescoredasa hit.Theword“hit” canbe confused with“miss”andoftentimescreatesconfusionsoitshallnotbeusedbythe spottingRO.

2.2.8RO’sarenotpermittedtosignifyinanywaytoa shooterwheretheirroundsare impactingduringtheCOF. Tellingthemafter theyhave finishedshootingisencouraged.

2.2.9Foralltimedcoursesof fire,the ROwillmakeeveryefforttoensuretheshottimerregisterstheshooter’sfinal shot.Shooterswillbeautomaticallygranteda buffertime of .3 secondsmeaningthatif ashotwasfiredin90.3of90secondstageandwasanimpact, theshooterwillreceive full credit

2.2.10RO’smustshow each shootertheirscoreforthestagepriortothesquaddepartingthestage. Everyattemptshallbe made for theshootertoinitialnexttohisscore.

2.2.11Anyissuesthatmayarise mustimmediatelybe broughttothe attentionofthe MD.

2.3Shooter’sResponsibilities.

2.3.1Theshooterissolelyresponsibleforensuringthathe/shefullyunderstandsthe PRS andmatchrulesaswellastheCOF priortostartingthestage.

2.3.2Shootersarecompletelyresponsiblefor theequipmenttheyare shootingtoincludetheirammo.

2.3.3Shootersaresolelyresponsiblefortheirscore.Thisappliestoaskingthe ROfor a reshootiftheshooterbelievesoneiswarrantedaswellasensuringtheproperscorewasrecordedforthestage.If theshooterdoesnotsignfortheirscore,theywillnotbepermittedtopetitionthe MDfor a scorechangeduringthe arbitrationperiod.

Chapter 3-Code of Conduct and Sportsmanship

3.1Code of ConductandSportsmanship

3.1.1Unsportsmanlikeconductbyanyparticipantof a PRS eventwillnotbetolerated.

3.1.2Unsportsmanlikeconductincludesbutisnotlimitedto:arguingwithothercompetitorsormatchofficials,throwingof equipmentoranyothertempertantrum-likebehaviormostoftenassociatedwith3 yearolds,hecklingothershooterswhiletheyare shooting, useof vulgar/offensivelanguage,habitualwhining, andany otheractionthatmaybe outsidethenormof whatisconsideredtobeprofessionalbehavior.

3.1.3PenaltiesforUnsportsmanlikeinfractionsislefttothediscretionoftheMD.Thegeneralguidelinesfor MD’sarefirsttimeoffendersaregivena warningandtheirsecondoffensewillresultina MatchDQ andtheywillbe askedtoleavethepremises. If,however,theMD determinestheinfractiontobe of aseriousnature,he/shemayhave theoffenderremovedimmediately.

3.2CheatingDefinitionsandPenalties

3.2.1Cheatingisdefinedasdeliberatingattemptingtogainanunfairadvantageoverothercompetitorsinanunscrupulousmanner.

3.2.2Examplesof cheatingincludebutaren’tlimitedto:shootingaPRS stageforscoretheshooterhadahandinsettingupinanyway,exceedingthevelocityor caliberrule,changinganythingon a fellow competitor’sequipment,alteringor falsifyingscoresheetsor data inelectronicscoringdevicesordeliberatelyalteringtargetsorpropspriortothetargetbeingscoredorengagedtogain advantage.

3.2.3AnypersondiscoveredcheatingwillreceiveanimmediateMatchDQ.Asecondoffenseor a severefirstoffensewillresultinanexpulsionfromthe PRSfortheremainingseasonand willnotbe permitted toparticipateinanyPRS event.

Chapter 4-PRS Divisions and Classes

4.1OpenDivision

4.1.1OpenDivisionrifleswillnotexceeda caliber of .30.

4.1.2There are no other restrictions on the firearm to be used in the matches.

4.2Ammunition

4.2.1Tracer, incendiary, armor piercing, and steel jacketed or steel/tungsten core and steel shot ammunition are specifically not allowed and are prohibited.

4.2.2A competitor found in violation of the above will be assessed a $100 fee for each steel target damaged. Fines will be made payable the day of the offense.

Chapter 5-PRS Scoring

5.1Scoring

5.1.1Therearetwoauthorizedscoringsystemsfor PRS Competitions- 1or 2pointsperhitor10or 20pointsperhitonsteeltargetsandnosteeltargetshallbe worthmore than2timesthepoint valueof anyother target. Papertargetswithscoringringsmaybe usedtoscoreona10pointtarget.

5.1.2Know YourLimits/TestYourLimitsStagesareexemptedfromthisrule withonecaveat;thetotalnumber of pointsavailableonthestagecannotexceedthemaximumtargetvalue(2or20)multipliedby thenumber of targets. Forexample;afourtargetKYL stagecanonlybeworthamaxof 8 or80pointsdependingonwhatscoringmethodisused. Itisleftuptothe MDastohow a shooterisabletoattainmaxpoints. Forthe fourtargetexample the stagecannotbe worthmorethan8pointssoascoringscheme of 1,1.5,2,3.5wouldbeacceptable.

5.1.3Match booklets will have detailed scoring information outlined for each stage.
