CCT CIVIL ENGINEER/ARCHITECT

I. BACKGROUND

The Conditional Cash Transfers (CCT) project’s development objectives are to strengthen the effectiveness and efficiency of the Republic of Macedonia’s social safety net through the introduction of conditional cash transfers and improvements in the administration, oversight, monitoring, and evaluation of social assistance transfers.

By supporting strengthening of the effectiveness and efficiency of the social safety net and enhancing human capital links to cash assistance, the project will contribute to the GoM’s ultimate objectives of alleviating poverty and enhancing human capital by supporting the strengthening of the effectiveness and efficiency of the GoM’s social safety net and enhancing the human capital links to cash assistance, thereby reducing the inter-generational transmission of poverty over the long run.

The project would contribute to the GoM’s efforts to overcome poverty and social inclusion through the provision of conditional cash benefits, by:

•promoting enrolment, attendance and completion of secondary education of all children living in the Republic of Macedonia, and

•creating a high quality human capital which will be able to achieve sustainable economic growth for the benefit of current and future generations.

II. GENERAL OBJECTIVE

The objectives of the assignment are to support the Project Management Unit (PMU) and the MLSP during the process of preparation of Project designs and supervision of renovation and furnishing for small group homes, day care centers and adaptation and furnishing of 84 local offices in all municipalities for applying for social and child benefits and the other institutions under the umbrella of the MLSP.

III. SCOPE OF THE SERVICES

The Civil engineer/architect will carry out the following activities:

-Provide support to the PMU and MLSP in the implementation of the adaptation works of the local offices,Project designs and supervision of renovation and furnishing for small group homes, day care centersand to ensure compliance with the contract agreements and other applicable laws.”

-Cooperate and coordinate with relevant departments in MLSP and other beneficiary institutions on obtaining technical documents (i.e.TORs, technical specifications, etc) for timely preparation of invitations to quote/requests for proposals;

-Review technical specification for works and support beneficiary institutions in acquiring required permissions, approvals of authorities and additional architectural designs if needed;

-Support in coordination and preparation of invitations to quote for procurement of works and relevant technical services, and requests for proposals for selection of consultants;

-Provide support in preparation of publication announcements on procurement/selection opportunities in relevant media editions as required for specific method of procurement/selection;

-Provide assistance or to participate in the evaluation committees during the evaluation process related to the reconstruction activities

-Close monitoring of the works and closely liaising with the Supervisor hired under the project;

-In cooperation with beneficiary institutions oversee the contract implementation for all civil works and works relevant activities (such as civil works supervision) as well as assure all required certification, reports and invoices upon finished civil works are delivered and verified; Ensure that Contract Agreement clauses agreed upon with the reconstruction contractors are compiled in terms of quality as well as technical specifications;

-Maintain proper records of all tests carried out , meetings and site visits;

-Monitor and inspect progress of reconstruction works, by making regular follow up visits to reconstruction sites in order to ensure that reconstruction works are performed within the agreed deadlines;

-Certify all payments related to the reconstruction of the local offices after verification of work performed at sites

-Attend site meetings at regular intervals, and distribute minutes of meetings, highlighting the issues;

-Provide technical support and expertise to the MLSP in any design, construction or contractual issue related to structures owned or operated by the MLSP

-Perform any other duties related to the scope of the assignment that might arise and as determined by the CCT Project Director/CCT Project Manager.

IV. EXPERIENCE AND QUALIFICATIONS

  • University degree in Architecture or Civil Engineering;
  • Knowledge of Macedonia legislation and standards in the fields of architecture, design, construction, urban planning and environmental protection;
  • At least 3 years of professional experience in project design, assessment, inspection or supervision of construction works and large scale renovations;
  • Experience in coordination and management of civil works contracts
  • Knowledge of construction terminology, ability to produce, read and interpret technical drawings and specifications, construction details, notes and instructions, sequencing, scheduling, means and methods of carrying out construction;
  • Full computer (MS Office) and office automation literacy;
  • Fluency in Macedonian and English; good report writing skills in both languages;
  • Strong interpersonal and communication skills, ability to work in teams and transfer knowledge and skills;
  • Driving license

V. REPORTING OBLIGATIONS

The consultant shall regularly debrief the Project Director and the Project Manager on the progress in respect to the works activities performed by contractors hired by the Project or the MLSP, as well as take pro-active role in the planning of interventions on buildings owned or operated by the MLSP.

VI. DURATION OF ASSIGNMENT

The Consultant will work under a time-based contract. The assignment will be full time, working 8 hours a day on the regular business days in Macedonia. The assignment is for a time period till August 31, 2018.

VII. DATA, LOCAL SERVICES, PERSONNEL AND FACILITIES TO BE PROVIDED BY THE CLIENT

The Consultant will be provided with suitable office space, appropriate equipment such as PC, printer as well as business mobile number.
