  1. The federal recommendation for paying for absences is providing full payment as long as the child attends 85 percent of authorized time or providing full payment as long as the child is absent five or fewer days in a four-week period.

Which do you prefer:

  1. When considering the possible benefits and challenges of implementing annual inspection requirements, the timing of the inspections has been identified as one factor needing evaluation.

For legally exempt programs, which of the following options would be the preferred approach to conducting annual (not complaint) inspections and why? (discussion followed by rating of options)

a)During the 40-day temporary enrollment period

b)Within the first three months

c)Within the first six months

d)Within the first year

For licensed and registered programs, at what point following the initial license or registration period would the annual inspection best promote compliance and/or quality, and why? (discussion followed by a rating)

Given the increased training and professional development requirements, we are suggesting a progressive model that would take a two-tiered approach: one for “new” staff and one for “advanced” providers. Based on this approach:

  1. How would you differentiate between a “new” provider and an “advanced” one?
  2. What would a new provider need? Do the topics on the list of Federal topic areas cover it? If not, what is missing?
  3. For providers who have been in the field for many years, what topics/approaches may keep them engaged?
