Minutes of the Parish Council Meeting held on 12thMarch 2014

OFFICIAL BUSINESS OF THE COUNCIL

  1. Apologies for absence.
Apologies were received from Cllr’sFritzsche and Scott.
  1. Declaration of Interests -To receive declarations of interests under the 2000
Local Government Act.
None.
  1. Approval of Minutes of the last meeting of the Parish Council held on
Wednesday 8th January 2014.
Cllr Dix asked for the wording at item 1 to be amended.
It was proposed by Cllr Ashcroft and seconded by Cllr Dixthat once the amendments had been made the notes of the 8thJanuary2014 would be a true record of the meeting and they were agreed to be signed.
Agreed. Carried.
  1. Clerk’s Report - Update on matters occurring since the last meeting not
otherwise on the agenda.
The Clerk had nothing extra to report.
  1. Financial Matters:
  1. Presentation and approval of the current Parish Council accounts.
All the Councillors were given a copy of the current Parish Council accounts. It was proposed by CllrDixand seconded by Cllr Ashcroftthat the accounts be accepted as a true record.
Agreed. Carried.
  1. Authorisation of BACS/cheque payments.
It was proposed by Cllr Woodwardand seconded by Cllr Greybrookthat the cheques and invoices could be signed.
Agreed. Carried.
  1. Insurance – discuss the quotes received for the Insurance renewal on 17th March 2014.
Three quotes had been received from AON, Zurich and Came & Company, the quotes had been done on a like for like basis.
The Clerk informed that she had had a lengthy and very helpful meeting with a man from Came & Company where they had gone through the cover in full and some changes had been made with information received from Cllr Nelson and Cllr Greybrook regarding the Village Hall and Sports Pavilion.
It was proposed by Cllr Dix and seconded by Cllr Nelson that they go ahead with the quote for £4,348.90 from Came & Company on the 3 year long term agreement. Came & Company had looked after the Parish Council Insurance previously and the Council were very happy with them.
All agreed. Carried.
It was agreed that the Clerk would look into getting a quote for the metal fence around the playing field, the burial ground gate, the bus shelter on the A607 and the cast iron sign post to be added to the insurance.
  1. The Parish Environment:
  1. Planning – Report on planning matters affecting the Parish.
The application for the 13 Wind Turbines can be found on SKDC Planning website.
There is nothing new on 9 Waterloo Road.
Planning as been approved for:
Application No: S13/3406/FULL
Proposal: Conversion of barn 1 to annexe and barn 2 to utility / games room / store and installation of satellite dish.
Location: Middlefield House, 46 High street, Caythorpe
Application No: S13/3170/HSH
Proposal: Erection of two storey rear extension.
Location: Halfpenny Cottage, 53 High Street, Caythorpe
New Applications received:
Application No: S14/0346/FULL/PC1
Proposal: Erection of bungalow.
Location: land between 3 & 7 Frieston Road, Caythorpe
The Council noted that the applicant had increased the bungalow from 2 to 3 bedrooms as well as having a garage compared to the previous application that was submitted and granted for the site.
It was proposed by Cllr Dix and seconded by Cllr Ashcroft that they object to the application on over development of the site, which is not leaving much land on the plot,andthat the building line being brought forward to the front of the plot in line with The Haven property next to it, where they believe a tapered building line would be more suited.
Application No: S14/0437/LB/PC1
Proposal: Two storey extension to rear, internal alterations, replacements windows and erection of canopy.
Location: Waggon and Horses, 57 High Street, Caythorpe,
Cllr Dix informed that he saw no problems with the application in itself however he was concerned that on the Planning, Design & Access Statement, Page 5 it states “ however, it is noted that a separate application for 2no new dwellings expected to run concurrently with this application.....”
No application for 2 dwellings on this site had been received by the Council and District Councillor Sampson had not seen such an application. Therefore it was agreed that the Council could not comment on the application until they have seen this application, as planning of the area as a whole should be dealt with together and they would ask that SKDC did not determine the application until further investigation is made.
  1. SHLAA 2014 – discuss a letter received from SKDC.
A letter had been received from SKDC asking for Parish Council to put forward any areas of land that could be used for possible housing development.
It was agreed that as the Local Development Framework has now been confirmed the Council will not submit anything.
  1. Allotments – report from Cllr Ashcroft.
Cllr Ashcroft will be confirming that there is still a requirement for the allotments.
  1. Neighbourhood Plan / Parish Plan – to discuss which way to proceed.
It was agreed more research should be done into a neighbourhood plan, and then it will be discussed at the Finance Meeting.
  1. Post Office / Royal Mail – report.
Cllr Nelson had written to the Stephen Phillips MP regarding the possible closure of the Post Office, who had written to the Post Office and received a response. The response did not confirm or deny that the post office would close it just confirmed that they were looking at how to use the Post offices more efficiently by having more facilities within them. However the Council noted that the Caythorpe Post Office is very small and it would not be possible to have anything else in it.
It was agreed that a formal meeting would take place with Richard Marston from Caythorpe Post Office and the Chairman of the Council to inform him that the Council would like to work with him.
Cllr Nelson informed that he had drafted a letter to Stephen Phillips regarding the Post Box and that he would be sending it shortly.
  1. Recreation and Leisure Facilities:
  1. Report from Playing Field Committee.
They had an extremely successful Caythorpe Dash where they had raised £1500. There was a shortage of volunteers for the events and without volunteers they cannot go ahead.
The Caythorpe Canter is on the 12th April and they are looking for volunteers.
The Committee is doing well financially and they are looking at extending the kitchen and revising the entrance.
  1. Report from Village Hall Committee.
There has been quite an increase in casual bookings for the hall – an increasing number of family parties are being booked, it seems that these stem from attendees at parties later booking their own parties at the hall, this is a tribute to the hardwork of the committee in ensuring that the premises are in good decorative order and offer the right facilities for a wide range of activities.
Recently meetings have been held in the hall by both the objectors and the company involved in the proposed construction of the wind farm on Fulbeck airfield.
Going forward the hall committee have to consider the flat roofing at the rear of the building, this will need either remedial work or a new roof this year – luck has been on our side to date with the lack of snow etc.
  1. Community Involvement:
  1. L.I.V.E.S. – report form Cllr Ashcroft.
The group AGM took place on 12th Feb 2014, at which Cllr Giddings stood down as group coordinator and responder. The AGM put on record their thanks for her efforts in helping the group get established during its first 2 years of activity. Cllr Ashcroft had been appointed as the new group coordinator. The group currently has a total of 10 responders, with the possibility of a new recruit coming on board in the near future. Since Jan 2013 the group have responded to over 30 call outs and over the last few months LIVES HQ had reported a high level of demand across Lincolnshire. The group intend to mount a promotion drive over the next few months to try and encourage new members to come forward and become first responders and help their community, Finally, the next Area LIVES meeting will be held here on Sum 13 April from 1300 – 1600.
  1. Community Heartbeat - report by Cllr Greybrook
We now have two of the three installed defib units commissioned – the village hall and the playing field pavilion. The Frieston green unit has been fixed and is awaiting connection to the electricity supply.
February 20th an “awareness evening” was held in the village hall, this was attended by nearly 100 residents who were briefed on how the system operates and then received a really good presentation on how to perform CPR in conjunction with using the defib. It is hoped to repeat this again in April or may. Our thanks should go the CHT, LIVES and First responder representatives for making the presentation. At the conclusion of the meeting £105.85 was collected in donations from the attendees – a further £27 was received from the festival singers and £85 from Mr & Mrs Romeo from Frieston raised by selling apples.
Also, the meeting was briefed on VETS which is “village emergency telephone system, usually this is used in conjunction with using the defib call-out. However, it can be tailored to help residents who have differing types of emergencies – for instance if working in an isolated area or out walking and have a fall they could raise help by dialing the VETS (full details will be made available at the meeting) I would urge the pc to consider giving their support to this project.
  1. Transport and Highways - To discuss any urgent highway concerns within the Parish.
  1. Report on the site meeting with Highways.
There had been a very successful meeting with Lisa Gilbert from Highways and several members of the Parish Council. It hoped to repeat the meeting on a regular basis.
  1. High Street Parking.
Cllr Roberts informed that Lisa Gilbert had informed that they can apply for passing places on Back Lane which may help with the parking situation, but they do not cover parking bays.
A reply had been received from Stagecoach regarding the incident in November and Miss Metheringham although not receiving an apology herself was happy with the response.
  1. Community Safety–Report on local crime and policing matters.
There has been an attempted burglary on Millfield Crescent where they were disturbed.
The police are still looking at manning the beat office and the Council believe it should be revitalised, the District Councillor uses it for surgeries, the Clerk has offered to do hours in it and hopefully some volunteers.
  1. Items of urgent business.
Various maintenance jobs are needed and have been carried out in Caythorpe & Frieston recently these jobs have been carried out by Brian Wills for the Council and he is willing to do the borders at the War Memorial which was previously done by volunteers.
  1. Arrangements for next meeting–
The Annual Parish Meeting will take place on Wednesday 14th May 2014 at 6.30pm followed by the Annual Parish Council Meeting at 7.15pm both will be held in the Village Hall. / Clerk

County Councillor

Councillor Wood sent his apologies.

District Council

Cllr Sampson informed that with regards to the smell down at Fulbeck Airfield a meeting had taken place between Seven Trent Water and the Environmental Protection Team at SKDC. It was reported that 17 thousand tones had been contracted to be deposited on site when only 3,900 tones should be on an area of this size. It had been agreed that 2 pits would be removed immediately and then a 3rd pit behind the war memorial would be removed. Cllr Sampson commended the residents down near the airfield for their reaction.

Cllr Sampson also informed that the Sleaford Power Station policy was that no straw should be outside 20 miles from site and somehow it had been agreed to store it at Fulbeck Airfield. LCC Highways had been contacted regarding the number of large vehicles going to the Airfield.

Cllr Sampson commented that SKDC had frozen their Council tax.

Cllr Dix informed that Seven Trent had done something similar previously and that they had been prosecuted. He asked if the Environmental Health at SKDC had been asked to prosecute them.

He commented that he was glad to see action begin taken on the straw that it was causing drains to be blocked and that vehicles were being forced off the roads by the lorries.

Cllr Sampson informed that Leadenham Parish Council had contacted NKDC about the drains and LCC Highways west.
