56. DISCUSS/APPROVE TAX RATE FOR 2014-2015 SCHOOL YEAR

Discussion was held concerning the rate. Penny Boeckmann (Finance Director) informed the board the compensating tax rate was 69.0 and the rate to produce the allowable 4% increase in revenue was 71.7. The 4% increase in revenue would amount to $85,000 more than the compensating rate. From the beginning of the discussion, Neely said he would not vote for the 4% increase but would vote for something less. Payton said his intention was to vote for the compensating rate. Superintendent Faulkner reminded the board that not taking the increase would mean the district would fall further behind on providing programs and staff. Boeckmann reminded the board that the state mandated a 1% pay increase this year and a 2% next year and that if revenue was not increase it would result in a cut in teaching staff. Hatcher made a motion to set a rate that would yield a 3% increase in revenue. Boeckmann said it would probably be 71.1 but the rate would have to be verified. Ballou called for a vote and Neely, Payton and Wilson voted no and Ballou and Hatcher yes. Motion did not pass so Neely said he would agree to a rate of 69.9 which with the exoneration would be 70.0% It was discussed that this would result in about a $30,000 increase in revenue.

Motion by Hatcher, Seconded by Neely to approve a 69.9 rate.
