The aim of this document is to provide a level of clarity with regard to changes between the previous specification document PD_PDRD_KLP_SPEC_004/2 and the revised specification document PD_PDRD_KLP_SPEC_0004/A issued as part of a Request for Information (RFI) under tender number TE18-KDS-8DV-00058.

It should be noted that it is the responsibility of the potential bidder to still consider specification document PD_PDRD_KLP_SPEC_0004/A holistically, the technical response form per Energy Storage component and evaluation criteria document as issue on the e-tender website.

This document is available upon a request for clarity to any party of individual interest in providing a proposal to the Energy Storage System Inverter Request for Information.

3.Changes to Energy Storage System Inverter Specification

Change / Description
1 / Tender reissued as a Request for Information to allow greater flexibility for a respondent to deviate from the specification.
2 / Described the purpose of the Request for Information.
3 / Removed the following IEC Standards as applicable standards from the Specification Document: 60051, 60694, 60947, 61000-4-2, 61287, 62109 and 62492.
4 / No changes to the operational environment and conditions from the previous specification.
5 / Inserted a high-level system overview of the Energy Storage System and the anticipated interfaces.
6 / Specified two technical options a bidder may respond to. The respondent may provide a proposal for either option or both based on their own preference.
7 / DC input voltages of the two options are: 56.5 V or 565 V with an allowable deviation of 15% from specification.
8 / DC input power are: 50 kW for both options with an allowable deviation of 15% from specification.
9 / AC output voltage are both 400 V @ 50 Hz and 480 V @ 60 Hz. These are requirements for both options.
10 / The proposed solution must be accommodated by datasheets or other relevant information to ensure each of the following is answered:
  • Maximum Continuous and Peak Input and Output Currents;
  • Input and Output Ranges or Limits;
  • Operational Efficiency;
  • Standby Losses;
  • Weight and Dimensions of Technical Proposal;
  • Display Type, if applicable;
  • Compliance to Standards;
  • Noise Levels;
  • Conditions of Before Deration;
  • Mounting Method; and
  • AC In/Out and DC In/Out Connectors.

11 / Reiterated the need of the following monitoring capabilities to be offered as part of the proposal:
  • Real Power;
  • Power Factor;
  • Input and Output Voltages;
  • Input and Output Currents;
  • Utility Status;
  • Frequency;
  • Power Flow (net consumer or provider over a defined period); and
  • Battery Bank State of Charge.

12 / Emphasize the need for a commercial-of-the-shelf solution as far as possible under the technical requirements specified.
13 / Included a requirement of an additional feature of stacking/paralleling of the proposed inverter solution to increase overall system size should this be pursued.
14 / Reiterated lead time of 12 weeks fro delivery of proposed equipment after placement of Purchase Order.
15 / Inserted a paragraph requiring a response for demonstration of previous experience.
16 / Removed Annexure A from the specification document describing the additional general information and RFP/Q requirements
17 / Included an Evaluation Criteria sheet as part of the tender documents for the respondent to view scoring methodology. Scoring criteria includes experience, compliance to specification, guarantees and maintenance, training and lead time with the associated weightings. Accordingly, evidence must be provided to support the bidder statements to these categories.
