How the case for change was developed

Artibus Innovation has been commissioned to transition the CPPACC units of competency within these qualifications to the (2012) Standards for Training Packages.

In undertaking this work, issues have emerged with the existing training components that make it very unlikely that the work would meet the requirements of the quality assurance of the case for endorsement.

To this end, this case for change provides evidence of the need to undertake a full review of the following access consulting qualifications relating to the CPP Property Services Training Package:

·  CPP40811 Certificate IV in Access Consulting

·  CPP50711 Diploma of Access Consulting

·  CPP80313 Graduate Diploma of Access Consulting

·  53 units of competency

The case for change

Drivers for change

Through evidence-based research and industry consultation, the following key drivers for change have been identified in developing this case for change.

Educational driver

Qualification content and duplication

There is a very significant duplication (up to nearly 70% depending on unit selection) in the units of competency in CPP40811 Certificate IV in Access Consulting and those in CPP50711 Diploma of Access Consulting. Also, the qualifications contain a significant number of redundant units of competency.

Both CPP40811 Certificate IV in Access Consulting and CPP50711 Diploma of Access Consulting are large qualifications in terms of the numbers of required units of competency. The typical range of units for these qualifications are listed here:

·  certificate IV qualifications vary from 10 to 20 units with an average of 13 units

·  diplomas have 10 to 20 units with an average of 14 units

·  graduate diploma have an average of 6 units

CPP40811, with 20 units, is on the upper level of larger certificate IV qualifications and substantially above average; CPP50711 with 25 units is larger than most diploma qualifications and nearly twice the average size; and CPP80313 is above average in size.

Lastly, neither CPP40811 nor CPP40811 include a description that includes the focus, and the application of the qualification and the purposes of the qualifications are unclear, as is the distinction between them.

Australian Qualifications Framework (AQF)

·  There are issues with the structure of qualifications and their alignment against the Australian Qualifications Framework (AQF):

o  The qualifications are unlikely to meet Standard 8 in the Quality Assurance report.

Quality principles – access and equity entry barriers to the qualifications

The qualifications are large in terms of numbers of units of competency and well above the average size of others at the same level which makes them expensive and difficult to deliver.

Low enrolments and completions rates

Enrolments and completion rates are alarmingly low. From 2014 to 2015, CPP40811 Certificate IV in Access Consulting and CPP50711 Diploma of Access Consulting combined reported a total of 144 enrolments from two jurisdictions: New South Wales and Victoria. The preliminary results suggest a completion rate of 50% for CPP40811 Certificate IV in Access Consulting only.

In addition, it is worth noting that:

·  only one registered training organisation (RTO) in Australia offers CPP40811 and CPP50711

·  CPP80313 Graduate Diploma of Access Consulting is not currently offered anywhere in Australia.

Regulatory driver

·  Policy directive to align training package components to the 2012 Standards for Training Package

·  Support the COAG Industry and Skills Council reforms to training packages

Proposed changes

Motion to undertake a full review and:

·  Update CPP40811 Certificate IV in Access Consulting and CPP50711 Diploma of Access Consulting

·  assess the potential removal of CPP80313 Graduate Diploma of Access Consulting

·  remove obsolete, duplicative, and superfluous units of competency within the qualifications

·  ensure the qualifications reflect current access-related demands

·  redesign the package rules to enhance reduce barriers to entry and improve training and delivery

Industry support for change

Methodology

The following approach was undertaken to address the issues with industry:

·  a nation-wide industry survey has been undertaken

·  a meeting with the Property Services IRC

·  an evidence-based review of the currency of the components

·  targeted-based consultation and web-based with key stakeholders

·  research to confirm the continuing need for the identified qualifications/units of competency by industry

Overview of the issues

Key issues identified by stakeholders are outlined below:

·  address and update specifications in the assessments conditions to enable more flexibility in relation to training

·  reassess the currency of qualifications in the industry

·  reconsider the packaging rules of the qualifications

·  update, where applicable, licensing, and regulatory requirements

The review and development of the qualifications will follow a standard project remit:

·  engagement of subject matter experts (SME)

·  ongoing research

·  interstate forums and seminars

·  development of components

·  industry validation

·  final draft, editorial and equity, quality review, endorsement

Implementing the COAG Industry and Skills Council (CISC) reforms for training packages

The proposed changes directly align with the COAGs Industry and Skills Council (CISC) reforms to training packages insofar that:

·  the deletion of duplicated or superfluous qualifications/units of competency is a central aim of the project. Industry support will be vital throughout this assessment.

·  the review and further development of the qualifications is intended to redesign the qualifications so that information relating to pathways and cross-sector and cross-industry mobility is clear. In doing so, the redesign of the qualifications will foster equity in the industry.
