JOB SUMMARY
The incumbent of this position is in charge of the Community Based Saving Groups (CBSG) and is responsible for carrying out of the project activities in target communities (Mazar city Balkh province). The Community Based Saving Groups officer will play an active role in the targeted communities to build understanding and support for the Foundation for Peace Project intervention by working in close collaboration with project team. The primary responsibility of the incumbent is to mobilize the target communities, build capacity through regular counseling, collect community mobilization and training data, and most importantly facilitate a broader appreciation of women’s activities in the household income generation. The incumbent will support the Field Supervisor in women selection, data collection/analysis, quality of training and reports.
This position is responsible for the following roles:
§  Establish Community Based Saving Groups with around 15-20 members through a process oriented approach
§  Promote savings in the groups as a principal activity; introduce a process of credit from among them from their savings
§  Provide returnable revolving funds to successful groups so that they can build their common fund and financial resources
§  Link the groups with other CARE projects for need based interventions
§  Promote interventions for gender balanced development
MAIN RESPONSIBILITIES AND TASKS
Social Mobilization:
§  Facilitate formation of community based saving groups at the communities
§  Identify poor households and encourage them to take membership of the CBSGs
§  Identify center for group gatherings/meetings and schedule/organize group meetings
§  Inculcate savings habit, encourage credit rotation and write accounts of groups
§  Maintain records of groups and monitor and evaluate group performance.
§  Identify group needs and encourage members to initiate activities based on their needs and implement them using accumulated credits
§  Encourage community for interventions which put their lives at ease
§  Conduct regular group meetings and record minutes for every group transactions
Project management:
§  Maintain financial transactions of groups through conducting periodic checks and verifications of their savings and credit
§  Encourage savings by the members and regular repayments of credit rotation
§  Ensure and collect data required for the project
Administrative:
§  Identify villages and conduct project activities in their respective areas in an environment conducive for women
§  Promote community based saving groups concept for promoting gender balanced development in tune to the local customs
§  Report to field supervisor on day to day basis and take part in all meetings
§  Work closely/coordinate activities with other CARE programs at the village level
Capacity Building:
§  Participate in all trainings and meetings conducted by the project from time to time
§  Train group leaders, members, and other concerned government staff and local communities to run and support the project
§  Build capacities of group members in job related areas such as accounting, group dynamics, leadership and value of collective actions through organizing events, training and exposures
§  Promote local leadership through community based saving groups
Networking:
§  Establish and maintain a good relationship with the village elders, Community Development Councils, Shuras and other NGOs in the area
§  Liaison with the government and CARE programs such as ERRP, Education and RAP and other NGO programs in the area
Miscellaneous:
§  Record project lessons learned and challenges and report them to the Project field Supervisor
§  Work according to the communities’ cultures and tradition
§  Ensure that no discrimination is made among the different classes of people in the communities
§  Improve the social skills of women in target areas
§  Apply “Do No Harm” theory at any project interventions
§  Participate in participatory need assessment at community level
§  Perform any other identical duty as assigned
QUALIFICATION (MINIMUM REQUIREMENTS)
EDUCATION: University degree in Social Sciences, Law or other related degrees
WORK EXPERIENCE: At least 2-3 years working experience in community mobilization/self reliance/self help sectors, preferably with a national or an international organization
SKILLS: Facilitation, community mobilization and motivation
Ability to prepare timely reports, good communication, problem solving, negotiation and analytical skills
LANGUAGES: Excellent communication in local languages and ability to read, write and speak in English is an advantage
GENERAL: Computer literate and able to work in rural areas
