Car prices in the European Union on 1 May 1999 in new presentation: differences remain high

The most recent report of the European Commission on car prices in the European Union (EU) indicates that the positive development of last year has not continued. As compared to the situation of 1 November, 1998, price gaps have widened again. As an important improvement, the report now covers prices in all 15 Member states, divided into members and non-members of the euro zone. This presentation facilitates not only price comparison within the euro zone, which includes Finland but excludes Sweden and the United Kingdom (UK) as compared to the previous presentation, but also improves price transparency across the whole of the EU.

The situation on 1 May 1999 shows that the UK remains the most expensive market, for 62 of the 75 best-selling models examined. A positive sign is that for more than half of the models offered in the UK, manufacturers have carried out, in some cases substantial, price cuts. This effect has, however, been neutralised in many cases by the sharp appreciation of the British Pound. Within the euro zone, Germany is the country where prices are the highest for most of the models, while low prices can be found above all in Finland, the Netherlands and Spain.

The Commission is still receiving complaints from final consumers, mainly UK residents, who encounter obstacles in car purchase in other Member states. Although the Commission cannot open proceedings in all individual cases, any evidence of possible violations of EU competition rules will be taken into account when deciding the future legal framework of car distribution.

Some highlights

Price differences (expressed as percentages of prices in euro before tax) at 1 May 1999 between cheapest and most expensive euro zone markets for a selection of best-selling cars were as follows:

Pricing policies of manufacturers and new presentation

The above figures reveal that, as per 1 May 1999, price differences are generally much lower within the euro zone than within the twelve Member states covered in the previous car price reports. This result is above all due to the fact that the UK as a high price market is not part of the euro zone. A comparison with the twelve Member states quoted in the previous reports reveals, however, that price differences have increased.

This situation has been exacerbated by two otherwise positive developments. Firstly, the reduction of prices in the UK by a number of manufacturers, in particular Volkswagen, Fiat and Renault, has been offset, at least partly, by the substantial appreciation of the British Pound, making UK prices higher again after conversion into euro. Secondly, important price reductions have occurred in certain low price markets. The overall effect has consequently been a re-widening of price gaps for many models. The report further reveals that the great majority of manufacturers continue to try to keep price differentials below 20%. Price gaps are however still considerable for certain models of Ford, Volkswagen, and certain Japanese models.

The separation of members and non-members of the euro zone allows a more detailed analysis of the car price evolution. It will increase price transparency not only within the euro zone, but also between members and non-members of the zone, and should thus be promotive of cross-border trade and further diminish price differences. The reference price for the calculation of differentials is that of the cheapest country for any model within the euro zone. The fact that prices before tax in Finland, as also in Denmark and Greece, are in many cases much lower than those in other markets is largely due to manufacturers' pricing policies in response to the high taxes on car purchase in such countries.

Methodology

The methodology used is the same as that employed in the past: a total of 15 European and 8 Japanese manufacturers submitted the recommended retail prices, as of 1st May 1999, of 75 (previously 76) of their best-selling models.

Prices are adjusted for equipment differences and are given in local currency and in euro[1], before and after tax. Prices for major options, right-hand drive and other information are also supplied. For some models, further options and differences in standard equipment may exist in certain national markets. It should be noted that actual retail prices may differ from recommended list prices, as dealers are free to set their own prices and cars may be differently equipped, depending on the market. As previously announced, the report presents, from now on, prices in two distinct tables: the Member states of the euro zone and the other Member states.
