Performance Monitoring Report

1.  PURPOSE OF THE REPORT

To provide Members with the details of the Performance Monitoring Report for the third quarter monitoring period 2011/12, for the Police Community Support Officer provision in Wrexham County Borough, as required within the Service Level Agreement between the Council and North Wales Police Authority.

2. INFORMATION

2.1 On 31 July 2007 (CEDO/30/07) the Executive Board agreed the Service Level Agreement (SLA) between the Council and North Wales Police Authority (NWPA) for the provision of PCSO’s in Wrexham County Borough. The Council’s agreed contribution to the scheme was £100,000 in 2007/08 and up to 25% of the salary costs of 48 PCSOs from April 1st 2008 onwards.

2.2 Further to the development of the SLA a Monitoring Group was established to oversee the management and monitoring of the Agreement. The Group meets quarterly to receive Performance Monitoring Reports from North Wales Police in accordance with the SLA. The Monitoring Group provides subsequent reports to the Community Safety Partnership and to the Corporate Governance and Policy Scrutiny Committee, as detailed in Schedule 3 of the SLA.

2.3 Elected Member representation on the Monitoring Group includes Councillor Bob Dutton, (Lead Member for Community Safety), Councillor Mike Edwards (representing the Corporate Governance and Policy Scrutiny Committee) and Councillor Gerry Craddock (representing the North Wales Police Authority). The Monitoring Group met on 14th February 2012 to consider the third quarter (1st October – 31st December 2011) performance monitoring reports from Wrexham County Borough Chief Inspector Mark Pierce (see report attached at Appendix 1)

2.4 Since initial appointments and recruitment, there have been a number of movements of PCSOs between wards. This is due to factors such as personal development, resignations, and health matters (including maternity and sickness). All movements are managed to ensure that the needs of the PCSOs, North Wales Police and the Communities that they serve are taken into consideration.

2.5 There is recruitment taking place and training at the present time. There are 47 PCSOs currently employed but of these, two job share one post, there are currently 2 vacancies and there are currently 5 PCSOs on extended leave and 1 on restricted duties.

2.6 Within the report provided by the Chief Inspector, the section relating to ‘Activity based reports’ (3.1) contains charts showing performance against North Wales Police’s own ‘Reassurance (visibility)’ target which is set at 85%. It is acknowledged that this target is challenging but it does reflect the importance that visibility plays in positive reassurance to communities. In quarter 3, both Wrexham Town 85.39% & Rural 86.79% have exceeded this target presenting an average of 86.3% for the county borough.

2.7 The abstraction records now exclude any maternity leave or long term sickness reflecting a more accurate figure of activity taking place. Within the SLA there is an agreed target for PCSOs to spend 80% of their time within their ward. The final chart in section 3.5 Totals, shows that performance against this target was very positive with 99.38% achieved.

2.8 PCSOs continue to attend Neighbourhood Policing Panels and assist in the development and implementation of the Neighbourhood Policing Plans. The Plans for the October to December 2011 period maybe viewed on the North Wales Police website (http://www.north-wales.police.uk/) under the respective wards.

2.9 An overview of the PCSOs activity based reports are detailed in section 3 of the Chief Inspector’s report (Appendix 1). The report illustrates by Police district and/ or county borough the level of:

·  Enforcement

2.11  A key measure to assess the overall impact of the PCSO provision is the recorded incidents of Anti-Social Behaviour (ASB). The SLA actually includes an annual target of 6% reduction in ASB incidents. For quarter 3 the overall incidents of ASB incidents has decreased -5.5% compared to the same period last year, this includes a reduction -4.5% in Wrexham Town and –6.5% in Wrexham Rural.

2.12  The Home Office amended the categories of Anti-Social Behaviour Incidents in April 2011. All previous categories now fit within just three incident types which include:

·  Environment

·  Personal

2.13  There has also been an overall reduction of -16.9% in Anti-Social Crime in the county borough for the third quarter, with Wrexham Town showing a -12.8% reduction and Wrexham Rural a -21.3% reduction.

Introduction.

This report is provided to the PCSO Monitoring Group, Wrexham County Borough Council as determined in the service level agreement between the North Wales Police Authority, the Chief Constable of the North Wales Police and Wrexham County Borough Council.

Schedule Four of the service level agreement details the negotiated performance indicators against which the Divisional Commander Wrexham Division (North Wales Police) will report a minimum of four times each fiscal year.

This performance data abstract relates to PCSO performance from the 1st October to the 31st December 2011.

1. Overall Recruitment and Deployment

q  Deployment of PCSOs continues to be conducted through the police operational chain of command within the Inspector Districts of Wrexham Town and Wrexham Rural. PCSOs work in conjunction with the Community Beat Managers (CBM’s) covering that area, PCSOs and CBMs are accountable to the Neighbourhood Policing Sergeant who in turn is accountable to the District Inspector. In addition to agreed functions such as high visibility patrolling and liaising with key people/organisations in the wards, PCSOs have specified objectives within their Personal Development Portfolio’s (PDP’s). These objectives will depend on the needs of the area they work in, but invariably do include objectives such as taking a proactive approach to anti social behaviour by researching and monitoring ‘hot-spots’ on a daily basis.

Current PCSO deployment across Wrexham County as of the 31st December 2011 is as follows:

o  Local arrangements are made by the district Inspectors and Neighbourhood policing Sergeants to ensure that where there is a temporary absence, cover is provided by officers from within the neighbourhood policing teams.

o  Inspectors have agreed to update members as part of a communications strategy of any significant issues Affecting wards where long term absence occurs.

o  A turnover of PCSOs can be anticipated throughout the year, meaning that recruitment and training is an on-going activity.

Explanation

Anti Social CRIMES refer to notifiable offences as designated by the Home Office and which are recorded by the police according to the Home Office National Crime Recording Standard (NCRS) and also must comply with the Home Office Counting Rules (HOCR). The type of crimes designated as being part of the Anti Social Crime Group includes: -

4: Action against Neighbourhood policing plans:

A key area of activity for the PCSO is to work alongside the Community Beat Manager in delivering the Neighbourhood Policing Plans in each Ward.

The Wrexham County Ward based priorities for the October to December 2011 period are visible on The North Wales Police website under the respective ward areas.

4:1 Wrexham Town

Evidence of good practice

1. Officers took part and assisted with the kerb craft training at Hafod Y Wern and Gwenfro Schools.

2. Involved in the Venture play area Christmas float. This involved the meeting and greeting of groups of residents and families within Caia Park and was well received by all. A great deal of other Christmas events took place in which officers actively took part, such as at the RAFA club, Methodist church in town, AVOW Trinity Church Christmas carol and the Christmas market at the Parish Church. This event was aimed at residents and visitors to the town.

3. An officer carried out a safety presentation and leaflet drop at Deva House. This was aimed at elderly residents and provided information on cold callers and staying safe. This was followed up with a press release.

4. Officers arranged for years 9 and 10 at Gwenfro C.P. School to attend Dangerpoint. This was well received by the children who responded by writing an appreciation letter to the officers.
