MINUTES
RESOLVED that the Minutes of the Area Committee held on 20 March 2013, having been previously circulated, be taken as read, confirmed as a correct record and signed by the Chairman, subject to the amendment that Councillor Goodhall was present at the Meeting.
Matters arising
CEW84.13 Open Forum
In response to a question from a resident, a Member explained she informed the Head of Environmental and Consumer Protection Services (ECPS) the correct location of the removed Litter Binat the bus stop opposite Warburton Road and near Verity Crescent and asked for clarification on why the bin was not replaced.
RESOLVED that Councillor Moore report back to a future meeting of the Area Committee.
A Member explained that Fishermen at Hatch Pond had not been observed parking cars onthe grass verge recently. It was noted that a condition of the Fishing Permits was that Fisherman could not park on the Highway.
It was noted that Officers were talking to Agents regarding lighting issues at Adastral Square.
In response to a question from a resident Councillor Matthews reported he was reviewing Dog Bins in the Canford Heath Area.
RESOLVED that the matters arising be noted.

CEW86.13TRAFFIC REGULATION ORDER OBJECTIONS
Members considered objections received as a result of the advertisement of Traffic Regulation Order for the Area Committee’s Schemes as follows:
Kelly Close – Disabled Parking Bay
Residents asked Members to reconsider the Officers recommendation regarding the Disabled Bay in Kelly Close, as residents felt that the Disabled Parking Space would take 2 parking spaces, leaving 5 spaces which would be insufficient parking for residents in the Close. Residents with young childrenexplained that for safety reasons they required to park outside their property, and suggested that that there should be one parking space for each household that did not have a space on their own property.
A resident explained that a tree on the highway was overhanging onto her garden,and that falling branches and twigs were a danger to her child and she asked Members to investigate the problem.
A resident in support of the Disabled Parking Bay explained that allocated garages were not used and residents could park in the garages. It was noted that there had been a fly tipping problem which obstructed the garages; the Council had supplied a skip to clear the area which helped.
The Senior Traffic Engineer explained that the Council could not stop residents applying for droppedkerbs and parking in front of their gardens; he acknowledged that this had resulted in less parkingavailability on the road.
Members acknowledged that parking at Kelly Close was not ideal and suggested that the decision be deferred for a site visit. Members also asked that theHorticultural Officer assess the tree for safety implications.
RESOLVED that
(i)The proposed Order be deferred for Ward Members tocarry out a site visit at Kelly Close to investigate residents parking provision.
(ii)The Horticultural Officer assess the tree at Kelly Close.

Sherrin Close
A local resident objecting to the traffic order explained that it would be difficult to use hisaccess as parking would still beallowed opposite his driveway. The Senior Traffic Engineer explained that the resident’s access would actually be easier to use, as yellow lines were proposed on that side of the road, and the 2 hour restriction would reduce the amount of parking opposite the access.Another resident explained that the 2 hour parking restriction would have an impact on visitors who wished to visit residents for longer periods.
A Ward Member stated the proposals would be better for residents as they would prevent obstructive parking in the Close and would prevent the remaining spaces being taken up all day by town centre workers.
RESOLVED that
The Order be made as advertised.

Oakfield Road
The Senior Traffic Engineer explained that after taking into account the local resident’s representations, it wasrecommended that the disabled bay wouldbe moved further along the road and at the end of the yellow lines.
A resident felt that children’s safety was paramount and that the Stanley Green Road Junction was dangerous.
RESOLVED that
That the proposed Orders are approved with the following change:
(i)The Loading restriction is reduced to only apply between 8am-10am and 2pm-4pm Mon-Fri.
(ii)The Disabled Bay be moved to the end of the yellow lines.

Harwell Road
The Senior Traffic Officer reminded the Committee that the advertised Order would keep parking clear of the junction with Darbys Lane, and also allow more effective enforcement. While the industrialists concerns about pedestrian activity here were understandable, the Committee had given a great deal of consideration to this issue in the past and it would not be appropriate to impose additional restrictions.

The Senior Traffic Engineer explained to the Committee the programme of minor traffic items for the coming year.

CEW89.13OPEN FORUM
The Chairman invited questions from members of the public:
- A resident enquired if enforcement measures could be carried out on car’s parking within the white lines in the coach parking area in Pound Lane. The Senior Traffic Engineer explained camera cars could not enforce any violation; nevertheless, he would investigate new legislative changes that may allow enforcement action. A Ward Member explained that as a Governor of St Mary’s School he would discuss with the Head Teacher.
RESOLVED that:
(i)Councillor Potter discuss with the Head of St Mary’s School cars parking in designated areas for coach parking.
(ii)The Senior Traffic Engineer investigate possible enforcement action.

- A resident enquired if a multi purpose dog bin could be placed at Darby Lane, North.
RESOLVED that
Environmental and Consumer Protection Services (ECPS) investigate the feasibility for providing a Multi Purpose dog bin at Darby Lane North.

- A resident voiced concerns over the travellers being a problem over the Summer Period in the Area and enquired if the Council could secure sites in a better way. A Member explained that the Council was investigating earth bunds and informed residents that the Portfolio Holder had been invited the Minister to Poole, along with the MP on 18th October to investigate issues and move forward in a positive way.
- A resident voiced concern about the grass being allowed to grow three feet high and as a dog walker, found if difficult to pick up dog faeces. Members explained that the grass had been allowed to grow because it promoted a natural environment for wildlife; nevertheless,it was felt that the grassed areas at Culliford Crescentmay not be suitable for the initiative and would ask Officer’s to ensure that areas earmarked for “meadowing” were suitable.
- A resident explained that grass seeding in Kelly Close that took place once a year was washed away a month later; the pathway in Kelly Close needed to be resurfaced; also, a drain in Kelly Close had been blocked for year. The Chair explained that he was not sure who had owned the drain, but would contact Wessex Waterto see if they were responsible.
RESOLVED that
(i)Ward Members conduct a Site Visit to Kelly Close to assess the pathway.
(ii)The Chair contact Wessex Water regarding the blocked drain in Kelly Close.

- A resident voiced concern regarding the cost of black bins and informed Members that after trawling the internet she found a cheaper price for the bins than the Council paid. Members explained that other costs, such as maintenance would have been factored into the cost of the black bins and that Environmental and Consumer Protection Services (ECPS) would have secured the best price under the Council’s Financial Regulations. The resident suggested that ECPS break down the cost of the black bins in their reports to Committee.
CEW90.13ANY OTHER BUSINESS
A Member informed the Committee that he had attended a meeting with the Police and discussed the increased road accidents involving caravans on Dorset Roads. He suggested that a leaflet outlining safety tips would be beneficial and would put his suggestion in writing to the Police Commissioner. It was also suggested that the safety tips be published in the Poole News.
