MINUTES OF THE MEETING OF ANDERBY PARISH COUNCIL

HELD AT 7.00pm ON 24th APRIL 2017 AT ANDERBY VILLAGE HALL

Present:

Councillors: Pete Woollven (Chairman),Gill Henshaw, Jo Sharp, and Graham Fisher

Also present County Cllr Colin Davie, Dist Cllr Paul Hibbert-Greaves and 2 members of the public.

CHAIRMAN’S REMARKS

Before commencing, the Chairman noted that Neighbourhood Watch has reported that criminals are around trying doors and asked everyone to be vigilant especially the old and infirm. He also noted that the beach is being re-nourished for the next couple of weeks.

The Chairman then thanked those present and invited members of the public to speak.

1APOLOGIES AND RESIGNATION

The Chairman informed the councillors that he had just received a resignation notice from Cllr Jo Longson. The clerk would acknowledge this resignation and inform ELDC accordingly.

  1. NOTES OF LAST MEETING

The Minutes of the meeting held on the 20th March2017were unanimously approved and signed by the Chairman.

  1. CLERK’S REPORT ON MATTERS OUTSTANDING
  • All outstanding items included in the agenda.
  1. TO RECEIVE REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES

District Councillor Paul Hibbert-Greaves noted that the bid for Chapel and Anderby is still in working progress.

County Cllr Davie noted that:

  • He is in the throes of the election campaign and now the general election process. He is asking for more funding for Lincolnshire.
  • Discussions are ongoing with Coastal Country Park on developments.
  • He will be attending a meeting later in the week with Triton Knoll.
  • With regard to horses on the beach, he will take up the matter with Coastal Country Park who have the authority to make a bye-law.
  • He is aware of the difficulties that everyone is having in trying to contact personnel at Highways and would be taking this up after the elections. Any water/drain problems he suggested emailing .
  1. REPORTS FROM OTHER MEETINGS
  • The Chairman and Cllr Fisher attended a meeting at the Creek with Mark Robinson who is in charge of the Environment Agency Coastal Management for the east coast. He was asked about the possibility of a flood gate and agreed to send some technical people to do the calculation required to authorise flood gates. The problem of the beach damage at Moggs Eye was discussed and they will install a datum post to measure any future damage. Disabled beach access was mentioned and the permissions required to do anything on the beach. Mr Robinson did not have any objections to making an easy access and will give us a licence to do that. They may be able to help with the cost. AE will try and do something about the buckthorn which is encroaching further down the beach.
  1. CORRESPONDENCE

  1. FINANCE

a)The financial statement showing a balance at the year end of £7748 which included reserves of £1131 for AVERT, £43 for rejuvenation and £200 for election process was unanimously approved.

b)The Annual Governance Statement, having been previously circulated, was unanimously approved and signed by the Chairman.

c)The Accounting Statement contained in the Auditors Report was certified as a fair account of the financial status as at the 31st March 2017 and signed by the Chairman.

d)It was unanimously agreed that the insurance would again be renewed with Community Lincs at a cost of £193.18, a slight increase on the previous year.

e)Payment was approved for £147.05 to LALC for subscription renewal and training course fee, and £193.18 to Community Lincs for insurance premium.

  1. PLANNING – No planning issues

  1. HIGHWAYS & VILLAGE MAINTENANCE

a)The Chairman reported that during the bank holiday he had borrowed 8 police cones which had been very useful in deterring car parking round the Creek island area. He suggested and it was agreed that 12 parking cones should be purchased for the parish use at a cost of £33 for 6.

b)Since the re-organisation of the LCC Highways, it has been impossible to get a reply from anyone in authority and there are several items outstanding, one of which is the yellow lines which were promised for the beginning of the season.

  1. HORSES ON THE BEACH

Cllr Henshaw reported that she had contacted seven owners of local horse stables and had two replies from Orchard Farm and Field Farm. They are being very helpful and are very willing to help where they can. They are issuing codes of practice to the hirers and have suggested that they ride from Wolla Bank towards Chapel or use Moggs Eye to unload their horse boxes. It is considered very dangerous to have horses on the beach at the same time as children and there is plenty of beach to ride without encroaching onto Anderby but many riders ignore the rules and there is no enforcement. County Cllr Davie has promised to take this up with Coastal Country Park – see item 5. It was thought a good plan to draw up a map to distribute to the local stables to show which part of the beach was safe to ride.

  1. GRANT FUNDING / FUNDRAISING

The £5K from Tescos is expected very soon and work can then begin on the upgrade of the car parking area. £1K for AVERT has already been banked. A decision on The Dong Energy application is expected in June and the local Co-op will be supporting with fund raising from September to November.

  1. UPDATE ON AVERT

The Chairman reported that he was expecting to hold a meeting in May to discuss the live event which is usually held in November. The guide for parish councils is at the printers and will be sold for a nominal sum towards AVERT funds.

  1. UPDATE ON REJUVENATION

Cllr Sharp reported that the team had had a very successful litter pick, the work on the flower bed at Flogas is booked for the end of the month and collection tins have been distributed and are being used. The island at the Creek has been cut back to its original area and quotes are being obtained for posts and chain linking (posts already quoted at £280 for 14). A quote has been received from Rubbertec for rubber tarmacking the picnic area at a cost of £2K.

The white trig concrete block showing the sea level at the corner of the car park which was privately owned is now being kept by the Parish Council. A plaque of its history will be placed on it.

Dr Woodhouse will visit the ancient cross at the church and will give 15 hours of free time. Rev Lilley is very happy to support this.

  1. AGM AND PARISH MEETING

A speaker from the National Coast Watch will be visiting to give a talk. Posters will be put out in due course.

  1. DATE OF NEXT MEETING

It was agreed that the next meeting is the AGM and APM to be held on Monday 15th May2017 commencing at the usual time of 7.00 p.m.
