Summary

The Chief of Campus Safety is responsible for: 1) the development, implementation, and management of campus safety and security programs and services including but not limited to security, Clery compliance, environmental health and safety, fire safety, parking management and key control, 2) compliance with all applicable local state and federal laws, rules, and regulations related to campus safety, and 3) ensuring that day-to-day security, public safety functions, and new initiatives are aligned with the College’s Strategic Plan. The Chief reports to the Vice President for Student Affairs and Dean of Students with a day to day operational reporting line to the Associate Dean of Students and ensures a safe living learning environment for all Occidental College community members.

Job Responsibilities to VPSA/Dean of Students

Development and maintenance of excellent working relationships with students, faculty, staff and external customers/constituents

Compliance with local, state and federal crime reporting mandates

Direct and coordinate College security, safety and protection programs to include: 1) parking and traffic control, 2) patrolling of physical property, 3) enforcement of statutes and College regulations, 4) crime prevention, 5) Clery Act efforts, 6) Emergency Preparedness efforts and 7) investigation of accidents injuries and criminal acts

Plans and directs the implementation of the department’s short and long term goals, objectives and strategies

Provides law enforcement advice, support and information to Occidental College administration on policy and procedural changes that effect departmental operations

Directs and performs complex managerial work in the enforcement of laws and College policies and procedures. Reviews and interpret laws and regulations affecting the College and the protection of public safety

Plan and schedule work of subordinates ensuring proper distribution of assignments and adequate manning, space and facilities for subsequent performance of duties

Coordinate the preparation of operational reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions

Maintain effective liaison with local outside law enforcement agencies as they relate to emergency response.

Plan and direct training programs to provide current information and techniques to subordinates

Job Responsibilities to Associtae Dean

Supervises the Clery Act Administrator in support of Clery Act requirements and emergency preparedness initiatives

Plan annual campus wide drills to comply with emergency preparedness requirements

Continuous improvement in departmental services to meet or exceed internal and external customer expectations

Create, deploy and continuously evaluate programs and technology designed to reduce crimes and the fear of crimes.

Responsible for the proper planning and staffing of special events to reduce risk at the event with appropriate security and staffing cost for the event and venue selected

Direct various personnel functions including, but not limited to, hiring, salary recommendations, promotions, transfers and vacation schedules

Oversight of department budget, present budget estimates, control expenditures of departmental appropriations, and establishes operational standards for the department

Responsible for maintaining professional discipline in the department and adherence to appropriate policies and procedures of the department and the College.

Attend conferences and meetings to keep abreast of current trends in the field

Qualifications

This position requires the candidate to live in campus owned housing.

Bachelor’s Degree required – or minimum of ten years of management or administrative experience in safety, security, law enforcement, or related field with a minimum of five years in an administrative role interpreting and implementing policy; skilled conflict management and resolution skills; knowledge of laws, rules, codes and currently accepted principles and practices relevant to safety and security operations in an educational or public facility including OSHA, NFPA, and FEMA NIMS; valid California State driver’s license.

PREREQUISITE(S): Satisfactory results from FBI and other local criminal background checks, physical exam, and drug testing.

Required Knowledge, Skills and Abilities

Thorough knowledge of criminal justice, law enforcement, and higher education protocols/procedures

Thorough knowledge of Uniform Crime Report definitions

Leadership and management skills sufficient to lead a staff operating on a 24/7 schedule

Excellent interpersonal, problem solving, organizational, written and communication skills

Ability to work with local community and leadership

Understanding of and appreciation for current student issues

Ability to handle crisis situations

Maturity supported by a strong ethical character

Ability to relate to and interact effectively with diverse populations

Tolerance for ambiguity, sensitivity and orientation to be successful in a College environment

Strong background in emergency management, National Incident Management System (NIMS), and Incident Command System (ICS).

PHYSICAL DEMANDS:

Good general physical condition and mobility

Ability to walk several flights of stairs repeatedly

Ability to occasionally lift up to 50 lbs.

WORKING ENVIRONMENT:

Varied hours/schedule; typical office setting including multitasking; inclement weather, confined spaces, and large crowds
