Background on ASEAN and Disability

  1. On 30 November and 1 December 2010, Disabled Peoples’ International Asia-Pacific (DPIAP) organized an informal consultation on ASEAN Disability Forum (ADF) in Jakarta, Indonesia. The meeting was attended by the individual experts from different sectors, including disabled people’s organizations (DPOs), their parents’ organizations and international donors. This discussion was followed by the Jakarta Declaration adopted on 2 December 2010 at the Regional Conference on ASEAN and Disability. This Declaration reads as follows:
  1. ASEAN Disability Forum should be established as a joint effort of multi-stakeholders, including ASEAN Secretariat, ASEAN member states, international development agencies, civil society organizations (CSO), media, business sector, academic groups, disability related organizations and disabled people’s organizations (DPO) and their family organizations.
  1. ASEAN Disability Forum will organize its inaugural meeting in 2011 in Bangkok, Thailand and will have annual meetings with the participation of multi-stakeholders
  1. In November 2010, ASEAN Ministerial Meeting on Social Welfare and Development (AMMSWD) was held in Brunei Darussalam. This meeting endorsed the 2nd Strategic Framework for Social Welfare and Development (2011-2015), which will be formally adopted at the 7th SOMSWD held in Bangkok, Thailand. ADF is positioned as a part of disability policies, especially under the GO-NGO Forum.
  2. The Indonesian government proposed a declaration on disability to be adopted by the 19th Bali ASEAN Summit this November. The Thai government also proposed the proclamation of the ASEAN Decade of Persons with Disabilities at the same summit. It is highly expected that this Declaration will mention ASEAN Disability Forum as a vehicle of ASEAN Decade.
  3. ASEAN Secretariat however suggested that ADF should gain accreditation of ASEAN. With accreditation as a registered Civil Society Organization, the performance of ADF will be strengthened and more influential to promote the rights of persons with disabilities.
  4. Considering these circumstances, it is quite significant to organize the Preparation Committee on ASEAN Disability Forum just before SOMSWD meeting in Bangkok, Thailand. As well, it is also effective and useful to organize national seminar to build capacity and raise awareness of disability community in Thailand, utilizing this opportunity.

6. From 18-19th September 2011, the inauguration of the ASEAN Disability Forum

(ADF) was held in Centara Grand Hotel in Bangkok, Thailand concurrently with the

ASEAN GO-NGO Forum on Social Welfare and Development. This event was

supported by the Thai government. The inauguration was attended by DPO

representatives from 9 ASEAN countries, included representatives from the Thai

government as well as members of the Thai Disability Community. At the end of the

inauguration, the Bangkok Declaration was adopted. Importantly, during the ASEAN

GO-NGO Forum, a presentation on the ASEAN Disability Forum (ADF) was made to

the delegates of the conference which comprised of ASEAN government officials, the

ASEAN Secretariat, various UN agencies and NGOs from the region.

  1. In November 2011, the 19th ASEAN Summit was held in Bali, Indonesia which was attended by the Heads of States from all ASEAN nations. The resulting document from this summit titled the Bali Declaration, which was endorsed at the 9th SOCA and the 6th ASCC Council, referred to the Jakarta Declaration of 2010 and declared to:
  1. Welcome the initiative of ASEAN Disabled People’s Organisations for establishing the ASEAN Disability Forum, a joint effort of multi-stakeholders, including ASEAN Members States, the ASEAN Secretariat, media, business sector, academic groups, Disabled People’s Organisations, disability related organizations and their parent/family organizations
  2. Proclaim the ASEAN Decade of Persons with Disabilities (2011-2010) and its related initiatives as the theme is to promote disability-inclusive development within ASEAN

Having received recognition from the ASEAN Secretariat, the ASEAN Disability Forum (ADF) is currently in the process of becoming an affiliated civil society organisation of ASEAN.

3. Objectives / To promote the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) through ASEAN Decade of Persons with Disabilities, this conference sets the following objectives;
  1. To finalize ADF internal documents for accreditation by ASEAN Committee of Permanence Representatives (CPR);
  2. To increase knowledge, and awareness of the CRPD and World Report on Disability;
  3. To mainstream disability perspectives and recommendation into ACSC/APF outcome documents;
  4. To encourage all ASEAN governments to sign, ratify and implement the CRPD.

5. Impact of this conference to society / 1. Encourage the ASEAN Member States and the Cambodian Government to accelerate the process to ratify the Convention on the Rights of Persons with Disability;
2. The Committee of Permanent Representatives to ASEAN (CPR) approves ADF to have a status of affiliation to ASEAN;
3. Disability perspectives and recommendation include in ASCC/APF declaration and submit to ASEAN summit;
4. Multi-stakeholders in South East Asia will recognize the ASEAN Disability Forum (ADF) as a tool for engagement and action to promote and implement CRPD through the ASEAN Decade of Persons with Disabilities.
6. Expected outcome of this conference /
  1. The Phnom Penh Declaration.
  2. Enriched understanding of the ASEAN Disability Forum as a platform for the disability movement toward the rights of Persons with Disabilities
  3. Plan of Action from DPOs to promote The Convention of the Rights of Persons with Disabilities (CRPD);
  4. The recommendation paper as an outcome document on the disability session during ACSC/APF.

Sorya Shopping Mall is most popular mall in Phnom Penh. There are many thing to find such clothing, super market, restaurant, Pizza company, KFC, game accessories, cinema theater, landscape view on the roof, consumer equipments. The shopping open from 9:00 am to 9:00pm.

Sorya Shopping Centre is located at Street 63 near and lots of nice shops, opticians, computer shops and clothing.

This place caused a sensation among the locals when it opened as they had never seen escalators before. Sorya shopping centre has five floors of every type of shop you can imagine selling authentic and copy gear. Central Market (Phsar Thmei)
This distinctive building is a city landmark - a unique art deco version of a traditional market. Four arms of the market converge in a soaring dome at the hub, perhaps reflecting the four arms of the chaktomuk (the convergence of the Mekong River.) Prior to 1935 the market area was a swamp/lake known as Beng Decho that received the runoff during the rainy season. The lake was drained and the market constructed in 1935-37, during the French colonial period, and originally dubbed the ‘Grand Market.’ Phsar Thmey is currently undergoing renovation but most of the project is complete. The central section of the main market building displays an amazing collection of gems and jewelry. The souvenir vendors are all back along the central entrance walk - offering curios, statuary, handicrafts, silks, t-shirts, postcards, etc. Book and map vendors sit to either side of the main market entrance. (‘Phsar Thmey’ would be properly translated ‘New Market’, but ‘Central Market’ has caught on in English.)
