CALL TO ORDER
President of Council Cris Nesbitt called the meeting to order at 7:30 PM

INVOCATION AND PLEDGE OF ALLEGIANCE
Mr. Nesbitt led those in attendance in the Our Father and the Pledge of Allegiance.

ROLL CALL
Council Members Present: Mr. Cox, Mr. Gertz, Mr. Lynd, Mr. Albrinck, Mr. Lindeman, Mr. Ashbrock Mr. Fischesser.

Other Officials Present:
Mayor “Bo” Bemmes, Safety Service Director Patric Ross, Treasurer Mel Gertz, Law Director Dave Stevenson, Auditor Sabrina Smith & Clerk of Council Carla Kacher.
AUDIENCE PARTICIPATION
Barb Cooper, Michelle Irwin & Shiela Mackey of the Reading Ladies Reading Eagles Auxiliary presented Chief Owens with a $3,000.00 check from the April Spring Fling dance fundraiser.
Linda Fitzgerald Reported that of the $400,000.00 EPA grant we were awarded from the State, $200,00.00 of that can be used city-wide for phase 1 and phase 2 of Brownfield properties.
Beth Grigsby Gave explanation of EPA Brownfield program. Properties can be hazardous, contaminated, abandoned, blighted, on the market too long, etc.
Gene KetterExpressed grave concern regarding the proposed pipeline extension as well as his personal opposition.

READING OF RESOLUTIONS
(1) A RESOLUTION EXPRESSING OPPOSITION TO DUKE ENERGY’S CENTRAL CORRIDOR PIPELINE EXTENSION PROJECT AS PROPOSED THROUGH THE CITY OF READING.
Motion made by Mr. Lindeman, seconded by Mr. Albrinck to suspend the rules requiring asecond and third reading. Motion carried by a 7-0 roll call vote. Motion made by Mr. Lindeman, seconded by Mr. Cox to adopt the resolution. Ordinance passed by a 7-0 roll call vote.

ORDINANCE ADOPTED RESOLUTION NO. 2016-45R
READING OF ORDINANCES
(1) AN ORDINANCE AUTHORIZING THE AUDITOR TO TRANSFER $40,000.00
FROM THE SEWER SERVICE FEE FUND TO THE WATER FUND AND
DECLARING AN EMERGENCY (Second Reading)
Motion was made by Mr. Gertz, Seconded by Mr. Albrinck that this ordinance be “tabled.” Motion carried by voice vote.
(2) AN ORDINANCE AUTHORIZING THE AUDITOR TO PAY THE AMOUNT OF
$57,106.95 FROM THE CAPITAL IMPROVEMENTFUND INTEREST ACCOUNT
(340-300-5855.00) AND PRINCIPAL ACCOUNT (340-300-5854.00) FOR PAYMENT
WITH RESPECT TO THE NIVISON PROPERTY PUBLIC IMPROVEMENT
BOND ANTICIPATION NOTE AND DECLARING AN EMERGENCY
Motion made by Mr. Gertz, seconded by Mr. Fischesser to suspend the rules requiring a second and third reading. Motion carried by a 7-0 roll call vote. Motion made by Mr. Fischesser, seconded by Mr. Lindeman to adopt the ordinance. Ordinance passed by a 7-0 roll call vote.

ORDINANCE ADOPTED ORDINANCE NO. 2016-46
(3) AN ORDINANCE AUTHORIZING THE AUDITOR TO TRANSFER $350,000.00
FROM THE CITY EARNINGS TAX FUND TO THE GENERAL FUND, AND
DECLARING AN EMERGENCY (Second Reading)
Motion made by Mr. Lynd, seconded by Mr. Fischesser to suspend the rules requiring a third reading. Motion carried by a 7-0 roll call vote. Motion made by Mr. Albrinck, seconded by Mr.Fischesser to adopt the resolution. Ordinance passed by a 7-0 roll call vote.

ORDINANCE ADOPTED ORDINANCE NO. 2016-47
(4) AN ORDINANCE AUTHORIZING THE AUDITOR TO MAKE TRANSFERS NOT
TO EXCEED $2,000,000.00 FROM THE CITY EARNINGS TAX FUND TO THE
GENERAL FUND FROM JULY 1, 2016 – SEPTEMBER 30, 2016, AND
DECLARING AN EMERGENCY
Motion made by Mr. Gertz, seconded by Mr. Cox to suspend the rules requiring a second and third reading. Motion carried by a 7-0 roll call vote. Motion made by Mr. Fischesser, seconded by Mr. Cox to adopt the ordinance. Ordinance passed by a 7-0 roll call vote.

ORDINANCE ADOPTED ORDINANCE NO. 2016-48
(5) AN ORDINANCE AUTHORIZING THE AUDITOR TO MAKETRANSFERS NOT
TO EXCEED $2,000,000.00 FROM THE CITY EARNINGS TAX FUND TO THE
GENERAL FUND FROM OCTOBER 1, 2016 – DECEMBER 31, 2016, AND
DECLARING AN EMERGENCY
Motion made by Mr. Lindeman, seconded by Mr. Fischesser to suspend the rules requiring a second and third reading. Motion carried by a 7-0 roll call vote. Motion made by Mr. Lynd, seconded by Mr. Fischesser to adopt the ordinance. Ordinance passed by a 7-0 roll call vote.
