NBA has established a Centre for Biodiversity Policy and Law(CEBPOL) as a joint initiative under the Indo-Norwegian Cooperation in the field of Biodiversity Policy and Law and the period of the project is upto December 2016. CEBPOL Background

Underthiscooperation, the CEBPOLprogramme wouldfocusonthe followingareas:

 To provide professional support, advice and expertise to the Government of India and Norwayonasustainedbasisonmattersrelating tobiodiversitypoliciesandlawsatthe nationallevel,aswellasininternationalnegotiationsrelatingtobiodiversity in multilateral forums.

 To develop professional expertise in biodiversity related policies and laws, inter alia throughencouragement ofresearch,developmentandtraininginmattersrelatingto Convention on BiologicalDiversity,aswellas itsinterfacewithother multilateral environmentagreementsandUnitedNationsbodies.

Todevelopandimplementanarrayofcapacitybuildingprogrammesthrough multidisciplinaryresearchandcustomizetrainingprogrammesfora widerangeof stakeholdersfocusingonhumanresource development.

 Tofacilitateinteractiveinformationsharingthroughwebconferencing,webseminarsand virtual meetings involvingrelevantresearch centresandenvironmentallawassociations withinIndia,Norwayandothercountrieswheresuch expertise isavailable.

a. Scopeofthe assignment

TheProgrammeManagerassumesoverallresponsibilityforthe successfuloperationalization of CEBPOLactivities as pertheplannedoutputs,whileundertakingsuch responsibilitiesheshall followproceduresinvoguein NBA.Thetermsofreferenceandqualificationrequiredaregiven below.

Terms ofReference

Provideprofessionalsupport,adviceandexpertise onbiodiversitypoliciesandlawsrelated issues;

Undertake collaborative research in the identified thematic areas of biodiversity policy related issuesbetweenNorwegianEnvironment Agency(NEA)andNBA;

Executeshortandlongtermtrainingcoursesandsensitizationprogrammesforvarioustarget groups.

EngageProgrammeManagers,policy analysts,legalexperts,fellowships and interns for providinginputs inthe training, research,education, andanalysisandawarenessactivities;

Preparethedraftpositionpapersonvariousaspectsrelatingtobiodiversitypoliciesand lawfor national /internationalmeetingsand negotiations;

Worktowardsestablishmentofappropriatelinkage withothersimilarcentres/institutions bothnationallyand internationally fordevelopingcollaborativeprogrammesandacademic exchange infurtheranceof the objectivesof CEBPOL;

Leadand/orfacilitatepublicationofperiodicalnewsletters,books,booklet,factsheetsetc to disseminate informationon biodiversitypolicyandlaw;

DevelopexpertiseandnetworkfortheCentrethroughcollaborativeresearchandtraining inmattersrelatingto CBDandmultilateral environmentagreements;

DevelopCEBPOLasaregionalandinternationalresourceCentreforBiodiversityPolicyandLaw;

Organizewebconferencing,webinarsandvirtual meetingswiththeexpertsfromdifferent countries/research centre’son biodiversityandpolicy issues;

Facilitatesuperviseand coordinatethe CEBPOL related activitiestoensure itsresultsarein accordancewiththe programmedocument;assumeprimaryresponsibilityfordaily programmemanagement-organizationalandsubstantivematters–budgeting,planning and general monitoringofthe programme;

Ensureadherencetotheprogrammes,workplan,preparerevisionsoftheworkplan,ifrequired;

Assumeoverallresponsibilityfortheproper handlingoflogisticsrelated toprogramme workshopsandeventsbyinteractingwith the service providers;

Monitortheexpenditures,commitmentsandbalanceoffundsundertheprogrammebudgetlines, and draft programme budget revisions; ensure technical and financial (including audit)reporting asper guidelinesprovided;

Ensurefinancialdelivery targetsareachievedassetout in theagreedannualworkplans, reportingon Programmefundsandrelatedrecord keeping;

Ensure collection of relevant data necessary to monitor progress against indicatorsspecifiedinthe Annual Work Plan(AWP) jointlyagreed with Norway;

Preparetimely submission ofannualworkplan,quarterly andannualprogressreportand financial reports;

Assist NBAin conducting ProgrammeSteeringCommitteemeetingsandotherProgramme relatedmeetings;

AnyotherworkassignedbyChairman/ Secretary,NBA.

b. Qualificationsand skills

DoctoralDegreeinthefieldofScience/LifeSciences/ Social Science /economics/ development/Internationalpolicywithrelevantfocusonnaturalresource managementor MasterDegreein Law/ Mastersdegreein BusinessAdministrationorrelateddiscipline.

Experience (Essential)

Atleast3yearsexperienceinProgrammemanagement/Policy/Projectformulationand organizationalskills.

Atleast2yearsofworkingexperiencesintheareaofbiodiversity/environmentalpolicy related issuesandMultilateral Environmental Agreements.

Peer-reviewed referred publications in the area of biodiversity / environment / law / management/relatedpolicyresearch.

Adequate computer literacy, experience in organizing video conferencing and skill in informationdissemination will be anadvantage.

ExperiencesinGovernmentRulesand Administrative proceduresaredesirable.

Experience (Desirable)

d. Remuneration

Theremuneration oftheProgrammeManagerwillbeRs.85,000/-permonth(Consolidated) subject toTDSattheratesapplicable. Remunerationbeingconsolidatedamountispayableattheendof the month irrespectiveofthefactwhetherthe monthconsistsof28/29/30/31daysand TDSat the ratesapplicable will be deductedfromthe payment.

Qualification:

Experience ( Essential) :

At leastoneyearexperienceindealingwithmultilateral environmental agreements,suchastheConventiononBiodiversity(CBD)andothers;

Workingexperienceinprovidinglegal guidance,analysesandsupporton environmentallawand/orbiodiversitylaw;

Provenskillsinpreparationofopinions,legalanalyses,publicationsinjournalsand others;

I. TermsConditions

GENERALINSTRUCTIONS

a. Thepositionshallbe fulltime andplace ofworkshallbe officeofthe NBA, Chennai.

b.Theofferwillbepurelytemporaryandinitiallyforaperiodofoneyear(extendable based on the performance).However, depending upontheworkscheduleandperformanceoftheindividual,theperiodof engagementmaybeextended/curtailedwiththeapprovaloftheChairman,NBA- the CompetentAuthority.

c. TheAuthorityreservestherighttoscreenandcallonlysuchcandidateswhoare foundprimafaciesuitableforbeingconsideredbytheScreeningCommittee.Mere fulfilling ofthenormswillnotautomaticallyentitleacandidatetobecalled for interview.

d.Theselectedcandidateshouldnottakeupanyotherassignmentduringtheperiodof his/ herengagementwithCentre.

e. ThepersonmayhavetoundertaketoursasandwhendirectedbytheChairman,NBA andtravelentitlementsshallbespecifiedintheofferletter.However,noTA/DAshall be admissibleforjoiningthe assignmentoronitscompletion.

f. Thefinaloutcomeofanypaper/guidelines/report/notes/briefs etc. preparedby thecandidatewillbecomethepropertyofNBA. Noauthorship/copyrightcanbe claimedonany written report/ material preparedbyhim/herautomatically.

g.TheAuthorityreservestherighttorejectalloranyapplicationreceived forthe positionwithoutassigningany reason.

h.Incaseof anydispute abouttheinterpretationof any point/clause / condition/rule, etc.the decisionoftheChairman,NBAshallbe final.
