Cal Aggie Camp Transfer

This Memorandum of Understanding (MOU) is made between UC Davis Campus Recreation and Unions (UCD CRU), UC Davis Student Affairs, and the Associated Students of the University of California, Davis (ASUCD). This MOU outlines and carries out the agreement of transferring the program of Cal Aggie Camp from ASUCD to CRU.

Cal Aggie Camp (CAC) has been an important program of UC Davis since 1962. In 1988, students voted to create an indefinite student fee to fund the camp. However, as time, circumstances, and regulations have changed ASUCD can no longer support Cal Aggie Camp to its fullest potential, due to lack of infrastructure. ASUCD is transferring CAC to Campus Recreation and Unions to better implement the camp.

Duration of MOU

ASUCD and CRU will abide by the terms enumerated indefinitely, unless either party calls for specific revision to the agreement.

Scope of Work and Responsibilities

  1. Transfer of Responsibility and Risk
  2. ASUCD agrees to transfer operation, maintenance, oversight and all risk management of Cal Aggie Camp to CRU, effective immediately upon signing of this MOU.
  3. ASUCD agrees that Cal Aggie Camp will cease to be a unit of ASUCD and be properly reflected in ASUCD’s governing and public documents
  4. As a program of CRU, CAC will be subject to the department’s guidelines and procedures, but CRU will act to uphold the values and goals outlined in this MOU
  5. Once this agreement is executed, all oversight of the program will transition over to CRU, including oversight of fundraising efforts, retreats and all training efforts.
  6. The CAC student unit director will report directly to the Assistant Director of Youth Program, of CRU. After the trial version of camp in 2017, CRU, specificallythe Assistant Director of Youth Programs and the student unit director will work to establish the formalized reporting infrastructure for the camp going forward. The aspirational goal will be to have CAC model the reporting style of the Cal Aggie Band-uh!. The goal is to have this infrastructure mapped out by November of 2017.
  7. Program Identity & Purpose
  8. CRU agrees to keep the summer camp program name of “Cal Aggie Camp.”
  9. CRU agrees to operate Cal Aggie Camp as a distinct program, self-contained program.
  10. CRU agrees to abide by the 1988 student-fee initiative and provide an “outdoor camp experience to economically disadvantaged children.” Included for participation of the camp should be children should be from throughout Yolo County and beyond, if possible.
  11. Student Counselors
  12. For 2017, ASUCD agrees to steward the transition of CAC’s passionate volunteer base towards the hiring and training process mandated to be a Student Camp Counselor under the guidelines and standards set forth by CRU for all its Student Counselors.
  13. Given the time constraints, CRU will try to accommodate the intake of new Student Camp Counselors for CRU’s Cal Aggie Camp 2017.
  14. CRU will allow for students to sign up to be specifically counselors for CAC.
  15. After the 2017 summer program is over, CRU will assess and develop a plan for the training, interviewing and hiring of student counselors for the future.
  16. Application Process
  17. For 2017, applicants for the summer camp will be directed to apply directly through the CRU process for review and selection for the upcoming summer camp.
  18. After the 2017 program is over, CRU will assess and develop a plan for the application and selection process for campers for the future.
  19. CAC Growth
  20. CRU agrees to work towards improving the CAC experience and program over time.
  21. CRU commits to steward and efficiently use the 1988 student fee funds to grow the scope the camp over time; especially in terms of programming and number of attending participants selected to participate.
  22. Finances
  23. As outlined below in “Payments,” ASUCD agrees to transfer student fee funds to CRU as specified in amount and for the sole use of Cal Aggie Camp.
  24. ASUCD will note the pass-through transfer of the 1988 fee for CAC under their publicized budget and no longer have oversight of CAC’s budget.

Payments

ASUCD agrees to annually pass-through the funds collected from the 1988 fee initiative for Cal Aggie Camp to CRU for the sole operational purpose of managing the Cal Aggie Camp and absorbing all of the risk associated with the program. The fee is fifty cents ($0.50) per student per quarter or one dollar and fifty cents ($1.50) per student per year. The fee has no CPI adjustment.

Cal Aggie Camp has $42,814 in student fees to administer the Camp in 2017. Cal Aggie Camp currently has a reserve of $36,231 that has an undetermined mixture of donations, ASUCD discretionary funds, and rollover from the 1988 Fee. As such, ASUCD will have until 6 months from the execution of this MOU, to research the history of this fund and to turn over to CRU any portion of the proceeds that came from donations to a reserve account in CRU line itemed specifically for CAC.ASUCD will retain the right to the reserve of $36,231 and put it back into ASUCD’s Capital Reserve.

For Cal Aggie Camp 2017 under CRU, ASUCD agrees to transfer $42,814 to CRU, plus any additional funds generated this year as a function of CAC’s fundraising efforts this year.ASUCD will also transfer the rights of the gift account AS Gifts over to CRU in the amount of $1109.20. ASUCD will also transfer one CAC student unit director position over to CRU to pay, once the agreement has been executed and the funds have been transferred.

CAC will also be given a 3 month window to work with CRU to find a new location to permanently store their supplies and materials.

CRU and CAC will work together to lay a foundation for program plans in the future. This MOU will stand as the primary transition of ownership from one Student Affairs division to another.

Once the camp has been transitioned over to CRU, there will not be an expectation that it will be returned back to ASUCD at any point in time, due to ASUCD’s lack of infrastructure and career expertise in this field.
